Part of long-range strategic and master planning, project initiation, the hiring and management of design consultants, tendering for construction and oversight of all construction projects (PMCM) for the Ministry of Housing (MOH) Infrastructure Program with project contract value of 133 Billion USD in developing sites and all landscaping and infrastructure projects consisting of 17 separate community sites totaling nearly 111 million m² of land supporting more than 185, 000 apartments, townhouses, and villas. The communities include mosques, medical facilities, schools, police stations, parks, landscaped open spaces, commercial/retail development, electrical substations, and sewage treatment plants.
Represents the City Government Municipality Office reporting, supports, and implements given instructions from the Client Representative (CR) / Program Director (PD) / Construction Director (CD) / Senior Resident Construction Manager (SRCM); Monitors multiple Contracts and associated Contractors’ architectural field activities for adherence to contract requirements, i.e. scope of work, procedures, costs, schedule, and safety regulations; Witness contractors’ material selection, installation and quality control inspections to ensure that the permanent and finishing works are constructed according to the contract, applicable codes, standards, approved drawings and specifications; Provides technical guidance to SRCM in interpretation of architectural specifications; Reviews job plans, methods, material selection, equipment, staffing, productivity and detects potential problems in conforming to established schedules or specifications. Reviews problems with Contractor to determine whether proposed actions are adequate for resolution; Reviews contractor-submitted architectural shop and as-built drawings, design inquiries, material submittals, interiors and exterior finishes, mock-ups, landscaping, and coordinates with the concerned departments for obtaining their approval and/or comments; Arranges meetings between the contractor and concerned departments to resolve interfacing problems with other disciplines during construction; Reviews contractors’ invoices for correctness of installed quantities for the architectural portion of the works; Attends a bi-weekly meeting between the Royal Commission Construction team and the Contractor; Conducts or directs fact finding architectural investigations and advises SRCM; Initiates and prepares for SRCM draft architectural related letters, memos or reports to contractors and other Departments.

Traveling to Muscat Oman coming from Dubai UAE thru business flights on weekly basis for 35 consecutive weeks, part of the lead site supervision consultants supporting the lead Project Director, lead Senior Site Architect, ID Directors/Associates/Senior Interior Designers and other engineer consultants involved in guiding, monitoring and supervising the activities prior and upon execution at site by main/sub contractors ensuring all works done, materials & finishes, methodologies, and safety precautions are all in accordance with the project specifications/IFC documents/Municipality-Local Police-Civil Defense Authorities' codes and regulation for the construction of a 5 star beach front hotel project in Muscat Oman namely The Saraya Bandar Jissah Hotel 2 (Muscat Bay).
Client: Eagle Hills / Saraya Bandar Jissah

1. Traveling to Muscat Oman coming from Dubai UAE thru business flights (Oman Air or flydubai airline) on weekly basis for 35 consecutive weeks, part of the lead site supervision consultants supporting the lead Project Director, lead Senior Site Architect, ID Directors/Associates/Senior Interior Designers and other consultants involved for the construction of a 5 star beach front hotel project namely The Saraya Bandar Jissah Hotel 2 (Muscat Bay)
2. Discusses & persuades the CR / PD for any Design Recommendation that should be implemented upon pre discussion with the main contractors on any design discrepancies spotted on the IFC drawings and specification that could potentially lead to variation claim order by the contractors. This also includes negotiating with the above project stakeholders in recommending fair solutions to set in lieu highlighting potential NCRs that can be equivalent and upon closure by main contractors to avoid or eliminate any variation claim order or cost impact of design recommendation from the client representative’s end.
3. Does the review and commenting/approval of submittals such as shop drawings & as-builts, material physical samples, RFIs, Method Statements, Pre Qualification profiles of subcontractors including material and work inspection request at site (MIRs/WIRs- e.g Mock Ups including Bespoke FF&Es at factories/showrooms) ensuring full compliance with project specification, NFPA/ADA and local authorities requirements, IFC documents and related pre approved submittals. Responsible for the answered RFI for design discrepancy clarification and provision of missing IFC details & information.
4. Draft & issues reports such as NCRs, Monthly Site Progress, Site Observation Notice & Engineers Instruction for contractors compliance and closure including final confirmation of CVIs.
5. Initiates discussion in voicing out outstanding, and closed out works done by contractors during ID Fit Out Meeting to all project team stakeholders.
6. Keeps and maintain a good relationship with the client representative / lead consultants, local authorities point of contact, and main / subcontractors.
7. Contributes substantial site observation to the QSHE Manager for implementation of cleanliness and safety not only for the site premises, materials on site, on-going site works, logistics, but most especially the welfare of labor manpower and site office staff.

Part of the lead architects and engineer consultants (site supervision team) supporting the project director and senior resident engineer in guiding, monitoring and supervising the activities prior and upon execution at site by main/sub contractors ensuring all works done, materials & finishes, methodologies, and safety precautions are all in accordance with the project specifications/IFC documents/Municipality/Local Police Department/Civil Defense Authorities' codes and regulations for the construction of the Etihad Museum project for HH Sheikh Mohammed bin Rashid Al Maktoum represented by Dubai RTA as the project client.

1. Tasked to conduct review and commenting/approval of shop drawings, material-technical submittals including RFIs, prequalification profiles of subcontractors prior to supply of materials/finishes and execution of works and installation of materials & finishes at site ensuring it complies with the project specification and IFC drawings.
2. Initiates lead coordination between architects, engineers, and inspectors. Ensures Structural, Electrical, and Mechanical Engineers disciplines are well informed and aware in cross-referencing drawings with architectural/ID fit out/landscape package details. Chairs the architectural/ID fit out/landscape technical meetings.
3. Entrusted and responsible in answering RFI raised by the contractors for clarification of details by attaching hand sketches or AutoCAD drawings (Tender or Construction Drawings issued to client) to serve as a guide for contractor’s draftsmen preparation of shop drawing for submission, and review and approval by consultants.
4. Chairs the architectural/ID fit out/landscape technical meetings in the absence of senior resident engineer.
5. Instructs architectural/structural/MEP inspectors on work and material inspection request (MIRs/WIRs) that while witnessing ensure all works done and materials & finishes delivered at site conforms with the project specification, NFPA/ADA and local authorities requirements-codes and regulations/IFC documents, and related pre-approved submittals especially with MEP devices and equipments interfacing with architectural, civil, and landscaping containments.
6. Attends or witness invitation sent by main contractor for viewing FF&Es at supplier’s factory/showroom, cites opinion for the presented done sample/quality being produced by the supplier as benchmark actual sample prior to complete manufacture/fabrication.
7. Checks and reviews complied snag/desnag list by main contractors as prepared and upon final inspection by architectural inspector for sign off and endorsement to senior resident engineer for final approval and issuance of final turn over certificate.
