• AREAS OF RESPONSIBILITY:
1. Carry out procurement and logistic tasks according to NCA Operations Manual
and NCA Procurement Manual with the purpose to ensure timely implementation
of program activities and as supervised by the NCA Procurement and Logistic
Manager.
2. Provide administrative support in ensuring a professional work environment with
functioning equipment and accessing to stationery and office supplies.
• MAIN TASKS: Detailed responsibilities include, but are not limited to: Logistic tasks
(asset, fleet, warehousing)
1. Keep an accurate inventory list, and fixed asset list in coordination with the asset
focal person in country office, ensure that all assets are properly tagged,
document the asset handovers, asset transfers or disposals, and conduct physical
count according to NCA Operation Manual, to ensure the list is reconciled with
the physical items.
2. Follow up on staff transportation within Aleppo and to project sites and
coordinate with the fleet focal person in Country Office for the staff movements
between Aleppo and Damascus, or from the Aleppo airport.
3. In case of NCA rental vehicles, supervise and manage the drivers, ensure they
adhere to the local traffic regulations and NCA procedures, and ensure that
proper fleet management practices are followed by reviewing fleet documents
(i.e., logbooks, vehicle status checklist), conducting monthly physical checks in
the NCA rental vehicles, ensuring proper vehicle maintenance taking place and
proper fuel monitoring.2.4 In the case of NCAs warehousing or partners
warehousing with NCA stock, support logistics team in country office on
ensuring that the Good Warehouse and Stock Practices are followed as indicated
in Operations Manual, conducting spot-checks in the partners warehouse,
preparing related reports and supporting in the annual physical counting
4. Manage and support on the receipt of goods from vendors to NCA field office or
project sites, and prepare and collect the related documentation, i.e. Good
Received Notes (GRN)
5. Provide support for staff and visitors on arrangements oftravels, hotel
reservations, follow-up of necessary permissions.
• Procurement tasks:
1 . Support in procurement processes including preparation of RFQs documents,
distribution, and collection of quotations from the market, participate in
preliminary evaluation, and preparation of Purchase Orders, when applicable.
This also includes a proper archiving of procurement files as per requirements
(in Microsoft Teams, etc.) and preparing complete procurement documents for
finance to processpayment.2.8 Ensure that all procurement and logistics
processes and activities for NCAs operation adhere to NCAs logistics
procedures, Operations, and Procurement Manual, and/or other donor
policies/manuals, as mentioned above and other documents or instruction that
may be given from time to time.2.9 Upon request from the Procurement and
Logistics Manager, take the lead in carrying out a market assessment for specific
items and services.
2. Prepare and update on regular basis a database on supplier/vendors based on the
needs and sector focus of the country office.2. 11 Support the procurement team
in country office with various tasks related to partners procurement (i.e.,
translating bidding documents, etc.).
• Logistics officer for
• Procurement activities (Processing, Sourcing, Assessing, Tendering, building good
Relationship with Suppliers and Contractors, Archiving and documenting).
• Fleet Management (Coordinate the usage of the fleet and prepare the weekly plan).
• Assets Management and Maintenance.
• Other responsibilities (Coordinate with all department, submit weekly work plan,
perform any logistics and procurement tasks).
