NEOM Green Hydrogen Project (NGHP) Complex - Green Hydrogen Elements (GHE) / Ammonia Plants - NEOM Industrial City, Duba, Saudi Arabia.

An equal production joint venture of ACWA Power, Air Products and NEOM incorporated in August 2021, NEOM Green Hydrogen Company (NGHC) is establishing the world’s largest green-hydrogen-based ammonia production facility run on renewable energy. Supporting Saudi Arabia's Vision 2030, this mega-plant will produce up to 600 tonnes of carbon-free hydrogen per day in the form of green-ammonia as a cost-effective solution for transportation globally. The company announced financial close in May 2023 at a total value of 8.4 billion USD investment.

An equal joint venture between NEOM, Air Products and ACWA Power, the project is based on proven, world-class technologies that will include the innovative integration of a combined capacity of around four gigawatts (4 GW) of renewable power from onshore solar, wind and storage.
The NEOM Green Hydrogen Project is the world’s largest utility scale, commercially based hydrogen facility powered entirely by renewable energy.


 Responsible and oversee assignments for Marine Facilities - Jetty Terminal (Area 80), Jetty Operator Building, Onshore Control Building were handled the EPC Contractor (Saudi Archirodon) for NEOM Green Hydrogen Project (NHGP) - Green Hydrogen Elements (GHE).
 Support supervision in Onshore Common Buildings (Area 90) was handled the EPC Contractor (Nesma United Industries) for the Neom Green Hydrogen Project (NGHP) - Green Hydrogen Elements (GHE).
 Support supervision in the Power Transmission Grid System handled by the EPC Contractor (Larsen & Toubro Limited) for the Power Grid Package at the Neom Green Hydrogen Project.
 The Scope of works of the Grid Network package includes the Construction of 3 Nos of 380 kV Switching.
 Substations and Interconnection transmission system, Statcom, and establishment of EPMS System
 for the overall Network as indicated below:
 a. 380kV Load Substation at Helios Green Hydrogen Plant.
 b. PV Solar Plant 380 kV Switching Substation.
 c. Wind Farm 380 kV Switching Substation
 d. 380 kV Statcom.

FGEN LNG Multi-Purpose Jetty (MPJ) and Gas Receiving Facility (GRF) Projects
Scope/project descriptions: Owner's Engineer for the EPC Construction of a liquefied natural gas (LNG) import and regasification terminal in Batangas Province, located within the First Gen Clean Energy Complex adjacent to the Port of Batangas and will supply gas to several First Gen power plants within the complex. The terminal comprises a multi-purpose jetty designed to berth a 175, 000 m3 LNG FSRU and an LNG bulk carrier in parallel. The jetty consists of 176 steel piles 1.5 and 1.6 m in diameter with jackets and topsides for loading and utility platform, berthing and mooring dolphins, LNG loading arms, HP gas pipeline, and all associated safety systems and backup power. The onshore work consists of seismic rated, piled, monitoring and control buildings, gas metering, and a firewater system.
Responsibilities:
 Act as an Owner’s engineer/representative supervised, monitored, and verify the EPC Contractor’s Marine-jetty and Onshore construction site activities, and ensured compliance with the IFC/AFC design drawings, Construction scope of works, and contracts, Project specifications, Construction Management Plan, Construction procedures/work method statements (WMS), Inspection & Test Plans (ITP’s), Project Quality Plan (PQP) and Quality Management Systems.

 Ensure overall construction is executed and related inspections in accordance with applicable specifications, drawings, codes, standards, ITP’s and to the requirements of the Contract.
 Participate the regular on-site EPC Contractor progress meetings, at interface coordination meetings and ensure the site safety rules for the defined plant area and responsible for the EPC Contractor scope to be executed including all the interfaces and safety requirements.
 Participate in site safety audits regarding work execution, permits, work site standards and workforce knowledge of the work.
 Carry out inspection for the issued RFI’s by the EPC contractors, witness, and surveillance of contractor activities, ensure records are maintained, including as-built data.
 Contribute to the development of all activities relating to design and construction phases such as front-end engineering design (FEED), detailed engineering design documents, review of contractor submittals and comments, vendor’s materials & documents, construction methods, implementations, and management; quality assurance / quality control inspection plans and engineering liaison with design offices.
 Interprets design drawings and supervises field verification of materials and provides technical direction as per Scope of Works. On site responsibilities also included: ensure the implementation of schedule compliance to a QA/QC Plan and monitoring the all Civils such as electrical & communication manholes and duct banks, pits, Substations Building, Control buildings and all other steel structures foundation and concrete masonry buildings, structural steel and reinforced concrete building and concrete & asphalt pavement roads in accordance with governing codes, specifications and international / local industry standards.
