The primary function of the job is to identify, develop and monitor the organization health and safety policy.
To ensure the organization is compliant with Health and Safety Legislation. Assist in safety training programs, auditing and site inspection plans.
1 Implement and maintain QAPCO’s safe system of work for all plant
activities.
2 Ensure a safe working environment for all QAPCO’s employees,
visitors and contractor’s personnel.
3 Assist in safety training programs, auditing and site inspection plans.
4 Implement and maintain QAPCO's safe system of work for all plant

employees, visitors and contractor's personnel.
5 Supervise the activities of assigned personnel in the Safety
Section/contractors HSE personnel.
6 Participate in the plant's daily technical meeting with production and
maintenance departments.
7 Directs and monitors the implementations of safety procedures and
standards, particularly PTW. Reviews permits issued by Operations
personnel, ensuring proper measures are taken prior to commencement
of work such as equipment or plant isolation, shutdowns, and adequate
safety measures and precautions are taken and all work equipment tools
are safe for required works through frequent site tours during risky or
critical works to insure continual compliance with safety policy and
objectives.
8 Review and participate in developing the risk assessment and job
safety analysis which are required for any critical task and suggest
the proper way to execute the job safely.
9 Participates in the near miss/incidents Investigation. Assists in the
preparation of reports on such near misses/incidents and debrief them with
the HSSE Manager by giving comments and recommendations.
10 The required PM programs for safety and FF devices / equipment.
Gas monitors. Ensures its PM schedules are achieved on time.
Initiates and maintains the records keeping.
11 Participates in the periodic safety audits. Planned site
inspection includes safety sampling of the work practices and
procedures, documentation to ensure compliance with safety
regulations, standards, procedures and quality assurance.
12 Performs other similar or related duties such as assisting in the
development and conduct of safety training and awareness programs,
spot auditing and inspection of work activities in assigned area;
maintaining an awareness of developments in the field; carrying out
special studies on safety matters; and maintaining statutory
inspection or activity records for presentation to authorized
Government agencies.
