Leading the procurement, contracts, and governance of large-scale donor-funded natural gas
infrastructure under EGAS PMU.
• Led full procurement lifecycle for 7+ service and works contracts valued at over €1.5 million
within the EU-funded natural gas expansion programme — from ToR drafting to contractor
selection, award, and contract close-out.
• Supervised procurement of pressure reduction stations (PRS) package valued at €3.7 million
— ToR preparation, bid evaluation, negotiation, award, and on-site delivery monitoring.
• Managed end-to-end administration of a €68 million EU-funded infrastructure project,
achieving full donor compliance with EU PRAG procurement and reporting requirements.
• Prepared comprehensive tender dossiers for works and service contracts, including detailed
Terms of Reference, technical specifications, evaluation criteria, and contractual deliverables.
• Negotiated, executed, and administered contracts and contract amendments; managed
contractual issues, claims, disputes, and project-related negotiations.
• Secured donor approvals for design, procurement, contract signing, and implementation
milestones; ensured compliance with EU, AFD, and international funding institution
frameworks.
• Directed GIS implementation: digital conversion of 11.5 million residential customers into a
unified ArcGIS piping data model — Egypts most comprehensive urban gas utility dataset.
• Prepared executive performance reports and presentations for senior management, donors,
and international stakeholders.

• Managed a portfolio of natural gas supply contracts and conducted technical studies for
industrial customers; reviewed and revised contracts to improve compliance and operational
effectiveness.
• Evaluated industrial gas supply requests using supply-demand analysis and network capacity
modelling; coordinated approvals with relevant departments.
• Served as terminal representative for LNG importing operations at Ain Sokhna — coordinated
LNG delivery schedules, monitored FSRU operational energy balances, and participated in
pre-operation interface meetings.
• Monitored contractual compliance including regasification fees, liquidated damages
calculations, demurrage provisions, and LNG cargo invoicing; audited LNG regasification and
supply contracts.
• Conducted operational and safety audits for gas stations and industrial facilities; ensured
compliance with Egyptian safety regulations and O&G operational standards.

• Supported O&M activities for pipeline projects; conducted leak detection, pipeline integrity
monitoring, and cathodic protection system oversight using SCADA for real-time operational
reporting.
• Managed site safety inspections, operational records, and HSE compliance documentation.
