Job Title: Estimation Manager Company Profile: A leading contracting company in Qatar established in 1950, specialized in the construction of building and infrastructure works. Has very solid reputation in the market and is growing fast and have executed and delivered various prestigious project in JV EPC in HIA Airport with Aktor, Cimolai, Cybarco and has executed many fast track prestigious projects in Qatar Foundation, Qatar Petroleum with JV partners as Contrak Inc, Strabag. Duties and responsibilities:
• Identifying Self-Perform and/or Construction Management Execution
• Develop internal Cost Systems, Progressing Systems, Level I and II Schedules, Work Breakdown Structures and Project Status Reports
• Recognized as being proficient and requiring minimum supervision in the areas of Direct Field Costs, Indirect Field Costs, Internal Services Costs, Comparison Analyst, Benchmarking and Unit Rates for Key Commodities, Estimate Plan, Basis of Estimate, Use of Allowances, Cost Contingency, Input into and Use of Historical Data (EMS - Experience Management System), Productivity Worksheets, Craft Mix and Crew Mix, Escalation
• Developing in coordination with concerned Departments on Expatriate Policy Costs, Data Analyst, Input of Estimate into Global Pricing Model's Template, Input and Use of Business Risk Management Framework (BRMF), Selling an Estimate, Currency fluctuation, tax & insurance costs, and performance bonds & letter of credit costs
• Facilitate discussions to bid or not to bid, identify client priorities and win themes and create and execute a proposal project plan, Conduct market and competitor research.
• Hold kick-of and debrief meetings, Act as point of contact for prospects and proposals, Manage the proposal team (anyone contributing to RFPs).
• Ensure proposals and presentations are brand compliant, Report proposal progress to executive management
• Submit final proposal for consideration, Maintain the RFP response database, Prioritize RFPs based on likelihood of winning and value
• Develop the estimate plan and coordinate estimate development with the project team, including preparation of the Estimate Schedule
• Utilize estimating methods and the expertise of other project professionals to establish total project estimates
• Engage in direct contact with other functional areas, including client and field contractors
• Obtain planning input to support the pricing, Oversee preparation and float enquiry documentation by procurement section, Maintain tender suppliers and subcontractors register, Evaluate subcontractor proposals and recommend acceptance or otherwise.
• Review and analyse contract documents, Identify potential pricing risks, currency exchange risks, program risks.
• Conduct a well-versed presentation to the client in a timely manner and attend client meetings.
• Prepare potential value engineering and saving.
• Support the presentation of a business case to internal Tender Committee
• Interview and hire staf and oversee staf training.
• Develop and implement purchasing and contract management instructions, policies, and procedures.
• Participate in the development of specifications for equipment, products or substitute materials.
• Analyse market and delivery systems to assess present and future material availability.
• Identify potential suppliers and set up pre-bid conferences.
• Develop final supplier recommendations to decision-makers.
• Increase visibility of procurement spend to inform senior management decision making and asset planning.
• Prepare Work Order Packages and select contractor price to be allowed in tender and communicate pre-award of Work Orders to sub-Contractors in-case of back-to-back contracts.
• Collaborate with engineers, legal and finance departments in all aspects of Contract and Contract Management
• Manage and foster partnering relations with key suppliers to encourage value-add, innovation and continuous improvement.
• All Quantity Surveying duties including measurement, valuation, and agreement of work sections.
• Interim administration and settlement of subcontractors’ accounts. Assisting in preparation of loss and expense submissions.
• Provide junior staff with guidance and mentoring on their job responsibilities.
• Negotiate with client's representatives and other consultants for variations.
• Advise project management on contractual implications of intended courses of action
• Advise on commercial risks within the project or projects.
• Co-ordination with consultants and subcontractors.
• Preparation of claims and reports of additional works.
• Preparation of material approval request, material statement submission to consultant.
• Re-measurement of subcontractors works, preparation of bills and certification.
• Monitoring of work in regular basis.
• Preparing invoices for sub contractors
• Perform Quantity Survey and unit list budgeting.
• Manage material and equipment procurement.
• Track manpower utilization and productivity.
• Provide Estimators with on going productivity rates from the market.
• Develop subcontractor interface and procurement.
• Process administrative work including sub contractor bidding process, project cost updates and constructability review of documentation.
• Checking contractors bill and forwarding for payments.
• Floating of Tender for execution of works.
• Replying tender clarifications.
• Evaluation of tender.
