To analyze Bidding Documents including ITBs, Contract requirements, general provisions, special provisions, terms and conditions in compliance with ADB guidelines and PPRA/SPPRA Rules, review of agreements, International Competitive Bidding (ICB), National Competitive Bidding (NCB) and FIDIC Contracts.
•To prepare and administer routine correspondence, negotiation memoranda, and contract documentation to ensure timely and coordinated submittal.
•Significant expertise of Contracts/ procurement, Preparation of bidding documents for consultancy, supply of major equipments, machinery and construction projects.
•To act as the process lead in reviewing and verification of Interim Payment Certificates (IPCs) for Consultants and Contractors.
•Responsible for the collation and recording of proposed change, variation order, and claim status for all the consultant and contractor contracts respectively
•Carrying out bid openings, evaluate submissions and makes award recommendations as per the criteria laid down by Asian development Bank guide lines and PPRA Rules.
•Evaluation of proposals/bids against the eligibility, technical, financial evaluation and qualification criteria,
•Formulation of contract after successful negotiation against the most responsive bid.
•Responsible for complete contract management including tendering, contract awarding, Sub Contracting, Variation Order in regards to all matters contractual and financial.
•Prepare reports on procurement activities as required,
•Making procurement plans for consultancy, construction & supply of major plants & equipment projects.
•Invoicing of the Consultants as per their Expert Services provided for the Project.
•To verify the IPCs submitted by the Contractors as per the Contract.
•To review progress reports submitted by the Consultants and the Contractors by ensuring that the progress of works is up to scheduled time period.
•To perform contract closeout activities.
•To make a preferred /approved supplier list , making service contracts, frame work agreements, purchase orders .
•Purchasing research and information, identifying and locating new potential suppliers and supply markets .
Project Scheduling and Planning by using P6, MS Project and excel.
•Receive the materials sourcing requests from the Projects, Get the quotations from the suppliers.
•Daily visit to site for monitoring Progress at various ongoing Civil and mechanical activities (Tanks erection, CS Pipe, HDPE, Equipment Erection Works etc.).
•Preparing Daily, Weekly and monthly Progress Reports.
•Updating and monitoring monthly, fortnightly and weekly look ahead Programs.
•Producing Project Control Reports, such as S-Curves, Labor, Equipment, Material and Cash flow Histograms.
•Generating alerts to the Project Management teams in case of delay.
•Analyze past year performance and set challenging targets for upcoming years.
Participate in setting personal targets for all employees.
•Implement the documentation protocol and make sure that all documents are in their right place and that they are available for auditing when needed.
•Material Management (To arrange the required material as per drawing from client as well as from contactor warehouse)
•Make check request and submit to consultant / client for approval,
•Installation of Pumps (suction & delivery ) with all pipe fittings, installation of vessels, heat exchangers, boilers, dosing units with all accessories and fittings.
•Study of specifications, P&Ids, Isometric drawings, technical data Sheets & BOQ for Execution as well as for Bid preparation of mechanical projects.
•Exposure to standards / specifications: ANSI, ASME, ASTM, API Standards.
•Making Punch Lists
•Deal with Domestic & international Procurement for different Projects (OMV Heat Exchangers, ENAR EPRFII Project, Unilever Pakistan, Alnoor Sugar Mills, Pakistan Refinery limited)
•Prequalification of Suppliers / Contractors, Preparation of bid document for the supply and services, Enquiry floatation to suppliers as per ISO 9000 approved vendor’s list
•Preparing comparative analysis of bids, technical and financial.
•Inspection of materials at Suppliers’/ Contractors’ workshop
•Issuance of Purchase Order/Work Order to Vendors/Contractors, opening L/C.
Prepared bidding documents, Bid Evaluation Report and contract awards for the project: Seven Additional DNI Zones (Sukkur, Rohri & Khairpur)-Replacement of Distribution Network, Transmission Line, Household Connections with cost of Rs. 850Millions.
•Prepared bidding documents, Bid Evaluation Report and contract award documents for the project: Water Treatment Plant at Airport Road (6 MGD) Enhancement of Storage lagoons and Alternative Supply of Treated Water From Numaishagh Via Adam Shah Service Reservoir with cost of Rs.1188 Millions.
•Prepared bidding documents, Bid Evaluation Report and contract award documents for the project: Construction of Rapid Gravity Sand Filter (6MGD), Distribution network, Transmission Line and Lab at Water Treatment Plant Rohri with cost of Rs.1080Millions.
•Prepared bidding documents, Bid Evaluation Report, contract award documents monitor the activities for the project: “Sukkur water supply Intake Pump station at Rohri side of Bukkur Island and Allied works" with cost of Rs.635 Millions.
•Prepared bidding documents, Bid Evaluation Report, contract award and Managed the procurement for the project: Solid Waste Management
