• Coordinate implementation of HSE program and create awareness amongst drilling crew.
• Ensure compliance with regulatory requirements in all safety matters.
• Ensures that all contractors who are on board meet the company's safety standards and providing continuous safety education to personnel as required by policies.
• Review incidents/Accidents, unsafe acts/ conditions, advise on remedial action to be taken proactively
• Responsible for providing QHSE administration; reporting KPI’s (leading and lagging) indicators to the QHSE manager on daily, weekly and monthly basis.
• Ensure accident prevention through intervention, education and applying stop work authority (SWA).
• Update the company’s safety plan as needed, keeps the employees informed about changes.
• Carry out periodic drills to ensure readiness to tackle actual emergencies.
• Performs periodic inspections of the workplace safety, and follow up safety concerns proactively.
• Knowledgeable about safety issues in a wide variety of work environments both On/Offshore ensuring compliance of national and international safety codes.
• Verify operational HES requirement meets contract and industry standards as appropriate in oilfield and gas pipeline laying to platforms. Communicate deviations to CNL and Contractor’s designated personnel.
• On/Offshore field HES Compliance, monitoring and regulatory. Verify compliance with laws, regulations and permits as appropriate; suspend work in case of non-conformity in oil field production - platforms modification and pipeline laying projects, shutdown and turnaround operations.
• Ensure contractors are aware of the site project procedures relating to HES and quality management control. Produce regular quality reports as required for the project, including information on document, submission, inspection, non-conformance report, concessions, confirmation of corrective actions, general statistics and certifications
• Carry out risk assessment procedures -HAZOP/HAZID and standard relating to SIMOP and HES
• Prepare reports and the use of statistic software package, including data /document management.
• Communicate IIF, OE-SMS, SWP, SOP. Induct and train project personnel. Promoting safety culture.
• Fabrication yard inspection, compliance and monitoring. Incident & Injury Free mentor / Champion.
• Conduct and coordinate on site inspections to audit physical condition (hazard hunt) and safe work practices.
• Represent Client in project-related technical matters. Verify that Contractor adheres to contract HSE&S requirements and Project HSE&S plan.
• Verify that operational /data quality meets contract technical requirements and industry standards as appropriate. Communicate deviations to Client’s and Contractor’s designated personnel.
• Verify that project is meeting safety goals and objectives by independent assessment and monitoring of safety processes through established safety expectations.
• Verify compliance with laws, regulations and permits as appropriate, suspend work in case of non-conformity. Maintain awareness of other QC’s area of responsibility.
• Report information impartially and ensure that operational problems are appropriately managed by Client and Seismic Acquisition contractor in conformity with their roles. Monitor and assess Contractor technical procedures and processes in representatives’ field of expertise as applicable. Recommend technical improvements and corrective actions and measures.
• Reports to Project Manager. Manage general supervision, responsible for field level implementation of health, safety and environmental policies, procedures and guidelines as instructed. Responsible for a specific project / work site. Activities include but are not limited to risk identification and management, incident reporting and investigation, waste minimization, pollution prevention / control, various compliance monitoring and implementation of various aspects of management systems.
• Conducts inspections and assessments. Record-keeping and other general administrative duties. Provides support through technical advice and process improvement.
• Ensure Company training schedule is consistently practiced on all crews and suggest areas for improvement.
• Ensure compliance with all local laws and safety regulations that may affect the safety of employees. Attends Client major audits on field crews whenever possible and including management periodic / internal audits as scheduled.
• Experience in managing health and safety related matters in the offshore environment.
• Monitor and advice on safe operational activities in the spread; embarkation and disembarkation, Laying and picking hydrophones cables, inspection and audit of equipment and personnel.
• Motivate line supervisors to keep safety at the highest priority and to advance the safety culture.
• Training emergency response team on fire, oil spill and emergency escape route, survivability on sea and drills, promoting the safety culture.
• Plan and supervise the preparation of updates of safety management plans to incorporate the people and facilities associated with the project.
• Ensure that the company complies with the HSE statutory and regulatory requirement set by government and International marine organization (IMO); MARPOL.
• Ensure effective management of Occupational Health and Safety issues are address proactively by timely identification, evaluation and control their risks in our operation based on OSHAS 18001
• Provides direct site support for implementation of corporate Environmental, Health, and Safety programs and risk management initiative. Manages HSE related risks and liability by interacting with operations manager directly on risk issues at the field level
• Support development and implementation of corrective action solutions for insurer loss control recommendations
• Assist in developing business continuity plans for all sites and training of personnel and develop annual HSE business support for the project.
• Control, and supervise correct application of the quality management and HSEQ programs and procedures to avoid accidents and incidents and creating a consistent common sense QHSE culture.
• Manage Environmental Impact Assessment related to project work. Ensuring continuous improvement of the Environmental Management System in line with ISO 14001

• Maintain Quality Management System (QMS) as reflected in the Project Quality Plan (PQP), develop, maintain and implement Project Quality Audit process (i.e. schedule, execute, report, and follow-up corrective actions) to ensure thorough coverage of all Project, Contractor, and sub-contractor processes.
• Maintain project HSE performance data and communicate information on any accidents/incidents in a timely manner according to established procedures.
• Plan and supervise the preparation of updates of safety management plans to incorporate the people and facilities associated with the project. Ensure that the company complies with the HSE statutory and regulatory requirement set by government.
• Ensure that there is a consistent HSE culture and attitude toward safety management, incident reporting etc, being applied to all worksites involved in the relevant project. Monitor activities and advise on technical matters associated with the project.
• Monitor andssess Contractor technical procedures and processes in representatives’ field of expertise as applicable. Recommend technical improvements and corrective actions and measures.
• Represent Client in project-related technical matters. Verify that Contractor adhere to the Project Plans and Contract requirements.
• Verify adherence to the contract HSE&S requirements and Project HSE&S plan.
• Participate in incident investigations if required.
• Verify compliance with laws, regulations and permits as appropriate, suspend work in case of non-conformity. Maintain awareness of other QC’s area of responsibility.
