- leading a team of specialist engineers and technicians to deliver innovative and
sustainable civil engineering and infrastructure solutions for the local municipalities.
Budgetary control and work responsibilities.
- Responsibility for undertaking a routine on-site supervision of sub-projects being
implemented with financing from the MSSRP to ensure that they comply with all World
Bank technical specifications and social and environmental safeguards as per signed
contracts for works and the Project Operational Manual (POM). Report to the Project
Deputy Director and will collaborate closely with the staff of the Project Management
Unit (PMU), World Bank Members, CVDB and PMs.
- Implementing testing procedures and overseeing the QA process.
- Responding to requests from the design team and management.
- Support Project Managers (PMs) in the implementation of their construction projects
with a focus on quality assurance and quality control.
- Provide technical advice and quality assurance framework within the Hub in relation to
construction projects.
- Advice in detail on technical specifications, Bills of Quantities, bidding documentation,
engineering drawings, construction methodologies, construction planning, baseline time
schedule and programming and assessment of contractors’ technical capacity to deliver.
-Provide technical reports to the Director and/ or the Head of Programme, summarizing
problems related to the quality of construction works, and other issues relating to
possible delays, cost overruns, delivery & expenditure figures, quality control issues,
resourcing and scheduling issues, variations and any other matters related to
construction projects in coordination with the PMs.
- Support the PMs to outline design requirements (e.g. timeline) for procurement of
design services, including concept, preliminary and final stages, where applicable.
-Review designs for all construction projects prior to submission to the HQ Design Review,
ensuring compliance with World Bank Health and Safety and Environmental
Management System.
- Support the procurement team with technical assistance in preparation of tender
documentation and bid analysis, where required.
-Liaise and coordinate with the Regional Team on any technical matters in relation to
design management.
- Guide PMs to ensure that all construction projects have effective quality control systems
in projects.
-Support PMs, as needed, to ensure that the overall management of works
implementation is completed on time, within budget and to quality standards.
- Support the PMs, as needed, in reviewing needs assessment, organize preliminary
studies/ assessments.
- Conduct regular spot checks/ field visits to construction project's sites to follow up on the
progress of works implementation and quality for on time delivery.
- Support PMs in reviewing variation orders and contractors’ invoices/claims in all phases
of the project's implementation and provide advice and guidance as needed.
-Provide recommendations on policy and tools to the Infrastructure Practice and
contribute to the development of guidance material and tools in coordination with the
Regional Infrastructure Advisor.
- Undertake regular visits to all projects in agreement with the Head of Programme and
the relevant PM/s;
- Review all proposals for construction projects and provide technical input to proposals,
including proposal writing and project planning (time, cost, scope and quality).

Description of duties:
- Support the delivery of effective Programmes, in both development and humanitarian contexts, by:
- Develop the assessment tools in cooperation with the program managers.
- Conduct the initial assessment for indoor and outdoor renovation process in the targeted MoE schools .
- Prepare the renovation detailed implementation plan, technical drawings and bill of needed quantity based on the conducted assessment.
- In coordination with the Field Managers, discuss and agree on the suggested civil work, initial implementation plan
- Prepare construction/renovation civil engineering tender packages.
- Support SCJ Programme Operations team / Procurement Committee to select contractors
- Supervise the renovation/construction work in the targeted locations and make sure that the renovation process is running within the allocated budget and all work is delivered on time.
- Provide Field Managers/Programme Operations Director with regular reports regarding the work improvement, any challenges, any needed approvals and any changes on the approved plan on regular basis.
- Quality control to ensure that works are in line with industry and legal standards.
- Deliver the renovation work which was agreed on the detailed implementation plan to the assigned technical committee and sign all the delivery forms from the committee.
- Guarantee that the renovation work is implemented based on the approved plan with best use of resources to deliver high quality of the required work.  To support in any other issues needed for the renovation work.
- Support to other projects and to Country Office.
- Advise/Support Field Managers and Logistics on all civil engineering/construction works undertaken by the Country Programme.
- Undertake technical scope of works assessments.
- Prepare bills of quantities and technical designs.
- Prepare tender packages for construction works.
- Advise logistics department on developing and managing construction contracts.
- Supervision, quality control of contractors.
- Report work progress and challenges to Field Managers/Operations.
- Working in harmony with all other project staff and field team for the effective and efficient day-to-day management of the Pearson project.
- Verify the work done at site and recommend for the payments to contractor(s)/casual labors etc .
- Preparation of weekly, monthly work plans and construction progress reports.

- Agree a price for materials and make cost-effective solutions and proposals for the project with the supervision and project manager.

- Day-to-day management of the sites, including supervising and monitoring the site labor force and the work of any subcontractors.
- Plan the work and efficiently organize site facilities in order to meet agreed deadlines.
- Oversee quality control and health and safety matters on site.
- Regular monitoring of ongoing construction activities to ensure that all the activities are executing as per design, specifications and work schedule.
- Extend all possible technical support to other team members and contractors when and where required.

Project Description: Supervising the maintenance and rehabilitation of several public schools in Jordan.

Description of duties:
- Plan and coordinate Project’s works activities with the Project Manager, Supervision and government engineers.
- Report and recommend remedial actions regarding potential delays or cost overruns or any variation orders to the Project Manager, Supervision and government engineers .
- Provide supervision for the Infrastructure team ( Engineers, Technicians, laborers, Surveyors, foremen ) of projects work progress and quality for on-time project delivery within budget of projects.
- Assist the PM in managing the final hand over and acceptance reports, Daily Reports, Monthly reports based on technical specifications of the World Bank and government against the approved projects that send to World Bank office of infrastructure, and Kurdish Iraqi government.
- Provide technical data and technical advice about project work to Project Manager.
- Ensure all FIDIC contracts are administered appropriately commensurate with World Bank Instructions, Government Laws and FIDIC.
- Ensure proper liaison and coordination with the Government Engineers, Local Authorities, Local Community.
- Provide a monthly report to the Project Manager, Supervision, Government Directorate detailing all project matters including activities completed, quality, health and safety, environmental and financial, as well as any issues relating to possible delays, cost overruns, variations and any other matter.

Construction and maintenance of refugee camps east of the Tigris River, establishing schools, Health Centers, Hospitals and water and sanitation networks for Yazidis, Syrian refugees and host communities in Dohuk governorate.

Project Description: Construction of New Cargo Port in Sochi.

- Review and approve (make recommendation for approval by the RE/SRE) of all submitted materials by the contractor.
- Ensure compliance of used materials with the projects specifications;
- Participate in construction quality control.
- Supervise, participate and direct sampling and testing of all materials according to the contract and the specifications.
