Program
• Responsible for the overall Project Management, budget and leadership of the ECHO supported project in Azraq camp, ensuring the project meets objectives on time and on budget.
• In collaboration with the technical managers and M&E officer, oversee the collection and timely reporting of project data and statistics for all programs (including objectives, indicators and outcomes of health programs) according to internal and donor requirements.
• Provide technical support and oversight to all project staff and site managers,
• Work closely with Jordan Senior Management and other staff of program department, to ensure all procedures, codes of conduct and policies are followed and upheld
• Ensure donor compliance in all facets of medical and technical aspect of projects implementation,
• Guide and support curriculum development and training program for staff and local NGO partners,
• Support in the development of proper drugs & medical material consumption follow. Be responsible for avoiding drugs shortage on the field and drugs quality.
• Ensure health and Nutrition programs utilize standardized protocols, policies and guidelines according to the MoH, or in the absence of such national standards, ensure that programs utilize standards endorsed by the WHO.
• Actively participate in development of new project proposals, needs assessments and budgets, to expand the project to reach people in need of support.
Representation
• Attend coordination meetings relevant to the regional program, such as the humanitarian sector working groups, INGO coordination meetings as appropriate.
• Ensure maximum visibility of the agency and donor amongst the NGO/UN community
• Contribute to the creation of a positive image and overall credibility of the organization, notably through the application of the organizations Code of Conduct, medical ethics and respect of medical protocols and deontological medical code, values and stand-point with regard to internal and external actors
• Represent and coordinate donor monitoring visits.
Human Resources Management
• Assist in the selection, recruitment and training of project staff.
• With the Field Coordinator, supervise all direct project staff, orienting them in their work, monitor the outcomes of their work and evaluating them.
Project Implementation
• Ensure the overall project implementation as per donor agreement and CARE guidelines and agreed implementation strategy.
• Ensure that the project is reaching its objectives and strengthening the employability of vulnerable individuals, identifying potential opportunities and placement arrangements to apply these skills.
• Develop, update and follow up a detailed work plan, in line with donor agreement and in agreement with the CARE Jordan Country Office.
• Make sure consultants and staff carry out works in accordance with agreements and methodology.
• Conduct regular field monitoring visits to provide support when needed to ensure quality implementation.
• Ensure budget forecast and follow-up in collaboration with the finance department, according to CARE procedures, to track and manage partners’ and CARE’s spending.
• Ensure procurement orders are timely placed and communicated to the procurement department, according to CARE procedures.
• Lead in the identification of beneficiary in the targeted areas and ensure the high quality of the data collected during the assessments and baseline.
• Enhance referrals pathways and ensure communities knowledge about the project in close collaboration with the Area Manager and the partners.
• Ensure proper documentation, tracking and filing of all project’s activities in line with project objectives, donor requirements, CARE compliance rules and implementation strategy.
• Ensure that gender, protection, environment and other important cross-cutting concerns are taken into account;
• Ensure that activities reflect the needs of specific groups and individuals e.g. elderly, pregnant women, children, and people with disabilities.
• Ensure the confidentiality of beneficiaries’ data as per established guidelines.
Project Team Management
• Line Manage the project team.
• Build capacities of CARE project team and partners.
• Make sure all project team members have clear job descriptions and their job performances are evaluated accordingly.
• Identify learning and training opportunities for CARE project team.
Reporting & Information sharing
• Draft narrative and quantitative reports as per CARE internal requirements and donor requirements.
• Ensure internal communication and information sharing on project with relevant staff (Food Security and Livelihoods Coordinator, Communication, Advocacy and Information management focal point, M&E team etc.).
Plan the program
• Plan the delivery of the overall program and its activities in accordance with the mission and the goals of the organization
• Develop new initiatives to support the strategic direction of the organization
• Develop and implement long-term goals and objectives to achieve the successful outcome of the program
• Develop an annual budget and operating plan to support the program
• Develop a program evaluation framework to assess the strengths of the program and to identify areas for improvement
Organize the program
• Ensure that program activities operate within the policies and procedures of the organization
• Ensure that program activities comply with all relevant legislation and professional standards
• Develop forms and records to document program activities
Staff the program
• In consultation with the Executive Director, recruit, interview and select well-qualified program staff
• Implement the human resources policies, procedures and practices of the organization
• Establish and implement a performance management process for all program staff
• Ensure that all program staff receive an appropriate orientation to the organization and the programs
Lead the program
• Supervise program staff by providing direction, input and feedback
• Liaise with other managers to ensure the effective and efficient program delivery
• Coordinate the delivery of services among different program activities to increase effectiveness and efficiency
Control the program
• Write reports on the program for management and for funders
• Ensure that the program operate within the approved budget
• Monitor and approve all budgeted program expenditures
• Monitor cash flow projections and report actual cash flow and variance to the Executive Director on a regular basis (monthly/bimonthly)
• Ensure that all financial records for the program are up to date
• Develops project objectives by reviewing project proposals and plans; conferring with management.
• Determines project responsibilities by identifying project phases and elements; assigning personnel to phases and elements; reviewing bids from contractors.
• Determines project specifications by studying product design, customer requirements, and performance standards; completing technical studies; preparing cost estimates.
• Confirms product performance by designing and conducting tests.
• Determines project schedule by studying project plan and specifications; calculating time requirements; sequencing project elements.
• Maintains project schedule by monitoring project progress; coordinating activities; resolving problems.
• Controls project plan by reviewing design, specifications, and plan and schedule changes; recommending actions.
• Controls project costs by approving expenditures; administering contractor contracts.
• Prepares project status reports by collecting, analyzing, and summarizing information and trends; recommending actions.
• Maintains safe and clean working environment by enforcing procedures, rules, and regulations.
• Maintains project database by writing computer programs; entering and backing up data.
• Maintains product and company reputation by complying with federal and state regulations.
• Contributes to team effort by accomplishing related results as needed.
• Perform all aspects of site design associated with engineering telecommunications projects
• Work with teams to prepare engineering reports and details on existing and proposed facilities including towers, water tanks, rooftops, billboards and other supporting structures using applicable building and design codes
• Work within a team oriented environment to successfully complete projects within established budgets and deadlines
• Conduct site visits to gather existing conditions data
• Coordinate with in-house professionals and sub consultants to complete all aspects of site design
• Work with numerous project teams to help in project completion
• Track the progress of multiple ongoing projects
• Reviewing system layout and drawings.
• Designing the systems including the new equipment locations.
• Analyze and review the technical specifications
• Ensure the quality services by discussing operation strategies with customers.
