Functional:

• Leading all activities related to conceptualizing and implementation of business development, marketing, PR, and communications strategies for new business opportunities in the fields of Contracting, Quarries, Ready-mix Concrete and Asphalt Plants.

• Assigned as the Official Company Representative for communications with the Depts. of Bidding and Pre- qualification at PIF Companies and Government Authorities, and Licenses and Permits Issuance at Government Bodies.

• Responsible for conducting presentations and introduction sessions about the company, with establishing, developing, maintaining, and upgrading all levels of relationships with Clients, Consultants, PMOs and PMCs associated with the construction business in KSA.

• Establishing relationships with potential International and Local JV Partners, local Subcontractors, Suppliers and Manufacturers to assist Tendering and Projects Departments in achieving the cost estimation and projects requirements.

• Conducting daily research and marketing intelligence for following-up and obtaining complete information and details of the launching, masterplans and chronology of the newly announced projects, in addition to the announcements of new clients’ establishment, to proceed with the company registration and ensure early involvement.

• Identifying Tenders in official Government & Private Sectors tender portals or directly received invitations to tender, and matching tenders with the organization's main activities and capabilities, with daily periodic reporting to top management in relation to opportunities, including updates on published tenders, Pre-qualification, EOI, RFI, ITT, RFP.

• Managing the department activities of vendor registration, preparation and submission of pre-qualification submittals of the company, with strong and long experience in providing high professional and well-organized responses and explanations to clients’ registration and PQQ questions, with excellent experience in using platforms and portals such as SAP Ariba, Oracle, Aconex & Etimad.

• Assisting the Tendering & Procurement Dept. to ensure legal and insurance reviews of EOI, RFI, ITT, RFP documents, from developing non-technical proposal sections, pre-proposal meetings, arranging for Site Visits and Tender Clarifications.

• Tracking progress and tender results of post-tender on the portal and report accordingly to key management.

• Conducting analysis of new laws, regulations, and contract trends to determine potential impact on the project.

• Building and maintaining relationships with key internal and external stakeholders to support various initiatives and events.

Planning & Strategy:

• Assisting in shaping the strategy of the company's branch office in KSA, and ensuring its smooth implementation, aligning efforts across all departments.

• Leading innovation efforts to create better business opportunities and improve assets under management, within the company’s main business lines, Construction, Quarries and Industrial Plants.

• Building and maintaining relationships with technical experts and industry leaders to help contributing to the company's business development strategy.

• Overseeing daily department operations, providing guidance, fostering teamwork, and aligning processes to achieve performance goals and targets.

• Helping develop and manage the company budget, monitoring financial performance to ensure spending stays within set budgets.

• Managing the communication and implementation of department policies and procedures to ensure compliance with relevant regulations and requirements.

• Driving sustainable and profitable growth within the company’s portfolio by identifying, evaluating, and executing initiatives that foster business expansion and boost revenue.

• Providing assistance to Projects Department for Administration issues and Government Permits issuance.

• Providing assistance to Contracts Departments for submission of Invoices thru Etimad Platform and SAP Ariba.

• Conducting analysis of new laws, regulations, and contract trends to determine potential impact on the project.

• Managing documents translation process by reviewing the translation of BOQ done by Translation Agency, incoming correspondences from Client/Consultant and outgoing correspondence, MOM and Administrative Circulars, for accuracy and quality control.

Business Development & Marketing & PR Duties

• Responsible for all Business Development & Marketing activities for new business opportunities.

• Proceeding in participating on the relevant tenders by acquiring the tender documents and distributing it to key management and all relevant departments within the organization, with periodic reports to key management on updates and progress of bid process.

• Assisting the Tendering & Procurement Dept. to ensure legal and insurance reviews of EOI, RFI, ITT, RFP documents, from developing non-technical proposal sections, pre-proposal meetings, arranging for Site Visits and Tender Clarifications.

• Following up with each department within the organization of their tasks for compilation of bid submission.

• Compiling Bid information from Tendering & Procurement, Projects, Operations & Finance Dept. and collating all information neatly, accurately, and timely into a proper bid submission pack for final approval by Key Management.

• Managing preparation and submission of pre-qualification submittals, Technical & Commercial Bids and RFQs/RFPs, hard copy, by email, or thru the designated online portal, with excellent experience in using platforms such as Etimad, SAP Ariba, ECN & Aconex.

• Tracking progress and tender results on the portal and report accordingly to key management.

• Leading all activities related to conceptualizing and implementing marketing PR, communications strategies and presentations.

• Assigned as the Company Representative for communications with Government & Private Bidding / Pre-qualification Departments in KSA (ARAMCO, SABIC, Maaden, Modon, Marafiq, RC for Jubail & Yanbu, SWCC) and Bahrain (Tender Board, EWA Electricity & Water Authority, Ministry of Housing).

Contract Management Duties

• Post-award analyzing for all requirements and provisions in contracts, including Contractor Obligations, Commercial Terms and General & Special Terms and Conditions, to ensure compliance with all laws, regulations, and procedures.

• Ensuring that all Bank Guarantees, Warranties, and Insurances certificates etc. are in place, maintained and updated in accordance with the Contract and are in-compliance with the Client requirements.

• Conducting analysis of new laws, regulations, and contract trends to determine potential impact on the project.

• Ensuring that the requirements of the contract documents are implemented and maintained throughout the Contract period.

• Reviewing of all contractual documents and notices of claims to ensure congruity and to minimize patent and latent ambiguities.

• Ensuring that all contracting activities are carried out in accordance with legislation & Client policies.

• Responsible for preparation of JVs & Consortium Agreements, LOIs, Contracts and Service / Subcontracting Agreements.

• Assisting the Tendering & Procurement Dept. and Project Control teams in respect of contractual implications of variation orders.

• Preparing correspondence to Client/Consultant and maintain records necessary to ensure the effective administration of all Contractual matters.

• Facilitating the contract close-out procedures to ensure that all terms and conditions of contracts have been complied with prior to project handover to Client.

Other Duties

• Content Writing for the Company Website, Company Profile and Social Media accounts.
