Shelter Coordinator في Save The Children

• Organize the daily / weekly / monthly work, in coordination with the Area Manager.
• Coordinate and manage the Shelter Team's work.
• Organize all administrative matters related to the works.
• Ensure that the project cycle is implemented in all steps
• Ensure that the main decisions are taken with the involvement of all relevant actors and are clearly and properly documented and filed.
• Ensure coordination with the shelter stakeholders and represent Save The Children in coordination and work group meetings whenever needed ( Partners, Municipalities)
• Suggest solutions for the problems encountered, discuss them with the Area Manager and participate to the decision making process. Based on the knowledge of the territory and sector, help the senior management develops more effective and efficient responses for the assessed shelter needs.
• Overall assigned activities as it appear of attached work plan, and update and share with the team and the senior management detailed work-plans for the assigned activities.
Project Implementation and Monitoring
• Co-ordinate the team in charge of identifying locations for potential shelter interventions.
• Co-ordinate the assessment of identified locations (cost estimation of the intervention, preliminary agreements with local authorities, landlords, etc.).
• Prepare the documentation for the submission of intervention proposals to donors, using the proper formats, procedures and the Area Manager instructions.
• Prepare the technical annexes for the procurement procedures related to shelter and civil works contracts.
• Supervise shelter and civil works construction sites.
• Prepare, update and file the documentation related to shelter contracts, as per Save The Children or the donor’s templates and procedures.
• Assess the overall impact of the shelter intervention, conduct focus groups before if possible and after implementation and develop and draft the final impact assessment report.
• Participate in project evaluations, identify lessons learnt, provide recommendations and contribute to drafting of project proposals in cooperation with the shelter advisor.
Reporting
• Organize and ensure a proper written (daily, weekly and monthly) reporting from the staff, beneficiaries and other stakeholders and report on problems faced to the Area Manager
• Draft weekly and monthly progress reports - using Save The Children or the donor’s formats - for all shelter activities, (progress, outputs, target achievements, challenges faced and recommendation) to Area Manager.
• Maintain proper lessons learnt record during design and implementation and share new ideas with the Area Manager and the team.
Finance
• Monitor expenditure, budgets and expense tracking activities for the sub projects and ensure the expenses are not exceeding the approved budget.
• Coordinate with the Area Manager for payment of expenses, payment schedule and instalments.
Others
• Participate in crosscutting activities inside Lebanon when requested.
• Be available for any other duties relating to the nature of the job as directed by the Area Manager
• Opened the South office for Save The Children and Warehouse for South Programs.
• Direct Implementation of the Shelter Program with a newly recruited team(6 members) and finished the program on time within the budget.

Responsible for the proper execution and implementation and maintenance of the works.
Effective implementation of contract terms, financial and commercial aspects of the project
Implement Master Schedule/Micro Schedule including, Resource Planning & Tracking logs for various activities, Project and People Management, Final Verification of bills certified by QS Staff, Stake Holder’s Management, Risk Management, Procurement, Value Engineering and Life Cycle Costing
Develop and administer the projects budgets and control the expenditure to ensure the budget profit is achieved
Liaise and coordinate with third party contractors in order to ensure that schedules of shop drawings and programs of work are properly communicated, operating procedures and standards are adhered to and the work of multiple contractors is properly coordinated
Instigate the project planning and review of progress against targets set.
Control the value engineering, design, sub contractor and material selection.
Prepare Monthly Construction report to be submitted to management
Check Construction Planning documents to anticipate any future problems and set up Plan for preventive and contingency measures.
Plan, identify and manage the deployment and utilization of appropriate resources (equipment, people, subcontractors, materials and methods) to execute the works and achieve or exceed programmed requirements.
Supervise the preparation Final Construction report at the time of project close out

 Takes over-all control and supervision over Estimators and Quantity Surveyors responsible for estimates and Quantity take-offs

 Estimates all preliminaries and prepare tender summary sheet for review and approval by management.
 Prepare & maintain the tender schedules Project Award and Monitoring Stage

Project post tender stage:
 Negotiate &finalize Subcontracts
 Review and analyze all cost variation estimates prepared by projects Quantity Surveyors/ Estimators.
 Resolve any conflict with construction design and/or construction scheduling with appropriate department/ personnel.
 Interact with projects team for studying and resolving client and subcontractor claims.
 Prepare projects cost &value reports Certify.
