Managed the overall provision of Human Resource services, policies, and programs for the entire university.
 Reporting direct to Vice rector for administrative and financial affairs, manager for financial affairs.
• Responsibilities included: Recruiting and staffing; performance management and improvement systems; organization development; employment and compliance to regulatory concerns; employee orientation, development, policy development and documentation; employee relations; university employee and community communication; compensation and benefits administration; employee safety, welfare, wellness and health; and employee services and counseling.
• Administered compensation, benefits and performance management systems, safety and recreation programs.
• Advised managers on organizational policy matters such as equal employment opportunity and sexual harassment, and recommend needed changes.
• Allocated human resources, ensuring appropriate matches between personnel.
• Analyzed statistical data and reports to identify and determine causes of personnel problems and develop recommendations for improvement of organization's personnel policies and practices.
• Other responsibilities:, conducting rotation interviews to identify reasons for employee turnover, developing, administering and evaluating applicant tests, identifying staff vacancies.
• Maintained records and compiled statistical reports concerning personnel-related data such as hires, transfers, performance appraisals, and absenteeism rates.
• Negotiated bargaining agreements and helped interpret labor contracts. Facilitated change in organization to help transition all levels.
