• Implementing HSE policy and procedures across the projects in JV In-Amenass.
• Updating and ensuring that all safety procedures are up to date and conforms to JV procedures, Algerian law and International Standards.
• Report all HSE incidents in a timely and accurate manner, and lead the initial on site investigation of all incidents and near misses, to identify and document the sequence of events and immediate causes of the incident using Root Cause Analysis (Comprehensive List of Causes).
• Promoting and encourage safe behaviours to support a positive HSE culture on site, during daily meeting and HSE weekly meeting.
• Develop projects HSE Training plan and ensure that all personnel attend the site HSE induction program and all other specific training modules.
• Oversee subordinate activities, ensure subcontractor compliance with HSE procedures, and maintain efective communication with management, clients, and local HSE authorities.
• Advise project management on the determination of safe methods of working and systems to identify hazards. Advise upon the production of written method statements, risk assessments and HSE rules and on the arrangements to bring these to the attention of the workforce.
• Perform regular inspections / Audits on our own workforce and our subcontractors to identify compliance with the Management System, including recommendations for corrective or preventive action where appropriate.
• Resolve HSE issues at site, recording issues for future learning/trends, and raise major issues for greater awareness and resolution at higher levels if required.
• Promote STOP CARD culture to our contractors workers and recoding them into the SYNERGI reporting system
• Track and analyse Key Performance Indicators for performance improvement opportunities.
• Liaison with Project Management Team (PMT) & Contractors representatives to ensure project specific HSE requirements are identified clearly.
• Assist the Safety Manager / Project Manager in developing, managing and implementing all Safety Procedures and Protocols.
• Plan and assist contractors quarterly master drills and prepare the relevant reports.
• Develop Risk assessment of specific activities in the Gathering system field such as: Flow line excavations, Wells and Manifolds construction, pipes Hydro tests.
• Follow contractors LTMS compliance and violation and propose the appropriate corrective and prevention actions.
• Deliver HSE support to contractors teams in accordance with all applicable HSE policies, procedures, codes of practice, and international standards.
• Provide advice to Company Line Management regarding HSE matters and liaise with the Ops team and contractors, to help manage activities of operations on the aspect of Safety, Risk, Emergency Response, Regulatory, Field Execution, and HSE Performance/Compliance activities.
• Steer and coordinate the formulation, development, and implementation of the annual site HSE plan for JV contractors
• Assist with identifying the lack of and/or improvements to policy and process, assess efectiveness of current policies and processes, recommend, and implement required changes
• Monitor and review HSE performance, identifying areas for improvement and implementing initiatives to enhance safety culture.
• Ensured adherence to HSE rules, procedures, and regulations by our contractors during the COVID-19 pandemic period.
• Oversaw and assisted the Contractors HSE oficers during the COVID-19 pandemic period, ensuring the proper implementation of all relevant HSE procedures across various JV worksites.
• Assisted with risk assessment, audit review, and the monitoring and management of health and safety within the organization.
• Demonstrated commitment to health and safety activities, work ethics, and personal character, setting a positive example for team members.
• Lead and assist investigations on environmental and safety accident / incidents including near misses, injuries, releases, and non-compliance. Ensure that root causes are identified, and the Implementation of corrective actions as well as that the accident investigation process and report are prepared. Also ensure lessons learned are communicated throughout the Company and are incorporated into the program, if necessary.
• Ensure, establish and maintain statistical data concerning all matters of health and safety, training programs with which to provide a basis for development of further health and safety activities, to highlight trends for future action.
• Assist safety advisors and site management in the development and revision of specific site safety programmes such as internal HSE policies and practices, HSE Plans, risk assessment, HSE procedures, audit plan.
• Visit the project sites on a regular basis to ensure interest and awareness of HSE is maintained and that it complies with the relevant HSE Legislation, conduct regular safety toolbox talks and safety training sessions relative to the nature of activities being undertaken.
• Ensure compliance with safety regulations through conducting and leading HSE audits, inspections, and monitoring of Gas Production facility (CPF), work areas, machinery, equipment, and working conditions.
• Review Risk Assessments, Task Safety Analysis. Work Permits, Lifting Plans and otherwise assist the construction section and others as necessary to develop and
maintain safe working procedures for the efective control of site and associated ofice activities.
• Identify, evaluate, recommend actions, and follow up on critical, yet universal safety tasks and control methodologies related to operational safety practices (e.g., work at height, isolation/LOTO, permit to work, confined space entry, excavations, dropped objects).
• Facilitate implementation of the JV Gas Control of work System, as well as its objectives and expectations, including developing associated safety processes, and participating in self-assessments.
• Assists teams in identifying hazards, assessing risks, and identifying relevant controls to manage and reduce these risks to ALARP.
• Carries out or facilitates safety audits and inspections as per the audit plan and provides HSE input to Management for Reviews.
• Ensures incidents, accidents and near miss are recorded & reported, prepares initial incident reports, and carries out immediate investigations.
• Ensures that the companys safety expectations are communicated to the workforce.
• Coaches teams on HSE and conducts HSE engagement sessions with them.
• Ensures that the JV waste management procedure is applied and that all environmental standards are applied during the shutdown activities.
• Provides input to leading and lagging HSE performance measures.
• Provides input to the collection of Lessons Learned for all activities for continuous improvements of all activities planning and risk assessment quality.
• Record and analyse of all input data (Safety observations / Conversations, Incidents, accidents and near miss) for a final report and overall performance review after Turnaround (TAR) is completed.
