Ensures compliance of all vessels in the fleet to client, class, flag and port state requirements as well as other marine requirements. Ensures ship certificates are up to date and obsolete documents/certificates are replaced on-board. Carry out internal ISM/ISPS audits and MLC inspections as per yearly schedule. Organise OVID inspections, class surveys, flag state surveys, port state and client inspections of vessels across the fleet. Ensure compliance with SOLAS and MARPOL requirements on board vessels across the fleet. Lead collation of weekly and monthly marine operations statistics to monitor vessel performance. Serves as link between the vessels and top management of the Company. Maintain Company OVID records i.e OVMSA, OVPQ and OVIQ on the OVID portal. Incident investigation of all incidents involving Company vessels using taproot methodology. Liaises with Client, Class, Flag and Port State Representatives to close out non-conformities raised (if any) during audits of the vessels and the office. Represents the Company in marine related meetings, seminars, audits and inspections. Development and review of marine procedures for safe operation of ships.
Support the vessel and the office in the implementation of the Company Safety Management System. Regular review of the SMS manual, SOPEP manual, Ship Security Plans etc as per requirements
Lead preparation and execution of incident investigation recommendations, safety trainings, inductions, seminars, campaigns, etc as indicated in the HSE Plan or as instructed by the HSE Manager Update HSE statistics on daily basis and prepare report of the HSE statistics weekly Monitoring and assessment of HSE performance of critical contractors Supervise as required, all hazardous shore and vessel related operations including hot work, working in confine space, excavation, diving operations etc at all Bourbon locations in Nigeria in accordance with safe working practice and with regard to the line manager’s authority’s instructions Ensuring compliance with legal and other requirements such as OHSAS 18001, ISO 14001, MARPOL, ISM Code, SOLAS, LSA code, ISPS code, OVID, OVMSA, MLC 2006, client requirements etc onboard vessels and at shore bases. Lead preparation and execution of safety trainings, inductions, seminars, campaigns, etc offshore and onshore Lead collation of weekly and monthly HSE statistics of the company in order to determine the HSE performance of the company. Assist the HSE Manager with regard to planning and executing all requirements of the Safety Management System, including but not limited to arranging emergency drills and exercises, safety meetings and related discussions, coordinating safety activities Prepare vessels such as anchor handling vessels, subsea vessels, supply vessels and crew boats for internal and external audits. Management of contractor’s activities onshore and offshore. Ensure the Company policy and procedure is rigorously maintained with all shore and offshore related job and task planning, with special emphasis on the correct use and application of PPE, safety equipment, risk assessment, JSA, checklists, pre-task “tool box talks” and all other safety precautions relating to job and task performance Lead collation, monitoring and close out of BBS cards, corrective action plan etc and report accordingly to the line manager Work closely with operations and technical to develop and deploy applicable JSA, PTW and checklists. Responsible for ensuring that all necessary vessel documentation is filled out correctly, including JSA, PTW, checklist, incident reports, safety meetings records and all applicable paperwork Liaise with chatterers, subcontractors, class surveyors and agencies of Government regarding HSE issues Carry out frequent vessels safety walkthrough inspections while alongside and offshore Act as (Lead) incident investigator and provide incident investigation report including root cause finding/Taproot analysis in cooperation with applicable Operations and Vessel Managements Coordinate Drug &Alcohol test for personnel working within area of assignment Ensure awareness of company malaria control programme for all embarking and onboard nonimmune crew of affiliate vessels. Consult with my line manager on basis events/situations that may affects the department, other departments, the Bourbon workforce, clients etc
Carrying out hazard identification and risk assessment (HIRA)
* Inspection of RTG cranes, mobile harbour cranes, reach stacker cranes, sea to shore(STS) cranes,
marine vessel cranes and empty handler cranes to ensure safe operation
* Ensuring safe lifting operations at the port and onboard marine vessels
* Providing HSE support for non-routine tasks such as hot/cold, electrical, excavation and confined
space works in the terminal and onboard vessel
* Containing waste oil spill and chemical spill in the yard and onboard marine vessels
* Checking mooring of marine vessels to ensure it is safe for operation
* Assist in the development and delivery of the Company’s HSE functions, implementing policies,
procedures and safe systems of work to provide for a HSE business operation.
* Ensuring close out non-conformities on marine vessels before any cargo operation.
* Represents the HSE department within the port related to HSE in order to ensure a mutual
understanding of the Company’s goals and requirements, and to work in a co-operative partnership
with local resources.
* Investigation of accidents and injuries with other departments (Engineering, Training, Operations
etc) and cooperate in the preparation of material and evidence for organization in hearings,
lawsuits and insurance investigations. Compiles and submits reports required by the HSE
department. Maintains safety files and records.
* Inspects marine vessels/organization facilities to detect existing or potential accident and health
hazards, determine corrective or preventive measures where indicated, and follows up to ensure
measures have been implemented.
* Ensure that APM Terminals HSE policy and procedures are observed as well as relevant safety
legislation and the provisions of the relevant Government of Nigeria HSE Acts.
* Ensures that all incidents, investigation outcomes, corrective actions etc are correctly filled into
corporate SYNERGI.
* Deliver briefings with respect to changes in HSE procedures, plans or new development in HSE
legislations.
* Conducts HSE campaigns/walkthroughs to raise staff and sub-contractors awareness
* Carrying out internal audits and reviews of HSE performance within APM Terminals
Operation & use of LOTO, PTW & risk assessment in hazardous operations such as working at
height, lifting operations, electrical work, hot work etc.
* Administer and monitor the reporting of unsafe situations reported using anomaly form.
* Conduct toolbox talk, safety inductions and safety meetings for contractors working on site.
* Communicate company expectations to the contractors working on site.
* Conducting and sharing knowledge presentations of video, project meetings and training on
various aspects (COSHH, PTW, Risk Assessment, H2S procedures, anomaly form, PPE
application, slip, trip and fall, Food handling & hygiene, fire fighting and prevention etc).
* Creating awareness among contractors with respect to HSE programmes of the company.
* Monitor PPE application by contractors working on site.
* Involvement in emergency evacuation, fire fighting, and man overboard watch, medical first aid.
* Ensuring compliance with HSE audit requirements within the assigned sphere of operations.
Ensuring set targets in processing and packaging of syrup are met
* Ensure the health and safety of workers and visitors to the brewery
* Carry out analysis of beer samples on daily basis to determine the level of maturation.
* Close supervision of brewing, filtration, fermentation and packaging of beer and malt.
* Ensures from processing activities are safely managed.
* Devising ways of ensuring reduction in downtime hours and wastes.
