Responsible for overseeing and managing all assigned project procurement activities of the EPC Construction Contractor (JGC) from inception through project close-out on an 8.5 Billion Dollar Mega Project (USGC II) in Qatar and Orange, Texas.
Oversee the Procurement, Subcontracting, and Logistics activities for the Ethylene Balance of Plant (EBOP) Engineering, Procurement, and Construction Contractor (EPC) JGC.
Work collaboratively with the EPC to ensure Project requirements are met and schedules maintained for equipment from requisitioning through delivery on-site.
Ensure the EPC contractor’s execution plans meet Chevron Phillips Chemical Co. contractual requirements.
Responsible for Ethylene Owner’s Cost items and works with other Purchasing Area Managers in Seoul Korea and the U.S. to coordinate all project requirements.

Ensures that unit/group procurement functions are performed in conformance with the requirements of the client contracts and applicable government procurement processes.

Works with project and unit/group management to identify, prequalify, negotiate and approve sources for providers, sub-consultants, subcontractors, construction services providers, materials and construction equipment.
Oversees the management of request for proposal (RFP) processes and the issuances of invitations for bids.

Ensures contract final terms and conditions meet firm policies and procedures requirements. Performs reviews and audits of contract execution including compliance with policies, procedures, government procurement processes and compliance with terms and conditions.

Manage all aspects of the construction contracting life cycle, including assistance to construction project management personnel for scope definition, developing detailed plans and project submittal requirements, tracking, managing, and communicating project schedule status for Fluor-BWXT Portsmouth LLC. Fluor-BWXT Performs Decontamination & Decommissioning (D & D) and Environmental Remediation (ER) work for the U.S. Department of Energy (DOE) Portsmouth Gaseous Diffusion Plant (PORTS).
Responsible for the effective creation, solicitation, award, administration, and closeout of construction subcontracts in accordance with company practices and contract requirements.
Responsible for overall subcontract administration and compliance, serves as construction subcontracts advisor to the field project staff including areas such as FAR-based subcontract execution and change order accounting/management compliance requirements.
Responsible for assisting the Project Management in establishing and managing an effective FAR-based subcontract change management program.

Supporting Mid-America Conversion Services, LLC (MCS) on the Depleted Uranium Hexafluoride (DUF6) Conversion Facilities Project at the U.S. Department of Energy (DOE) sites near Paducah, Kentucky, and Portsmouth, Ohio. The conversion facilities were designed and constructed to convert DOE's inventory of DUF6 produced by the former Paducah Gaseous Diffusion and Portsmouth Gaseous Diffusion Plants to a more stable uranium oxide form for reuse, storage, and/or transportation and disposition. Ensuring compliance with Federal Acquisition Regulations (FAR), Department of Energy Acquisition Regulations (DEAR), and company regulations.
Oversee All Procurement Activities for the Hawiyah Unayzah Gas Reservoir Storage Project - Hawiyah, KSA (Saudi Aramco)
Lead and manage a team of 4 Procurement Professionals responsible for implementing Procurement Strategies and the execution of those strategies to develop a first of its kind gas storage project for Saudi Aramco, which includes a Design Compression Facility for injecting 1500 MMSCFD of sales gas into the reservoir in the initial phase and a Design Reproduction Facility for reproducing 2000 MMSCFD of gas from the reservoir during peak consumption to produce sales gas quality gas. Provide compliance with Corporate Procurement Policies, project execution directives, systems implementation, staffing requirements, client relationships and the overall performance of Procurement for the project. Also provide funding requirements for the Procurement of Novated long lead items such as Injection and Reproduction Compressor Chains, Propane Refrigeration Package, TEG Dehydration Packages, 230 kV GIS (Gas Insulated Switchgear) and MAC (Main Automation Contractor) to deliver a clearly defined Design Basis Scoping Paper (DBSP) package on time and within budget.
Proven expertise accomplishing the following responsibilities:
• Proficient in the 9COM material number definition and linkage to the material specification requirements which is indispensable in expediting the development of MR/RFQ documents
• Skillful in the preparation, submittal to Saudi ARAMCO for approval and administration of the Bidder List for RFQ cycle management.
• Familiar with the validation and confirmation of vendors “Quality Limitations” and the process of documenting compliance and qualifications and/or non-compliance on Bidder List documents.
• Expert in the review and endorsement of the LSTK Contractor’s Procurement Procedure and related Project Execution Plan.
• Experienced in monitoring, controlling and reporting the LSTK Contractor’s RFQ development process, Procurement Progress execution and reporting and Project Quality Index performance reporting.
• Proficient in the alignment of LSTK Contract requirements for Contractor’s submittal of the PO Source of Material List, with a weighted % breakdown for each material requirement in the MTO, and its alignment with invoice progress payments and deliverable accounting.
• Expert in mediating, negotiating and resolving PO conflicts and disputes with Sr. Vendor Representatives in order to avert delays and ensure a smooth transition in the vendor execution of the LSTK Contractor PO requirements.
• Knowledgeable on the expediting techniques and methods of application on the major Procurement cycle work processes that traditional result in significant project delays, i.e. document review and approval cycle of MR/RFQ, NMRs, and vendor clarification/TQ documents.
Oversee USD $1.7 billion in procurement activities for the Berri Gas Project (Saudi Aramco)
Provides management on all procurement of commodities and all activities associated with the Front-End Engineering and Design (FEED) for a new 530 MBCD (thousand barrels of oil per calendar day) gas oil separation plant at the existing Abu Ali Gas Plant, as well as additional facilities at the Khursaniyah Gas Plant that will process 40 MBD (thousand barrels per day) of hydrocarbon condensate. Also provides pre-EPC construction stage services, Novation of Contracts, issue bid packages for long lead items such as the DCS (Distributed Control System) and MAC (Main Automation Contractor). Supervises Engineering, Procurement and Construction (EPC) Contractors to ensure the fulfilment of Contract and Client requirements. Oversees a staff of buyers, expeditors and procurement engineers.
Oversee USD $300 million in procurement for the Vacuum Improvement Project and contribute to overall strategic planning as a Project Management Consultant.
Provide guidance to senior leadership regarding procurement activities and manage all aspects of contract development and negotiations. Work closely with contractors and vendors to ensure accurate implementation of procurement and contracting elements of the Capital Project Management System (CPMS), forecast inventory requirements, and assess risk.
