EXPRESSWAY PROGRAMME-CONSTRUCTION OF EAST CORRIDOR (P011) Phase-2
Duties and Responsibilities:
Monitoring and Supervision of workforce functioning in all areas to abide with ASHGHAL/KBR/CH2M - HSE Regulations, Safety Standards/procedure and safe working practices.
Monitored the implementation of POWRA (PTW) in Work Control Center (WCC) such as compliance of POWRA system and procedure.
Monitoring the effectiveness of contractor safety implementation at site, including lifesaving and emergency response and ensure accurate and smooth operation in line with company approved procedures and Method Statements.
Ensure that all HSE related documents, files and records are kept and updated, including latest revision of HSE significant documents.
Assist in the formulation, development, and implementation of field HSEMS elements and programs through the organization.
Carry out group safety meeting on weekly and monthly basis to discuss the raised safety issues, substandard practice, substandard conditions, reported near misses for corrective action.
Carry out audits and inspections on weekly/monthly basis for the Construction, Electrical and Mechanical equipment, compressed gas cylinders and perform health & hygiene audit/inspections.
Assist in emergency drills and exercises with the emergency response team, Medic/First Aider and HSE team leader or a dedicated witness.
Conducting internal safety audits and compiling reports and monitor HSE statistics and maintain on database and update on HSE bulletin.
Participate in Project management and Task Risk assessment meetings
Carry out fire fighting and lifesaving equipment inspection on weekly/monthly basis.
Check and review all types of permits are being followed and processed safely and efficiently according to Contractor (CHEC)-PTW system and PTW procedure.
Coordinate and Report unsafe practices and unsafe conditions and ensure immediate rectification.
Ensure the compliance of company Waste Management System on site.
Inspect all mandatory and necessary requirements for confined space entry/activity and ensure compliance are being followed.
Ensure risk assessment and compliance of all SIMOPS operation, Hot Works, Work at heights, Lifting Operations, Mechanical, electrical and Civil activities working in the same location.
Prepare Incident & Accident report in a timely and efficient manner and intervene on work operation/process for any HSE issues for immediate rectification.
Identify and analysed construction hazards and risks and takes necessary steps to mitigate the risks, including stopping unsafe work or unsafe acts & behaviours.
Ensures that all control measures specified on each work permits are followed and maintained by Contractor / Sub-contractor’s workforce.
Conduct HSE awareness campaigns in form of safety presentations and safety talks directing to all staff/personnel’s of Contractor / Sub-contractors.
ADOC - CHANNEL DREDGING AND NEW ARTIFICIAL ISLAND RECLAMATION FOR HAIL OIL FIELD DEVELOPMENT
Reviewing HSE deliverable's/documents & drawings submitted by the Contractor throughout Engineering phase as per EPC Contract scope of work.
Provide comments and ensure that comments, recommendations are incorporated in the revised documents prepared/develop by Contractor.
Carry out safety monitoring, inspection and supervision at work site with systematic and proactive approach.
Ensure company safety induction are implemented by Contractor to all new employees prior deploying to job site.
Monitor and ensure proper PPE are issued and used by the employees and ensure Tool Box Meetings (TBT’s) are conducted daily prior start of work/activities.
Conduct hazard appraisal and review Task Risk Assessments, JSA, Work procedure and Method Statement prior to job execution.
Monitor and ensure update of the Contractor/Subcontractor safety records and documents.
Ensure good housekeeping at site and site office areas are maintained.
Monitor medical facility and ensure the availability of relevant first aid medicines.
Check and inspect works permit system (PTW) and other requirements such as TRA/JSA, Method Statements, HSE Plan/drawing to ensure compliance.
Co-ordinate with Contractors/Subcontractor HSE staffs and key personnel’s in relevant HSE issues.
Monitor and update HSE drills on board, as well update of MEDEVAC and emergency contact details.
Monitor and ensure special trainings and safety awareness meetings being performed by Contractors.
Ensure all SIMOPS operation such as Hot Works, Work at heights, Lifting Operations, Mechanical operations are assessed accordingly.
Provide guidance and support to ongoing construction & commissioning relevant to safety and environmental matters.
Monitor and ensure HSE compliance as per company approved procedures, HSE Plan, HIP, ERP, WMP, EMP and monitor contractor KPI’s.
Carry out regular visits to project site and ensure that HSE Management System are fully implemented in accordance with Company’s HSE standards.
Ensure to reduce a risk to a level that is as low as reasonably practicable (ALARP) and involves balancing reduction in risk against the time, trouble, difficulty and cost of achieving the target.
Carry out inspection and audits on weekly/monthly basis for the Life Saving Equipment, Electrical and Mechanical equipment, compressed gas cylinders and barge accommodation and perform health & hygiene audit/inspections including all supply vessels.
Assist in emergency drills and exercises (Fire, Gas leak, Abandon Ship, First Aid Drill) with the emergency response team, Barge Master and HSE team leader or a dedicated witness.
Check, monitor and inspect H2S, Fire & Gas alarm system and reset daily to ensure it is efficiently working.
# EPC - KGOC GAS & CONDENSATE PIPELINE EXPORT SYSTEM PROJECT KGOC & KHAFJI JOINT OPERATION (KJO), KUWAIT and Al Khafji, KSA
Carry out Safety Monitoring, Inspection and Supervision in Work Site (Onshore Pipeline Installation and Offshore Subsea Pipe laying & FOC Installation) with systematic and proactive approach.
Ensure company safety induction are implemented by Contractor/Subcontractor to all new employees prior deploying to job site and prior boarding to offshore operations.
Ensure approved and proper PPE are issued and used by the employees.

* Directs the implementation of the “Permit To Work” system. Includes reviewing permits issued by
operations personnel, certifying such permits when required, and ensuring that proper measures are
taken prior to commencement of work. Ensures all work areas are safe for required work through
visits to work sites during dangerous or potentially critical work.
* Participates in incident control during major accident or emergencies in the plant. Investigates all
incidents and prepares an independent assessment of cause, results and measures to be taken to
alleviate future occurrences. Prepares regular reports on incidents and statistical summaries of
resulting losses. Monitors automotive activity in the plant and recommends actions to be taken in
case of unsafe driving practice.
* Assists in the investigation of incidents and environmental pollution, and participates in the control of
clean-up operations using available equipment and personnel. Prepares reports together with
comments and observations and participates in the preparation and implementation of action plans to
deal with such incidents.
* Ensures, through recommendations to his supervisor, that adequate stocks of safety and emergency
equipment and protective clothing are available at all times. Controls the issue and use of such
equipment and follows up to replace defective or worn clothing and equipment by recommending
supply as necessary. Coordinates with plant departments to upgrade the quality of safety equipment.
