1. Leading and coaching the HSE team within the facility maintenance department.
2. Ensure that all maintenance activities performed within the oil field executed in accordance with CNOOC Iraq HSE management system and international HSE rules and legislation.
3. Identification, risk assessment and determination of necessary controls of occupational health, safety and environmental aspects/hazards of the Maintenance department activities.
4. Measures and evaluates the effectiveness of the hazard control system, policies, and procedures and recommends changes that reflect improved opportunities to eliminate work place incidents.
5. Prepare, develop, monitor and participate in execution of HSE MS audit program for the company.
6. Schedule and participate in the company HSE training and awareness program, this includes the HSE induction sessions, specific HSE lectures and presentations for different levels of Facility Maintenance Department.
7. Establish, implement and maintain documented HSE objectives and targets at each relevant function and level within the FMD in order to be consistent with CNOOC Iraq HSE policy.
8. Lead the incident/accident investigation, analysis and reporting program. Identify the need for corrective action and opportunities for preventive action and then communicate the results of such investigations to custodians.
9. Near-miss occurrences reporting, reviewing, evaluation, analysis and follow up.
10. Ensure and review preparation of all required HSE statistical reports on weekly, monthly, yearly bases for monitoring the HSE performance of the department employees.
11. Responsible for maintaining and proper keeping of the maintenance department fire protection, rescue devices and first-aid equipment are located in a good condition ready for immediate use.
12. Ensures that Contractors manage HSE in compliance to approved CNOOC Iraq HSE MS.
13. Provide advice in contractor management system qualifications review.
14. Provide advice in all purchasing and contracting actions from the HSE point of view in accordance with Facility Maintenance Department requirements.
15. Site supervision for maintenance activities all over the Missan Oil fields and daily communication with department managers, sections heads and employees so that the concept and relevance of HSE is kept in forefront.
16. Prepare the HSE Plan for shutdowns and other critical jobs. Ensure and follow up that all hazardous jobs are implementing in complete adherence with the company HSE regulations, instructions and procedures and that all the precautions stated by the designated work permits have been implementation before starting the jobs.
17. Promote a positive work environmental protection culture.
