- To design, develop and deliver a range of safety programs covering all aspects of conventional health safety.
-Deliver accredited and in-house Health and Safety Training
- Act as Consultant’s HSE Engineer for the supervisions of a Large-scale Infrastructure Projects of Municipality of Riyadh and Jeddah.
- Ensure that HSE standards are maintained on site at all times.
- Act as the Consultant’s HSE Engineer in HSE systems, standards and procedures to supervise the construction contractors.
- Determine applicable rules and regulations and establish a HSE regulation documents which synthesizes all the applicable norms and constraints.
- Supervise the works being implemented according to the applicable HSE regulations.
- Monitor that the site HSE regulations is handed over to the contractor’s staff and signed by the responsible persons.
- Control that the HSE regulation are kept up to date and enforcing amendments to suit any changes in the size or nature of the company’s activities.
- Control of the conformity of the construction equipment, tools and other accessories with the regulation. Perform regularly tours on the site to check compliance of the safety rules.
- Ensure that all injuries, accidents, incidents / near misses and hazards are correctly and timely reported.
- Organize and attend health and safety meetings; provide written report to the PM / SM.
-Coordinate with main contractors in the implementation HSE Management System, programs and policies.
-Ensure through regular fieldwork that all Main Contractor personnel are fully conversant with the project HSE Management System, its key elements and related HSE instructions.
-Conceptualize material on HSE education, promotion and awareness programs; Manage and maintain the HSE - related records and documentations.
- Coordinate with Site Contractor HSE Officers on all matters concerning safety, health and environmental concerns.
-Ensure that reports on the contractor safety performance of the OHS & E management system are discussed in weekly coordination meeting.
-Ensure written minutes of the meeting are taken.
-Review incident record and ensure all follow up action is completed in a timely manner.
-Assists HSE Manager in the preparation of monthly statistical report.
-Conducts daily and weekly recorded inspection.
-Encourage hazard identification and reporting by all site personnel.
-Ensure contractors compliance on tie - down procedure .
-Participate in design reviews & EHS requirements are incorporated.
-Co-develop & implement a Safety Execution Plan for the project with the Project Manager.
-Record & maintain Project Safety Indicators.
-Conduct Daily Fields Audits and Inspections; pushing for the closure of Action Items or Zero Tolerance cases like violation of Fall Protection Standard.
-Lead Project Safety Meetings & drive closure of all action items.
-Conduct investigation, record, report, analyzed of Incidents Accidents; render reports to the Safety Committee & Concerned Parties.
-Ensure an (Incident/ Injury Free) IIF operation of men, machines & equipments.
-Conduct Job Hazard Analysis (JHA) / Risk Assessment of all operations.
-Develop and enforce the Company’s Safety Program; including editing of its subcontractor\[s\] Safety Program & Project Hazard Analysis.
-Conducts safety trainings & orientations of new contractors and employees.
-Review Job Hazard Analysis (JHA) prepared by the contractors.
-Enforce Permit to Work (PTW) system where applicable.
-Conduct investigation, record, report, analyzed of Incidents Accidents; render reports to the Safety Committee & Concerned Parties.
-Maintain a record of such as part of Key Performance Indicator (KPI) data.
-Orient / conduct the constructions occupational hazard in all new in - coming employees.
-Ensure an (Incident/ Injury Free) IIF operation of men, machines & equipments.
-Conduct Job Hazard Analysis (JHA) / Risk Assessment of all operations.
-Develop and enforce the Company’s Safety Program; including editing of its subcontractor\[s\] Safety Program & Project Hazard Analysis.
