Senior leadership role within the Process & Energy Business Unit, providing strategic oversight and governance of Contractor HSE Management across multi-location operations delivering EPC, EPCM, PMC, term maintenance and turnaround contracts.

QHSE Manager Supports the Top Management in the HSE Policy, guidelines, organization roles and responsibilities definition, for what concerns safety aspects. The management of 3 QHSE Management Systems to ISO Ensures, in accordance the Corporate guidelines, the implementation, updating, review and auditing of the Company HSE System.
Monitors the effective implementation of appropriate Safety & Environment System procedures and provide for their updating in line with changes in Legislation and Company Directives.
Provides for motivation and familiarization of all Company personnel and all Safety equipment provided. Assists the Commercial, Engineering and Operations Department in their dealings with Clients in all issues concerned with Health and Safety at work. Conducts safety audits both internal and external. Lead accident and incident investigation to include carrying out analysis of accident / incident statistics, identifying trends and suggesting improvement plans. Undertake in-house safety training, safety audits on Sub-contractors and liaises between Clients on safety related issues.

Direct Contractor Management Process and provide HSE Contractor Management support to field sites in accordance with all applicable ZADCO HSE policies and procedures, corporate safety codes of practice, UAE statutes and international standards. Advise Company Line Management regarding Contractor Management HSE matters and liaise with contractors to support HSE Planning, Safety, Risk Management, Emergency Response, Environmental and Regulatory, Field Execution and HSE Performance & Compliance activities during all phases of field.

Some of my main roles within the project are: Provide HSE support and assistance to the EPC2 project team and work closely with the EPC2 HSE lead, Construction Manager and contractor to prepare the safe execution of work at 3 Fabrication Yards in Italy. Responsible for identifying HSE related issues that affect the work the work and ensures project complies with relevant Italian HSE codes of practice. Involvement in development of contractors plans to execute construction in SIMOPS environment. Participate in design reviews and transfer knowledge from design phase to construction phase. Ensure UZ750 Health, safety and environment programs and procedures are communicated to and regularly reinforced with site personal. Promote safe working systems and procedures and monitor the proper application of the “permit to work” system, SIMOPS and associated job safety analysis. Work with Contractors to develop HSE Strategy Plans. Working with Heavy Fabrication Facilities companies to change the culture of a multi-national workforce.

Management of 6 Full time HSEQ Advisors. 2 Nuclear Facilities Trawsfynydd and Wylfa. 9 sites/location for all HSEQ matters including writing and implementing audit matrix covering ISO9001, ISO14001 & OHSAS18001, legislation updates and appliance. HSEQ management of 800 employees and all activities associated with fabrication, installation and maintenance overhaul/shutdown. Support team members for the movement of large/heavy cargoes by Self Propelled Modular Transporters (SPMTs). Supervise the loading and unloading of fabricated pipework. Implement & coaching of a behavioural safety. Responsible for the process of attaining ISO’s 9001, 14001 & 18001 with LRQA. Compile and preview Risk Assessment & Method Statement for all trades. Deliver IOSH Managing Safely & CCNSG Safety Passport Training as well as general health & safety training including TBT. Accident & incident investigations. Compiling statistics on a monthly basis for directors and compiling trend analysis. HSEQ Management of subcontractors. Auditing of internal clients and sub-contractors to ensure compliance to policies, procedures and Permit to Work Systems. Understanding and auditing for compliance of Exxon Loss Prevention System (LPS). Provide Job Safety Analysis were LPS stipulates. Experience of EPC projects, Metal Fabrication Workshop, term maintenance on multi-discipline sites including Coal/Gas Power Stations, Petrochemical, Nuclear Decommissioning and Chemical.

A £600 Million venture by The Kier Group; to build 3 gas turbines each providing up to 430 MW. I was employed as a HSEQ Advisor who was integrated into the site HSEQ team. Responsibilities included:

Write a HSEQ Plan for company phase of construction.
Check designs for HSEQ compliance prior to task commencement.
Provide HSEQ support to the operations project team.
Education, auditing & promoting a safety culture.
Monthly training sessions, safety tours, accident investigation.

A term maintenance contract on a chemical site I visited on a weekly basis . The company supplied scaffolders, thermal insulation engineers, civil workers and painters. I was part of a small HSEQ site based team. Responsibilities included:

HSEQ management of all activities that the company undertake on site.
Monthly meetings to address and highlight HSEQ issues.
Ensure all fabrication was completed as per isometric drawings.
Promote One To One behavioural scheme and report findings.
Ensure all incidents are reported in a timely fashion to the principle contractor.
Investigate all incidents, root cause analysis and issue reports and findings to management team.
Advice on control measures to prevent reoccurrence.
Undertake audits covering ISO 9001, ISO 14001 and OHSAS 18001 for compliance.
Regular Site Safety Inspections with all parties.

A £600 Million joint venture between Alstom and RWE to build 4 combined cycle unit each providing up to 400 MW. I was employed as a HSEQ Advisor who was integrated into the site HSEQ team. Responsibilities included:

Arrange weekly/monthly training programmes for HSEQ awareness.
Check designs for HSEQ compliance prior to task commencement.
Write a HSEQ Plan for company phase of construction.
Provide HSEQ support to the operations project team.

2008: Hertel (UK) Ltd -( PROJECT) - Health, Safety, Environment, Quality Advisor Prison Ship Refurbishment

This was a large scale conversion of a ship/vessel that had been used to house prisoners in to an offshore accommodation facility. I was attached to the joint venture HSEQ Team to ensure HSEQ compliance on all matters. Responsibilities included:

HSEQ management for all activities associated with fabrication, installation and maintenance of the refurbishment.
Implementation and communication of health and safety programmes, procedures and policies.
Accident and Incident investigations.
Support team member for the movement of large/heavy cargoes by Self Propelled Modular Transporters (SPMTs).
Chair/Attend regular sub-contractor meetings to ensure procedures were being followed and address any non-conformances.

- South Hook LNG Project - Regional Health, Safety, Environment, Quality Advisor.

This was a 13 Billion Dollar joint venture project between Exxon Mobile and Qatar Gas to build 5 large storage tanks to store and supply LNG to the National Gas Transmission System. I was site based for a number of months then attended the site 2 days a week were I was employed as a Regional HSEQ Advisor who was integrated in to the clients’ organisation. Responsibilities included:

Provide HSEQ Plan for company phase of construction.
Provide HSEQ support to the operations project team.
Check designs for HSEQ compliance prior to task commencement.
Education, auditing & promoting a safety culture.
Monthly training sessions, safety tours, accident investigation.

This was a £200 Million joint venture between Whessoe Oil & Gas Ltd and Volker Stevin Construction to build 2 large storage tanks to store and supply LNG to the National Gas Transmission System. . I was site based for a number of months then attended the site 2 days a week were I was employed as a Regional HSEQ Advisor who was integrated in to the clients’ organisation. Responsibilities included:

Provide HSEQ Plan for company phase off construction.
HSEQ Advice on thermal insulation, scaffolding, fireproofing and fabrication of steel work.
HSEQ management of sub-contractors.
Company Induction for new starters.
