• Developing and implementing safety initiatives to continually improve,

Role and Responsibilities
* Establish and maintain legal compliance with HSE legislation QCS 2014.
* Establish documents and implement HSE management systems and prepare HSE Reports.
* Advise Senior Management regarding implementation of the HSE programs and plans.
* Perform the duties of the Management Representative in accordance with the requirements of OHSAS 18001.

* Ensure project level HSE programs and plans are prepared and submitted as required
* Advice project teams regarding implementation of the project HSE programs and plans, Review and approve RAMS in accordance the project requirements.
* Ensure a system for investigation, reporting and cost estimation of injury, property damage and fire loss.
* Ensure all recorded/reported incidents are investigated, analyzed with action plans defined and lessons learnt captured.
* Lead major incident/accident investigations.
* Review business safety risk and suggest the control measures accordingly.
* Ensure that project safety risks and control measures are adequately defined, reviewed and implemented; providing advice as appropriate, * Ensure a Crisis Management Plan and emergency response plans are defined at Company level as appropriate.
* Ensure related project have developed the necessary emergency response plans.
* Ensure that an HSE Audit Program is defined and implemented
* Manages the performance of all team members.
* Performs other duties as required.
Conducts training needs analysis for employees and contractors related to HSE Policy and Procedures.
Develop, Plan and Schedule the HSE orientation, awareness and other essential trainings.
Identify and implement appropriate strategies and training programs related to HSE.
Coordinating with the construction team with respect to safety training requirements & schedule.
Facilitate the development and execution of HSE campaigns on different HSE topic.
Analysing employee’s HSE awareness level and preparing knowledge retention program and report.
Prepare and regular updates of HSE training matrix delivered and prepare weekly reports.
Preparation and Issuance of HSE Training passport, H2S cards and relevant handouts.
Participation in Monthly HSE Meeting and giving updates to all concerned parties.
Daily Coordination with admin for any new employee’s mobilization to schedule HSE orientation.
Circulation of weekly and monthly plan training plan to all the manager and leads.
Conduction HSE training to key staff including Managers, Engineers and Contractor.
Organizing & conduct safety essential and specialized HSE training based on requirements.
Reviewing and monitor the Contractor safety training reports & development.
Coordinate all the HSE Training related issues, review and recommendation with Client/PMC.
Key Training Module Conducted
Hazards Identification and Reporting, QAPCO PTW system, Work at Height, Manual Handling, HAZMAT, HAZCOM, Confined Space, Respiratory protection, Fire prevention, LMRA, HPS BBS, SDS & Industrial Hygiene, EMS Etc. Closely monitoring all the life critical activities at site like Confined Space, Working at Height Environmental Awareness, & Lifting activities etc.
HSE Plan & Procedure Implementation at Projects / Sites
• Assisting HSE manager by ensuring compliance, managing HSE deliverables and conducting daily inspection to verify safe work practices are in place.
• Implementing & ensuring the site HSE procedure & standards and providing specialist advice and assistance.
• Ensuring the work being carried out is in line with approved JSA/RA and Method Statement as per PTW.
• Assisting in setting KPIs for the continual improvement process. Communicating and aligning of strategies in place.
Documentation & Report:
• Contributes towards updating HSE Plan, CoP, Standards, Specifications and Philosophies.
• Assist in generating JSA/RA based on as per MS. Coordinate with QG host until approval.
• Preparing the daily, weekly monthly HSE reports as per IMS / Client statistics, KPI etc.
HSE Management System:
• Leading HSE Team. Supervising each area on the daily basis. Resolving issues and put on risk reduction measure.
• Gathering feedback on any major concern from each area. Reporting HSE Manager for deviation to be fixed.
• Monitoring subcontractor performance and report management about deviations.
• Monitor and guidance in effective STARRT/STA & LMRA discussion delivered by supervisor prior to start of task.
• Ensure 100% PTW compliance at site before commencement of task and shifts.
• Maintaining strong connection & coordination with SIMOPs groups, Area Operator and PMT team.
• Lead initiatives to promote proactive management commitment & employee engagement in HSE activities.
• Supporting the implementation of HSE objectives and performance measures.
• Promoting a risk-based approach to HSE management utilizing policies, & processes.
• Lead Walkthrough team in Health & Safety Section. Train personnel on PSSR and safety walkthrough.
• Monitor implementation of HSE Legal requirements, regulatory bodies, national laws and regulations, and State of Qatar-ratified international conventions and protocols within Project activities
• Conduct of Safety Audits on monthly client and internal requirement.
• Assist in reviewing of commissioning plan and procedures for all areas, comment on all Unit Specific Commissioning Manuals that will be used at site, make suggestions to ensure a safe and incident free start up.
• Attend regular daily planning meetings. Follow up on actions and driving of schedule deliverables.
• Ensuring that all commissioning activities are completed in accordance with the Project HSSE Management Plans.
• Routine & periodic checking of emergency equipment, ensuring equipment in good condition.
• Responsible for operation, Inspection & approval of new equipment & materials.
• Plan, conduct & manage the mock drill in Plant, Laydown and office area as per the Emergency Response Procedure.
• Review drill reports including Lesson Learned and follow up on recommendations.
Accident Reporting & Investigation Review:
• Performing the accident / incident investigation, review, analysis causes, analyze trends, predicting probabilities and advice to the clients.
• Ensuring that the recommendations and corrective actions are being implemented.
HSE Training & Awareness:
• Developing & conducting the HSE orientation & essential training, HSE campaigns and awareness as per need.
• Preparing, scheduling, and conducting the safety events like Safety day, TBT, IIF meet etc.
• Analyzing workforce, foreman and supervisor’s HSE awareness and preparing knowledge retention questionnaire/report.
Environment:
• Implement and monitor EMS for the company, including EIA, establishing objective, targets, assessment of performance, audits, review in line with ISO 14000 guidelines.
• Managed all aspects of HSE’s day to day activities and monitored performance on projects.
