KOC Feed Pipelines for New Refinery Project (NRP) - Kuwait - Engineering & Procurement Phase of the Project.

Contract Overview: Lump-sum contract for Engineering, Procurement, Construction and Commissioning Services.

Job Responsibilities:
Level-III Schedule development loaded with Resource and Cost for Engineering, Procurement, Construction and Commissioning Phase
Development of Progress Measurement System Procedure, Project Physical Progress Measurement Procedure
Monthly Progress Reporting with Schedules updates and analysis, Progress Tables and Curves update for each phase of the project, 90 Days Look Ahead, Critical Path analysis (TF less than 30 days), Critical Longest Path by Project Portion update
Development of Construction Major Quantities Curves by Portion and Discipline.
Development of Site Construction Manpower Histogram based on the planned activities for Construction, Pre-Commissioning and Commissioning
Sub-Contractors Schedule analysis and integration in the Overall Schedule
Provide support for Purchase Orders preparations of Sub-Contractors.

Level-III Schedule development loaded with Resource; Planning Package for each project in portfolio
Setup for progress measurement system in InControl for each project under the portfolio (InControl is in house Project Management system). Setup includes adding WBS Structure / Deliverables / Tasks list along with deliverables planning data, allocation of resource groups / budget of all CTRs for proper cost monitoring and control.
Schedules updates and analysis. Identify the projects for potential slippage or Change Requests to the Project Engineers for re-baselining purpose
Re-baselining the schedules based on approved Change Requests
Update Progress Curves and Manpower Histograms based on Approved Change Orders
Collation of data for Weekly Consolidated report including approved budgets, manhours, cost, progress, Estimates at completion, Milestones and forecast closing of each project under the contract.
Preparation of Look Ahead Engineering Work Load based on current projects and upcoming future projects for management to arrange resources.
Tracking the project from initiation stage till service order is received. RFQ Log is updated and tracked; Prepare RFQ Summary for whole portfolio for management review and follow up.
Preparation and update of Milestones Tracking List. Tool used by disciplines and Project Engineers to be track the expected delivery of Key Deliverables and Workpacks.

Preparation of planning package (project control procedure, WBS, manpower histogram, Engineering Deliverables Register, Primavera schedule, control registers, S-Curve, etc.)
Preparation of recovery schedule and recovery planning package
InControl setup (WorleyParsons project management system) adding WBS structure / activities (CTR) / scope / task / resource/ category group allocation / budget for proper cost control and monitoring, updating project budget forecasts
Extract GBS reports and prepare timesheets and project cost reports
Preparation of invoices
Develop control budget from the estimate
Preparation of delay analysis, identify areas of concern, propose corrective measures and communicate the same to Project Team
Preparation of Estimated Cost At Completion (EAC), Estimate To Complete (ETC) reports
Progress monitoring and preparation of weekly and monthly progress reports
Preparation of Project Change Requests/Variation Claims, Extension of Time claims
Updation of project master schedule based on the actual project status (achieved progress)
Resources forecast preparation and determine the project cost at completion
EPC schedule preparation and update
Provide assistance in proposals preparation
Attending progress meetings

Determine the project scope of work and input into the development of the project execution plan. Review supplier manpower/equipment histogram and provide support for allocation to fit the project schedule.
Responsible of developing the main project control systems, reviewing and approving the project management plan submitted including schedules, budgets, risk management plans, procurement management plans and interface management.
Responsible of developing the main analysis and reporting system for the monitoring and controlling process and responsible of developing and monitoring the project main KPIs (Key performance indicators), and integrate the project report with the permanent consolidated report of the entire program submitted to the client including the required corrective action if needed.
Reviewing and approving all the submitted time schedules and developing the integrated schedules updating system enabling schedules data extracting and presenting in monthly and weekly fixed reports showing all the projects status with different grouping and sorting systems according to the client requirements.
Integrating the data collecting and importing procedures by developing a well-established data flow process with clear responsibility assignments.
Developing the training plans for the development project designed for the client engineers including the training needs, the development of training schedule, the development of training materials and delivering primavera P6 and advanced project management practicing sessions for the selected personal.
Developing the Risk management plans for the project remaining schedule, including the recommendations of the potential responses required for major risks.
Personal responsibility of developing Toledo`s invoice to the client, including the data collection and invoice system structure.
Preparation of remedial programs & detailed programs for critical activities / areas in co-ordination with other contractors /sub- contractors.
Preparation of the program reports which reflects the actual program on site & the main part of the monthly payment.
Preparation of extension of time program (delays caused by additional works to the contract).
Project monitoring & control with Risk management.
Reviewing program efficiency, Analyzing efficiencies & preparation of Future Plan.
Estimating the weighted percentages & preparation S-Curves.
Preparation of performance reports.
Giving Presentation to the management for the monthly progress of site comparing Planned vs Actual.
Preparing Monthly claim report.
Preparation of Project Budget & Calculation of detailed man-hours.
Preparation of project Cash flow
Preparation of man power Calculation & utilization schedule
Provide technical planning support for Site Project manager in planning related matters.
Preparing project look ahead report to maintain sufficient material, manpower & Funds.
Directs and supervises the activities of the assigned personnel in the Section. Performing supervisory functions at the level established by Management.
Plan routine daily maintenance tasks in the plant for electrical, instrument, mechanical and civil works. Ensure that work orders received are logged by Planners/Data entry clerks on the basis of time, date and requirement. Follow up on the job preparation detailing man-hour estimates, spare parts requirements and workshop/other section support services. Liaises with Operations personnel, if required, to establish work priorities.
Follow up with Inspection personnel to obtain necessary repair work list and procedures to help in job preparation.
Review and participate in the preparation of routine, preventive and predictive maintenance schedules for daily, weekly, monthly and yearly work requirements of equipment based on manufactures recommend practices. Includes reviewing job content and frequency with concerned Engineers and Planners and finalizing it with Section head.
Follow

Provide planning and scheduling service to the Refinery Upgrade Projects, in accordance with Contractual execution Procedures and Milestones.
Develop, monitor and review equipment and manpower deployment plans for construction projects
Develop a system of project progress monitoring to identify schedule compliance and for potential claims analysis
Perform monthly/weekly/daily project progress reporting activities
Attend project progress meetings with project team to discuss and follow-up the matters related to project planning and control
Assist in the analysis of claims utilizing schedule information and capabilities of the scheduling system to provide accurate picture of project activities and events
Monitoring information and feed-back necessary for the progress development of the Master Implementation Programme.
Planning, Scheduling, Organizing and Coordinating Engineering Activities, Preparing Work Break-Down Structure (WBS), Work Plan Procedure, Scheduling/Planning using Primavera, S-Curve for Job tracking.
Periodic updating of the Master Implementation Programme, works programme and all other related programmes.

Preparation of short term detailed schedule based on baseline schedule
Confirm the Supplies/Contractors are in compliance with Purchase orders terms, requirements, supplements and revisions as they relate to product or service provided;
Confirm supplier’s compliance to agreed material plan (raw material purchasing requirements). Insure plan is consistent with Irem purchasing instructions for applicable material.
Verify suppliers raw materials, material test reports, other applicable documents and storage protection to PO requirements;
Fill the gap and be conduit between planning manufacturing and purchasing to facilitate immediate implementation of corrective actions
Interface with Engineering, Procurement and Construction Group personnel to ensure that early work in support of project is executed in accordance with established planning requirements
Monitors and reports to management on the progress of all project activities, including significant milestones and any conditions which would affect project cost or schedule.
Preparation of baseline program for the projects as per requirement/specs. Including cost loaded program as well as resource histograms & critical indicators for the projects
Program updates in conjunction with schedules (Materials delivery status schedule/drawing status schedule), and work on place at site & labor histogram updates, which form a part of the weekly & monthly report.
Coordinating in Development of Base Line Project Plan. Planning, Monitoring, Scheduling, Analyzing & Reporting.
Reviewing & Approving Sub-Contractor Invoices. Planning and Handling Project Budget & Resources.
Reviewing Shop drawings Prepared by the Subcontractors.
Ensuring work Execution in Accordance with Approved Methods Statement, Contract Document and Specification.
Ensuring Materials Delivered is as Approved and Properly Stored. Ensuring Site Safety Procedures are being followed.

Develop, monitor and review schedules and plans for construction projects activities
Drew up plans and layouts to determine logistics resources using planning software.
Preparation of Material take-off for procurement.
Preparation of Daily, weekly /monthly reports.
Provide technical support to Projects and tender stage:
Planning such as temporary site facilities layout, earth control measures, construction sequence, authorities’ submissions, proposal of construction method and material, etc.
Checking of drawings discrepancy and liaise with Consultants in resolving them, preparation and submission of proposals for approval.
Preparation of shop drawings / construction drawings and details for site construction
Preparation of technical proposals and submission during tender stage. Attend technical coordination meetings when required.
Assist in conducting regular Quality Checks and to perform Internal Quality Control Audit.
Prepare overall planning and programming works on on-going project
Coordinate with client's programmer to ensure smooth operation & planning
Submit weekly and monthly progress updates and reports
