• Evaluate tender documentation from Clients & EPC Contractors within Middle East and Africa including review of the Scope of Work, Technical Specifications & Commercial Terms & Price Schedule, conduct Bid/No Bid review and implement the bid strategy with Sales Team to create a bid deliverables in response to request for proposal (RFPs)
• Manages bid engineers and virtual bid team in reaching the bid strategy throughout the preparation of required proposal to submit a winning bid within timescales using the lowest cost and most technically compliant solutions
• Overall technical authority and ensures the bid response solution development, overall technical design philosophy, bid deliverables, commercial considerations, and risk management
• Warrants technical compliance of bids and communicates requirements to all departments providing proposal inputs from Finance, Commercial and Projects Delivery
• Organize bid packages for internal bid reviews with Bid team, Sales Team and Management Team
• Establish & update the bid schedule, bid resource planning, risk profiling, progress reports and quote database throughout the bidding process
• Responsible for detailed engineering activities and deliverables, ensure that allocated projects are compliant with specifications, scope of work and project schedule, perform project reporting and design integrity reviews to ensure that all key issues are identified and mitigated
• Execute detailed engineering design & prepare all project deliverables within project schedule such as design specifications, site survey reports, bill of materials (BOM), coverage studies & calculations, method statements, test plans & procedures, block diagrams, general arrangement & wiring drawings
• Conduct FAT/IFAT/SAT/ISAT to obtain Client acceptance
• Conduct intermodulation study, traffic analysis, link budget calculation and RF propagation & coverage prediction
• Supervision of junior engineers during design review and validation
• Execution of site installation, testing, commissioning, operation and maintenance activities
• Assist project management during procurement and material shipment
• Participates in project proposals and technical bid evaluations
• Liaise with different disciplines, sub-contractors, vendors, consultants and client
• Supervision and execution of pre-commissioning, testing, commissioning (SAT/ISAT), integration and start-up activities on site as per plan and within the project schedule
• Manage a team of supervisors and technicians to carry out commissioning activities
• Ensure that all system equipment are installed, operational and tested in accordance with the quality inspection & test plan and acceptance procedures and in compliance with the contractual obligations and system technical specifications
• Preparation of as-built documents and drawings necessary for final documentation dossier handover
• Ensure a daily follow-up of the progress of testing and commissioning activities against planning and prepare any necessary corrective actions for clearance of punch lists or related issues
• Carry out corrective maintenance and troubleshooting to close out technical problems issued by Helpdesk
• Regular coordination with other disciplines (civil, electrical, mechanical), sub-contractors, vendors and clients
• Manage assigned projects and responsible in the entire project execution lifecycle including site surveys, technical proposals, detailed engineering design, procurement, site installation, configuration, integration, testing & commissioning (FAT/IFAT/SAT/ISAT), operation and maintenance of telecom systems
• Preparation of engineering deliverables and ensure that the design meets project requirements
• Execute installation and commissioning activities on site within schedule and obtain Client acceptance
• Perform preventive and corrective maintenance of telecom equipment for Clients as per service contract
• Perform diagnostic repairs on board level, hardware replacement and software updates of faulty telecom equipment
• Liaise with vendors and clients for project planning, implementation and various technical issues
• Carry out engineering design and comprehensive testing as per plan and within project schedule
• Provide engineering support for manufacturing
• Carry out engineering design, hardware & firmware development, software & hardware integration and testing of access control systems and personnel identification terminals
