Post Description: Establish a Safety/Health and environmental management program (SHEM) which assures a safe and healthful work environment for all department of state (DOS) FSNs, and personnel incident to an activity off or on the premises under the control of the department and the agencies; and set forth policy for issuance, implementation, and administration of an effective and comprehensive program as prescribed by

•Health and safety inspectors are responsible for monitoring and improving the health and safety of employees and the general publics within public and private organization’s Responsibilities of the job include:
•investigating accidents, complaints and cases of ill-health
•serving legal notices
•writing reports
•recording infringements of the law
•providing advice and recommendations
•gathering and preparing legal evidence
•The job can require working in polluted, noisy, filthy or dangerous conditions.
•Order suspension of activities that pose threats to workers' health and safety
•Recommend measures to help protect workers from potentially hazardous work methods, processes, or materials.
•Investigate accidents to identify causes and to determine how such accidents might be prevented in the future.
•Investigate the adequacy of ventilation, exhaust equipment, lighting, and other conditions that could affect employee health, comfort, or performance.
•Develop and maintain hygiene programs such as noise surveys, continuous atmosphere monitoring, ventilation surveys, and asbestos management plans.
•Inspect and evaluate workplace environments, equipment, and practices, in order to ensure compliance with safety standards and government regulations.
•Collaborate with engineers and physicians to institute control and remedial measures for hazardous and potentially hazardous conditions or equipment.
•Conduct safety training and education programs, and demonstrate the use of safety equipment.
•Provide new-employee health and safety orientations, and develop materials for these presentations.
•Collect samples of dust, gases, vapors, and other potentially toxic materials for analysis.
•Investigate health-related complaints, and inspect facilities to ensure that they comply with public health legislation and regulations.
•Coordinate "right-to-know" programs regarding hazardous chemicals and other substances.
•Maintain and update emergency response plans and procedures.
•Develop and maintain medical monitoring programs for employees.
•Inspect specified areas to ensure the presence of fire prevention equipment, safety equipment, and first-aid supplies.
•Conduct audits at hazardous waste sites or industrial sites, and participate in hazardous waste site investigations.
•Collect samples of hazardous materials, or arrange for sample collection.
•Maintain inventories of hazardous materials and hazardous wastes, using waste tracking systems to ensure that materials are handled properly.
•Prepare hazardous, radioactive, and mixed waste samples for transportation and storage by treating, compacting, packaging, and labeling them.

•Analyzing/interpreting economic/business data and regulatory changes.
•Analyzing development that impact on the opportunities for company’s trade and investment.
•Drafting background and action memos for the director's participation in Econ/Business events,
•Reporting on significant development/changes in the economic/commercial environment, including environmental, Science, technology and health issues.
•Identify major project investment or sales opportunities.
•Translation of documents/news items.
•Scheduling appointments.
•Also prepares market studies in assigned sectors, including statistics and forecasting trends in trade and investment, production and markets, assuring accuracy, Completeness and reliability in the final report. Sources of information include official government and private sector contacts and reports, industry and trade association contacts and report, trade directories and web sites. When formal statistical information does not exist. Incumbent uses contacts in industry and government and own good judgment and analytical ability to estimate data.
