1-Support Estimation Department in Prequalification & Tenders in the Bidding Phase:
Review of Contractual HSE Specifications and identify cost impacting items;
Prepare specific HSE Organizations Charts; HSE Manning Schedules and allocate Suitable HSE candidates.
Develop Answers of HSE Questionnaires & provide HSE submittals of PQs & Tenders (e.g. HSE Plans, Specific HSE Procedures, Risk Assessment Registers, HSE Write Up, Safety Statistics Records, Training & Awareness Programs, Training Matrix, Incident Reporting Matrix, Medical Facilitates Configurations & Specifications, Org Charts and List of All Pertinent Deliverables).
Prepare HSE Presentations, Attend Meeting, Discuss HSE Executions Strategies and Setup HSE Plans & Schemes.
Coordinate between different disciplines and transfer HSE history of bidding phase to HSE Management after project award.
2-Project Support from Corporate Level:
Review of clients HSE Requirements, Main Contractor HSE specifications, conduct gap analysis and identify bridging documents.
Identify project specific list of HSE deliverables; schedule submission and customize HSE plans & procedures.
Provide all supporting HSE documentations (HSE forms; training modules, training and reporting matrices, risk assessment registers Key performance indicators...etc.)
Assist in allocating & recruiting suitable HSE candidates, Conduct Interviews and Assess HSE admission examination of HSE Graduates, Supervisors & Officers levels.
Review & Analyze project weekly HSE statistics reports; red flag projects with poor compliance and provide the necessary guidance and directions.
Follow up on Audit & Investigation actions plans & rectification process, ensure proper close outs of audit & investigations finding by assessing the remedial evidences and provide relevant guidance and directions.
Generate HSE Alerts of (Accidents, Incidents, dangerous occurrences, near misses…etc.) and circulate the lessons learned among all of company projects and operations.
Conduct HSE trend Analysis and highlight weak performance areas; communicate results to investigation team and assist in setting recommendations & follow up.
Evaluate the Overall project HSE Implementation and issue Key Performance Indicators scores.
Provide various HSE support, competent advice, guidance and efficient presence as deemed necessary.
3-Project Support on Site level:
Assist management to kick-off Project mobilization and early works activities by providing the required documentations and procedure to attain necessary permits and authorizations
Provide necessary coverage as an HSE in-charge and deliver HSE induction & orientation for new managers to ensure their full understanding of duties and responsibilities assigned to them.
Deputize for project HSE Managers on various basis and ensure the implementation of HSE procedures in all activities & applications.
Provide training, guidance, directions and lead project HSE team to ensure full understanding, productivity and responsibilities.
Conduct and facilitate hazard effect management process (HEMP) workshops
Provide HSE Inductions & orientation to various levels and tiers within the project.
Carry out daily inspection, weekly surveys and walkthroughs.
Carry out and assist in various audits (Project internal; Corporate; Clients and certificate providers -BVQI Audits).
Assist Preparing HSE Audit/Investigation reports and developing action plans (Identify non conformities, negative findings, commended practices; immediate and underlying causes and accordingly recommend effective control measures)
Facilitate Weekly Safety Meeting and provide weekly HSE findings presentations.
Track the close out of the project findings and ensure the effective prompt action are taken place in the indicated timetable.
4-Other HSE Duties in the department:
Deputize to the HSE Manager of Coordination unit for all work aspects and clear the work of the team
Review of Designs & Bills of Quantity.
Support Basic Design Production, Finalizing and Preparation of Tenders.
Assist In Site Supervision Activities, (Quality Control, Material And Works Testing, Timely Implementation and Site Safety).
Ensure the Integrity of the Safety Standards and Maintain the Implementation of the Safety Rules & Plan.
Provide Safety Toolbox Talk and Job Safety Instructions for all workers within the projects.
Work closely with construction management area and field engineers in all stages of projects cycles.
Support the project contractor’s engineers on technical, reporting, logistics issues and review of daily reports.
