Develops, review, recommends, and implements policy on health safety and environment throughout the site.
Define HSE objectives and targets for the year.
Develop HSE training matrix and conduct training for the workforce as per the matrix and training needs.
Conduct HSE management review yearly.
Review and authorize the commissioning authorization of the plant and ensure all blocking points are closed prior to commissioning.
Ensure there is no breach in legislation and ensure compliance with QCS, ISO14001:2004, ISO9001:2008.
Define LOTO authorized personnel and coordinate all LOTO activities during the commissioning of the plant.
Conduct global risk assessment and draw hazard map as per the diverse hazards on site.
Conduct accident investigation and root cause analysis on incidents.
Conduct safety induction for new workers.
Write procedures for all work procedures and emergency situation on site.
Conduct site inspections site audits. And also conduct inspection on equipments and locations on site.
Management of site security and ensure gate pass and material pass procedures are fully implemented.
Conduct drills and exercise on site.
Prepare weekly HSE matrix and monthly report.
Conduct safety committee meetings with managers and supervisors.
Organize HSE campaign programs and ensure the implementation on site.
Authorize work permits, review method statements and ensure compliance is adhered to.
Coordinates with project manager, site engineers, and construction managers to discuss safety requirements, recommendations and precaution to ensure that there is no breach in legislation.
Maintain relationship with clients and sub-contractors and advice on safety matters.
