Scope of Work included, but was not limited to, the following tasks:
•Assistance in the development of subsidiaries' strategic plan, HR Plan, training plan, staffing plan, and performance evaluation system.
•Participation in the qualification and capacity building of potential senior and mid-level managers, as well as potential young professionals through three applied training programs preceded by testing and selection;

•Assistance in the design, development and implementation of TOT program (a 4-stages process to create effective trainers in three specialties) and supervised cascaded sessions implementation.
•Responsibility for capacity building of HR and training counterparts at the subsidiaries. as well as the operationalization of the two three established training centers.

•Working with the Ministry of Water Resources as well as all other parties to implement the penalties prescribed by law to confront the encroachments on the river Nile (Law 12/1984);
•Emphasize the right of the engineers and inspectors of irrigation to enter the land and facilities adjacent to the bridges and canals to ensure that the violation of the structures organized in this regard (Law 12/1984);
•Train and build the capacities of irrigation inspectors and engineers to enforce the legal quality standards (Law 12/1984);
•Cooperation with the Ministry of Water Resources and Irrigation in activating the role of the Fines Fund to achieve cost recovery for the efficient operation of water system(law 48/1982)
•Description of the political and managerial relationships between the Utilities and the central and regional level governments.

Scope of Work included, but was not limited to, the following tasks:
This post is created to ensure that TVET related capacity building assessments and implementation are conducted for different Technical and Vocational Education and Training institutions by contracts under component 1 (Improving the Governance of TVET in Egypt). He/she will be in charge of supervising capacity building programs related to TVET Governance including human, organizational, systems, and network development.
The Capacity Building Expert will carry out (but will not be restricted to) the following duties:
•Direct coordination between different contractors implementing contracts under component 1 and technical education authorities as well as different vocational training authorities.
•Identify selected organizations and partners to receive capacity building training, in collaboration with contractors, by assessing institutional strengths in the areas of human, organizational, systems, and network development.
•Complete TVET institutional capacity diagnostics with collaboration of contractors, that may feed into technical assistance plans for grants and project activity funding.
•Identify potential TVET organizations to provide training and technical assistance to strengthen the capacities of project grantees in program management, public administration, internal controls, procurement, and financial management.
•Assisting the TVET leading authorities in developing their management capacities for the effective implementation of TVET sector reforms within their respective organizations and for maintaining improved leadership in TVET institutions.
•Negotiate, oversee and supervise agreements to provide TVET institutional strengthening and development training program.
•Monitor progress and assess impact of training and technical assistance programs and deliver training to selected organizations and partners;
•Supervise capacity building programs related to TVET Governance aiming at maintaining active participation of all stakeholders at national, regional levels in the TVET policy formulation and TVET management.
