Conduct a review of existing maintenance and improvement practices, work standards, intervention criteria
and specifications for road maintenance and improvement in Rwanda;
* Lead and manage the technical work related to performance monitoring and evaluation of different road
development projects;
* Ensure designing and implementing M&E tools and mechanisms for road transport sector;
* Assess the data requirement for road maintenance and development management system in Rwanda;
* Develop alternative road maintenance and improvement standards and intervention criteria for paved and
unpaved roads;
* Prepare schedule of rates for different types of road maintenance and improvement works by conducting
appropriate rate analysis;
* Develop maintenance and development strategies for both paved and unpaved road networks;
* Develop an integrated Road Asset Management System by combining maintenance and development
management of roads and bridges in Rwanda.

* Advise the Ministry in making the road maintenance policies and road maintenance programs.
Key Achievements :
* Prepared technical requirements jointly with Development Partners and other public Institutions for an
integrated Road Asset Management System (RAMS);
* Designed and implemented appropriate M&E tools for monitoring and inspection of roads and bridges
projects;
* Supervised the preparation of the Feeder Roads Development Policy, reviewed and processed it for Cabinet
approval;
* Regularly monitored the implementation of transport projects across the whole country;
* Timely advised the Minister of Transport on sighted problems across the sector and on strategies enabling
the unit costs reduction on construction, maintenance and the use of transport infrastructures;.
Carry out a desktop study, develop the specifications for site investigation and review results of site
investigations;
* Idealization of the structure into load bearing frames and elements for analysis and design;
* Estimation of loads as per the relevant codes of practice
* Analysis to determine the maximum moments, thrusts and shears for design for the different types of
construction materials,
* Design of sections and reinforcement arrangements for slabs, beams, columns, stairs and walls using the
results from the analysis;
* Prepare general arrangement drawings for final design, building regulation and control, tender and
construction purposes;
* Attend internal and external meetings as part of the design team, following up action points and contributing
to agenda items where appropriate;
* Prepare detailed drawings of individual structural elements and connection details;
* Prepare bar bending schedules for reinforced concrete details,;
* Prepare contract documents and drawings for building regulation and control, , tender and construction
purposes;
* Liaise with material and equipment suppliers;
* Attend site meetings with the Project Structural Engineer
* Carry out site inspections under the supervision of the Project Structural Engineer
* Prepare necessary reports for contractual submittal reviews;
* Responding to Contractors queries.

Key Responsibilities:
* Oversee all plant operations; coordinate and monitor daily work load throughout the plant; monitor plant
cleanliness;
* Preparing Mix Designs and manuals for Batching Plants;
* Supervising overall concrete construction activities;
* Supervision of the maintenance activities for all batching facilities;
* Ensure that all products meet 100% total quality requirements; take samples and test as necessary; ensure all
equipment is working properly; complete all required reports timely and accurately; inform proper personnel
of any quality problems that need resolving;
* Ensure all vehicles (truck mixers and others) and equipments continually remain in safe and efficient
operating condition; monitor all preventative and regular maintenance on vehicles and equipment;
* Coordination of daily plant activities such as scheduling truck drivers and ordering plant materials;
* Maintain adequate levels of all supplies and products;
* Maintain accurate and current reports as required;
* Ensure that all company safety regulations and policies are followed at ALL times;
* Ensure that all company environmental regulations and policies are followed.
Key Achievements :
* Successfully managed the company’s main concrete batching plant for a period of 1 year;
* Prepared, produced and delivered to site different concrete mix designs as per the projects technical
specifications;
* Supervised concrete related construction activities across all the major projects construction sites;
* Monitoring and supervising all company’s projects for quality assurance and control as per the technical
specifications and requirements;
* Managed the team of workers at the company’s main concrete Batching plant station;
* Ensured the company’s health and safety regulations and policies.
Key Responsibilities:
* Undertake a variety of civil engineering related functions in conjunction with the company training program,
including surveying, setout, CAD design, asset data collection, assisting Structural/Civil Engineers in the
design of different low to medium level structures and other projects;
* Supervision and control of the overall execution and performance of Site works;
* Assist the Site Clerk of Work in preparing and submitting timely, relevant and well prepared reports as
requested by the Project Manager;
* Identifying and reporting problems in and around the workplace to ensure they are promptly addressed;
* Cooperating with the Contractor’s site team to ensure that safety, quality and environmental protection
requirements are met at ALL times;
* Attending all the site progress meetings;
* Undertaking other relevant duties as directed by direct Supervisor.
