• In case of public tender, tenders shall be submitted within at least 30 days.
• Before declaring tenders, each authority shall prepare books for conditions and items tests; these books shall be printed and distributed.
• A committee for opening envelops shall constituted by a decision of head of central department to include commercial member, technical member, financial member and legal member. this committee is specialized in opening prices stated in envelops then transfer its works results to decision committee.
• Department of purchases assorts each item to register in relevant register; within 2 days the purchases manager shall send samples to the technical laboratory and accordingly it will be determined whether the subject is to be submitted to the decision committee or not.
• Decision committee shall submit the subject to chairman or the competent authority to agree upon decision committee recommendations, decision committee shall consist of purchases manager, technical agent, financial department representative and legal department representative, accordingly, after agreement on the least prices, offers; their efficiency; quality and conditions good for the establishment, they shall be submitted to the chairman to agree upon.
Purchases department shall perform the following: 1. Local purchase order (LPO)
2. Issue the check from accounting department.
