GENERAL ROLES AND RESPONSIBILITIES (PMC)
• Compliance with ADNOC HSE policy, standards, and procedures at project sites and accommodations.
• Actively Participation in HSE Safety Walk down, raising Safety observations and corrective actions in ADNOC SAP system.
• Oversee construction activities of the EPC Contractors to ensure a safe workplace and work practices, as well as implementation of Work Management System (WMS) and ADNOC HSE Group Policy and Standards.
• Coordinate and join Formal Risk Assessment to identify activity-related hazards and recommend control measures required for the work to be executed at ALARP risk.
• In line with HSE technical experts, participate in HSE related studies; such as HSE Impact Assessment, HAZOP, HAZID, Root Cause Analysis, Risk Assessment, etc.
• Plan, facilitate, participate, execute all the planned / unplanned emergency and Business continuity exercises in line with the ADP Business Continuity Plan and ensure the effective closure of actions.
• Reviewing contractors HSE deliverables at all EPC Phases (such as HSE Plan, Waste Management Plan, ERP & HSE Procedures, HSE Studies, Critical lifting plan, FRA, MS).
• Ensuring Pre-mobilization and Pre-execution audits are conducted for new contracts as per the Management of Contractor HSE procedure.
• Conducting and Participating in the investigation and analysis of accidents / incidents, and root cause analysis.
• Conducting Competency Assessment for contractor personnel such as HSE Engineer/officer, AA / PI / PA (Contractors for Green Fields) and JPs (Green & Brown Fields).
• Conducting camp and welfare audits as per the HSE Assurance program. Ensuring the actions from the camp and welfare audits/ inspections are effectively closed out.
• Reviewing RAG reports for ADP and Contractors drivers, conducting coaching sessions and implementing JCAC consequence management where applicable.
Projects: (Client - ADNOC ONSHORE)
1. EPC For BAB Facility Upgrade Project (BFUP), P-145 (Habshan)
2. Construction of Flow line and Well Head Tie-In, Package C, Buhasa (P-116).
Roles & Responsibilities:
• Developing Corporate HSEMS and formation of Corporate HSE Policies, Preparation Base document for Hazard Identification Risk Management (HIRA), HSE Plans, ERP, Job Safety Analysis (JSA) Waste Management plan, Training need analysis and training matrix, Operational control and legal registers, welfare management, Tender Presentation, Trainings, Government Audits, Third Party Surveillance and re certification Audits.
• Participate in development, updating, and approval of the company's Safety Management standards & site procedures, including HSE Plan, SWPs, Formats and Approval from Client.
• Facilitate site management in deriving and analysing leading & lagging safety matrices on safety performance and actively participated in deriving the action plans for the improvement.
• Assisting Project Head & Other Dept. on HSE issues; and advising Engineers / Supervisors in HSE issues and providing Training in regards to HSE.
• Planning, formulating and controlling of HSE system (Inspection, audit, HSE Meeting etc., ); and Setting safety targets, planned to enhance safety performance.
• Implementation of project/construction HSE systems and overall HSE procedures of the company.
• Identify the project specific HSE need of statutory bodies, formulate & implement of plan for compliance.
• Selection of contractors through pre-qualification assessments and participation in kick off meetings.
• Monitoring of contractor's activities through scheduling monthly audits and inspections and conducting with the Project Consultants and Contractors management.
• Preparation & implementation of risk assessments, monitoring & controlling the work permit system.
• Carrying out incident / accident investigations, suggesting recommendations actions, follow for close out, and ensuring compliance.
• Carrying out HSE Awareness and motivational programs.
• Reviewing contractor's documents (HSE Plan, JSA, Work procedures) and reports ensuring in line with the company standards.
• Conducting HSE performance evaluation for various contractors' accordance to HSE Targets.
• Conducting the company's management meetings, and the site committee meeting including preparation of agenda and minutes. Assisting in external audits, follow up for compliance of identified deficiencies.
• Attending to all 3rd parties HSE audits; and participating in audit with client and consultant
• Generating non conformity reports of unsafe act/condition of contractors through Action Tracking System.
• Facilitating the company’s safety observation program (SOP) during site visit
Project: Roads and infrastructure works, Innovation Hub, Dubai Client: TECOM, Dubai
General Responsibilities-
• Verify compliance with the Ghantoot Business Management System by conducting inspections of the worksite and reporting all Non-Conformities identified.
• Execute QHSSE responsibilities as defined in the Business Management System manuals & procedures.
• Continually analyse the work environment to ensure a safe workplace and be designated as the health and safety representative on the crew. Consult with crewmembers on:
- new risks or risk with new methods or equipment that may affect health and safety at work at any location
- knowledge and experience requirements regarding competency for conducting tasks
- applicable health, safety & environmental laws / regulations
- corrective or preventive actions to mitigate or eliminate risks associated with work activities
- requirements for health and safety training
- accident and investigation reports, emergency & rescue plans
- occupational health issues
- standards, client contractual requirements, codes of practice and agreements with local community groups on the project
• Verify Environmental compliance through inspections of waste management and atmospheric emissions monitoring programs.
• Lead and coordinate tests of emergency response & rescue plans & provide input during drill evaluations.
• To verify compliance audits, inspections, monitoring effort & reviews on the responsibilities defined in the Business Management System.
• Monitor & post crew (including subcontractor) performance against QHSE objectives.
• Play a key role in on board incident reporting & investigations
• Ensure sufficient and timely supply of on board QHSE resources and spares (PPE, safety equipment, etc.)
• Provide QHSSE reports to clients and headquarters as required
• Assist with the facilitation of Climate Surveys on the crew as directed
Risk Management-
• Be responsible for the on-going review and monitoring of risks identified within the Location Hazard Assessment, Aspects & Impacts & Project Risk registers, ensuring they have suitable and appropriate controls & mitigations in place.
• Aid & coach the crew on the development of Task Risk Assessments and other risk management tools where required
• Participate in Toolbox Talks & Last-Minute Risk Assessments (LMRA) providing input for related hazard controls where required.
• Conduct spot checks on permitted work activities to verify requirements are met for these activities.
• Assess & monitor ergonomics, HAVS & permissible occupational health exposure limits in the work environment.
• Verify that preventative maintenance is conducted in accordance with defined schedules
• Verify competency of personnel and ensure Short Service Employees are inducted, trained, mentored and tracked.
• Maintain on-board QHSSE noticeboards. Poster campaigns, safety / PPE signage on the crew.

Job Description:
• Act as the point of contact for all QHSE related matters.
• Liaising with customer’s auditors and ensuring the execution of correction, corrective and preventive actions and compliance with customer specifications.
• Verifying the implementation and operation of the QHSE systems, by planning and conducting Internal QHSE Audits.
• Monitor and Audit performance of suppliers and subcontracted services and ensuring performance is monitored against contracted KPI’s.
• Verifying the MAB’s QHSE policy, is fully understood, implemented, operated and maintained. • Ensure that subordinates comply with MAB’s policy, procedures and energy management system requirements.
• Review, update and control and the distribution of the company Quality & Health Safety, Emergency preparedness and Crisis Management, Fire & Safety Management and Energy Management Manuals, procedures and related forms in use.
• Liaise with the clients QHSE and management representatives, to ensure that all potential and actual QHSE issues are fully resolved.
• Ensure that MAB services meet both external and internal requirements, including legal compliance and customer expectations.
• Defining QHSE procedures in conjunction with operation staff.
• Drafting / updating standards operating procedures as and when required as per company standards and Client requirements for final approvals and to implement it in area of concerns.

Job Description:
• Worked in areas of DDA & Dubai South, DWC Authorities. Making compliance with International, Local Authorities standards and closeout of inspections reports.
• Preparation, development and implementation of project HSE Management, HSE Policy & specific HSE Procedure Plan, SOPs, risk assessments for project to ensure compliance with clients, local and international standard
• Providing the support in implementation of risk assessment, inspecting and auditing at the assigned area of operation in order to identify HSE risk, unsafe acts and conditions to prevent any non-compliances that may lead significant losses or penalties from local authority.
• Organizing HSE Meetings among staff, monthly HSE meeting with client and top management and preparing agenda for minute of meeting and also providing the guidance.
• To carry out plant safety inspections in order to observe the physical conditions of work practices and procedure followed by workers and advice employees on measures to be adopted for removing the unsafe physical condition, preventing unsafe actions and use of safety devices.
• Weekly and monthly static report based on working hours without LTI, first aid injuries, Near miss reports, material damage reports, corrective action reports, safety induction record and Safety tool box talks etc.
