As Manager of Budgeting & Resource Allocation, I am responsible for managing the end-to-end budget process for the four hospitals and corporate areas within EMHS.
Developing, maintaining, and enhancing specific business rules and business tools associated with budget methodologies and principles.
Steering committees, forums and meetings on budget planning and processes, and liaising with other groups in relation to Activity Based Funding requirementsParticipating and managing EMHS budget roll-over process.
Managing month-end budgeting process and reconciliation to Department of Health’s (DoH) funding plan.
Managing and monitoring internal budget transfer arrangements and associated budget transfer systems
Analysing Service Agreements and monthly funding plans for funding changes
Contributing to business development projects including allocation models and business planning templates associated with budgeting and resource allocation and financial management of EMHS.
Providing advice and support to key internal and external stakeholders on business planning and resource allocation aimed at providing improved understanding of existing and future cost trends, drivers, and structures across the EMHS system.
Validating costings from hospitals for external funding request.
Monitoring financial trends, opportunities and issues and formulating options and recommendations using financial management and budgeting methodologies to support EMHS business planning and business case development aimed at improving system-wide costing, resource allocation and budget performance policies and practices for the short, medium, and long term.
Providing business management support to the Executive Director (ED) - Finance & Infrastructure and Facilities Management & Infrastructure (FM&I) management team.
Preparing, analysing, and reporting division’s monthly financial performance against key indicators to management, highlighting key variances and recommending actions for timely and corrective decision making.
Conducting in-depth analysis of employment costs including FTE movements, key Other Goods & Services (OG&S) such as repairs & maintenance, energy & water and identifying trends and issues impacting budget, exploring efficiencies to manage within allocated resources.
Monitoring monthly accounting transactions for inaccuracies, processing correction journals and month-end accruals.
Utilising projection models and financial analysis tools for cash management.
Providing financial information on capital projects to Infrastructure Team and liaising with Senior Project Managers for project status updates.
Coordinating and finalising monthly Board Report, EMHS Major Capital Reports, Asset Investment Program (AIP), Cash Requirement Profile (CRP) and other submissions EMHS internal stakeholders delivering progress on capital infrastructure projects.
Coordinating and finalising monthly and quarterly submissions to Department of Health (DoH) and Treasury such as the Asset Investment Program (AIP) monthly report, Cash Requirement Profile (CRP) and Stimulus Package Program.
Collaborating with the Infrastructure Project team to finalise financial year AIP and Budgeted Expense Capital (BEC) budget and recashflow submissions.
Assisting with financial close-out of capital projects including capitalization of assets.
Participating in the development, implementation and evaluation of the operational plan and strategic initiatives and programs.
Managing Human Resource (HR) function for FM&I including reviewing establishments and workforce, managing contract renewals and staff movements, payroll related queries and staff access to EMHS systems.
Developing and formulating financial processes, undertaking business improvement initiatives such as dashboard reporting and ensuring staff are trained on appropriate business processes.
Assisting Corporate Finance with Financial Year End reporting
Ensuring adherence to EMHS vision and values
Developing and improving simple and complex financial models for Finance Office users.
Preparation and reconciliation of financial reports for senior management.
Providing support for budgeting & forecasting cycles for schools & department.
Preparation and processing of month end reports and balance sheet reconciliations.
Regular follow up with departments with updates on budgets vs actuals.
Building and maintaining Activity Based Costing model to provide financial data by segments and identify areas of growth and improvement.
Providing financial modelling support to business case feasibility submissions, including discounted cash flow analysis, net present value, and internal rate of return calculations.
Conducting cost-benefit analysis to identify cost savings for departments and viability of new courses.
Utilising data visualisation tools such as Tableau to enhance understanding of information presented.
Assisting Commercialisation team in valuation of in-house intellectual property for commercial exploit.
Providing Microsoft Excel and technical accounting treatments training to staff and undertaking other ad-hoc projects.
The Pricing team manages the regulatory service and usage charge revenue and operating subsidy worth over $2 billion accounting for 90% of Water Corporation’s revenue.
•Developing and maintaining financial models to streamline processes such as the integrated Pricing Budget Model and the Interjurisdictional data model.
•Analysing relationships, patterns, and trends to assist Budgeting team with their revenue forecasts.
•Assisting the Pricing Manager with tariff reform by researching, collecting, and analysing data from water utilities across Australia and evaluating feasibility of options for Water Corporation’s pricing.
•Conduct customer impact analysis for Pricing tariff reform.
•Preparation of inputs for Government’s Pricing Submission such as the Steps & Classes, Mining Reform and Miscellaneous Fees & Charges.
•Assisting with the preparation of revenue and operating subsidy budgets and forecasts.
•Undertake business as usual activities such as National Performance Reporting and Pricing Schemes Costing Dataset and Customer Revenue Impact Analysis.
•Costing water schemes and reviewing current tariff structure for resource optimization.
•Reviewing and sense-checking data prepared by Pricing Team for Department of Treasury.
•Assisting Pricing Team with Parliamentary Questions and Priority One enquiries.
•Extracting relevant information from various data sources and maintaining datasets.
•Preparing memos, presentations and visualizations for
2012: Nominated for Starlight Best Employee for Q3 and Q4 due to instrumental contributions towards department success and overall financial management.
