Under the supervision of the Deputy Area Coordinator the Security Officer is responsible for overall management of Security of ACTED Programs, staff and properties. He also bear responsible to liaise with local authorities in and off camp to ensure ACTED programs and operation is running smoothly.
Security reporting/analysis:
1. Conduct risk assessments, analysis and support CD to draft the CSP Jordan (Country Security Plan - Jordan)
2. Follow up of SIR (Security Incident Report) with Security Officers at area level;
3. Compile Security Monthly report (MSR) and analysis and share with DCD operation for validation;
4. Write regular security management reports with situational analysis and recommendations;
Staff/Program and Premises Safety/Security. Including but not limited to:
5. Take appropriate security/safety measurements to limit and mitigate the security/safety risk and damages of ACTED premises;
6. Conduct security risk assessment according to the MOSS.
7. Conduct Security assessment of ACTED new premises before ACTED goes with lease contract signatures;
8. Secures ACTED premises and personnel and ensure monitoring surveillance equipment; inspecting office compound, equipment, and access points and entry gates;
Transport/movement Safety and Security.
9. Ensure all vehicles equipped with updated fire extinguishers, first aid kits and ACTED emergency numbers, if not, inform Dispatch and HR Dept. to update;
10. Monitor with Dispatch team support the car movement and speed limit of the vehicles in ACTED Jordan with the new GPS tracking system;
11. Coordinate staff movement in the field - with coordination of Security focal point at Southern Syria;
Communication/Reporting.
12. Ensure staff are always updated on security situation in the country - by e-mail, SMS or other existed communication system.
13. Communicate and cooperate with relevant external security actors.
14. Coordinate with Local security organization at Amman, attend the Security meeting.
15. Review and consolidate monthly security report from basis (Amman base, Mafraq, Zaatari and Azraq base).
16. Review prepared monthly report by government liaison officer and translated to Arabic version and circulated to North Jordan Governorate.
Capacity building.
17. Identify with support of HR department Security and Safety training for staff (both National and international).
18. Ensure all staff are aware of ACTED Country Security Plan, Country Security context and ACTED security Operation procedures (SOPs).
19. Train and support staff in the basic security at the field.
Liaison with local authority.
1. Liaise between coordination level and Local authority.
2. Organize meeting with local authorities and coordination, prepare and circulate Minute’s Meeting.
3. Collect and share security information with relevant UN/INGO and local authority.
4. Liaise with relevant security actors on security issue.
5. Act as translator between coordination and local authority.
