Under the supervision of the Deputy Area Coordinator (line manager) and the Regional Security Manager (department manager), the Security Officer is responsible for overall management of Security of ACTED programs, staff and property.
FUNCTIONS
I. Security and Contingency Planning:
• Assist area coordination in the draft of security plans, risk analysis and other security documentation. Make recommendations and suggestions and ensure the revision of these security plans and policies as needed;
• Actively participate in program kick off meetings and weekly area meetings to ensure ACTED programs and program areas are well understood and that security procedures are adapted and developed as related to programs;
• Conduct security assessments and provide security clearance for program areas, as per standard operating procedures which are to be developed.
II. Staff, Program and Premises Safety and Security:
• Develops Security Standard Operating Procedures (SOPs) applicable to his base of operations and participates in the development of the Security Plans to preserve the safety and security of all ACTED personnel, assets and operations;
• Take appropriate security/safety measurements to limit and mitigate the security/safety risk and damages of ACTED premises in Mafraq base;
• Ensure ACTED office and guesthouse are well equipped with working fire extinguishers, first aid kits and updated emergency contact list;
• Ensure all vehicles equipped with updated fire extinguishers, first aid kits, and ACTED emergency number, if not, immediately report to DAC to proceed with logistic team;
• In collaboration with logistics, ensure there is a safe area for fleet parking, both during the day and overnight;
• Ensure staff are always updated on the security situation within the areas of intervention;
• Prepare security materials including short presentations, inductions, etc.;
• Prepare and conduct a security induction / briefing for all national and international staff;
• Contribute to Security Risk Assessments within the mission area;
III. Security assessments:
• Conduct security assessment of all ACTED areas of intervention (distribution points, ITS, CBO’s, etc) according to security assessment form in a timely manner, as agreed with area coordination and programs;
• Assist DAC to analyze the relevance and when appropriate provide further security measurements for specific areas, this may include coordination with police and gendarmerie to provide security back up in case of any request;
IV. Communication and reporting:
• Communication is the main pillar of security; ensure always to maintain a solid communication with staff, security organization and other stakeholders within the Office and in areas of interventions (mostly Mafraq and Irbid Governorates) and value any information, even based on rumors and pass to direct supervisor (DAC);
• Daily review and communication with multiple sources to understand and present the most up to date information to area and country coordination. Media sources (English and Arabic), INGO’s, Government and related sources, personal contact, tribes etc.;
• Attends monthly security group meetings - internal and external;
• Coordinate with local security organizations (police and gendarmerie), as requested by area or country coordination;
• Prepare Security Incident Reports (SIR) after any security incident and circulate this to the DAC, AC and CSM;
• Update and circulate monthly the Security Incident Report database;
• Update on a daily basis the context database, circulating weekly (DAC) and monthly (DAC, AC, CSM);
• Update the Security tree on a monthly basis or as larger HR changes are made;
• Contribute to the testing of the security tree on direction of the Security Manager or Area Coordination.
V. Liaison activities:
• Liaise with local authorities, police, arrange meetings and accompany international staff, (AC, DAC) to participate in meetings with local authorities, as requested.

Ensure Borders Safety all the time from Smuggling and
Infiltration, Receiving approximately 45 thousands Syrian
Refugees and provide them with: Food, Shelter, Water, First
Aid, Transportation, Evacuation and Safety. Coordinating with the security military units operating on the borders and the other security apparatuses concerning the security of the
borders and the crossing point. Coordinating with the police
units operating on the borders concerning the Refugees issue
Conduct and supervise all the matters that concern the battalion and the soldiers Control the Farmers and the Shepherds within the Borders. Ensuring Soldiers Safety all the time

A/TSL. Preparing the Duty Roster and Inform all the Officers about their duties, Arrange CTO and the Documents for this
issue and sending it the Sector HQ, Arrange all the Documents and Materials that needed for the LDP ( Money, Vehicles, Beds, Water, Communications, Foods, Security Clearance, Approval from both conflict parties, Liaison between SAF and
SPLA, Coordinate the Schedule for Patrols and get approval from both sides, Investigate any incidents, Security
assessments. A/TSL; Briefing the Team about the Security
Situation, Morning Brief, Reading reports after each Patrol and make any correction, Writing reports for Officers who is
