Ensure that the project is executed in full compliance with the laws of Nigeria, project HSE procedures, Environmental Management procedure, Client Requirement and other legal regulation which SCNL subscribed to.
Provide assurance that Health, Safety and Environmental risk associated with the WORK is continuous identified assessed control and reduced to a level AS Low As Reasonably Practicable and appropriate recovery measures are in place.
Ensure contracting and subcontracting strategies and practices reflects and includes plans of identifying, eliminating, reducing or managing risk. Ensure and maintain the technical competence of all company staff and those of our subcontractors to provide primary assurance that all WORK risks are understood and completely managed.
Ensure that the project comply with Federal Ministry of Environmental Act, EGASPIN, Environmental Impact Assessment Procedural Guidelines, Guidelines and Standards for Pollution Control In Nigeria, Factories Act and ensure that recommendations from Environmental Impact assessment and Baseline Report are followed to the letter.
Perform the WORK in a manner that will meet ISO 14001 and OHSAS 18001 and will pass external independent audits in line with these standards.
Liaise with Government Representative and Client in areas of HSE concerns
Ensure that compliance monitoring of the air, water, soil and noise are conducted in line with EGASPIN requirement.
Minimize impact on the environment and co-ordinate any remediation activities as a recovery measure when there is failure in our environmental barriers
Ensure that resources are used efficiently Engage in Subcontractor audit as well as Company internal audit.
Engage in the pre-mobilization of all ancillary equipment before use.
Manage all HSE Resources in line with project HSE requirement and client requirement.
Engage in the writing of project HSE procedure and ensure their implementation on site.
Review construction activities on a day-to-day basis and to act as environmental focal point for the construction works and to develop an emergency response plan in the event of any environmental incident. Manage the preparation of environmental monitoring reports required by the Client and/or governmental permits and requirements. Determine the adequacy of environmental mitigation measures. Implement procedures prescribed by environmental management specifications and construction environmental control procedures. Monitor Implementation of Environmental Mitigation Measures and Environmental Protection Methods for the Project. Administer environmental compliance tracking system Manage environmental compliance/inspection programme. Coordinate Pest Control/Fumigation Activities, Environmental Compliance Monitoring and General Waste management. Supervise the premobilization of Equipment from Base to Site. Engaged in the writing of Environmental procedures and implementation of environmental regulations. Organize and Coordinate Project HEMP Workshop for the project Represent the company at regular Client HSE meetings and implement all registered HSE concern. Carry out all HSE Accounting as it affects, Energy generation, fuel consumption, water consumption quantity of Sewage generate and Hazardous and Non - Hazardous waste.
Screen Sub Contractor on the Award of HSE related Contracts.
Partakes in Management of HSE Audit and Inspection.
Partakes in HSE Tours and Sampling Activities.
Coordinate Pipe loading and unloading activities from Onne Port and onward trucking to pipe stacking Site.
Keep update of leading Indicator Performance and Monitor the trend of Proactive Indicators.
Engage in Accident/ Incident Investigation.
Coordinate Site Toolbox Meeting, Monthly HSE Meeting.
Coordinate Site HSE activities and report to Line Management
