The joint venture has been established based on a partnership between the private sector and the Ministry of Housing in Saudi Arabia. The target is to “secure a house for every Saudi Citizen”.
The scope of work is to develop, design, build, marketing and sales more than 10, 000 units around the Kingdom.
The share of the JV is 1, 480 units in Al Madina, Al Dammam, and Jeddah with a total contract of 885, 000, 000 SR.
- Responsible for coordinating all commercial and procurement aspects during complete project life cycle.
- Implement and manage the continuous improvement and development of appropriate and robust commercial and procurement processes.
- Develop clear strategies to resolve any commercial procurement disputes.
- Ensure that the commercial and procurement team members are provided with clear direction and effective management controls.
- Preparing & managing the contracts & agreements.
- Preparing the tenders documents and invitations.
- Preparing, monitoring and controlling the process of furnishing the Bill of Quantities to be complied with the tender’s packages.
- Keeping an eye on Value Engineering when exists during the project life cycle and to be complied with allocated cost.
- Preparing and managing the necessary manuals & procedures.
- Manage the supply chain contractors/ partners and provide detailed analysis and reports.
- Overview and planning project schedules and procurement strategy.
- Interpret the requirements of the project management to ensure accurate requirement of product.
- Sourcing product information and images from vendor website data sheets or other vendor literature.
- Managing the Pre-Post contracts process.
- To prioritize work according to schedules.
- Understand the market to stay informed about new technologies and marketing opportunities.
- Any other responsibilities as delegated by the management.
- Studying thoroughly the contractual requirements of CAR (Contractor all Risk Insurance), Bend Bonds, advance payments guarantees, maintenance bonds/ grantees against the contract.
- Implement and manage the continuous improvement and development of appropriate robust commercial processes necessary for acquisition of goods or services at the best possible total cost of ownership.
- Cooperating with the technical & legal departments concerning VO’s, claims, and arbitrations if exists.
- Approval the final payments certificates and releasing the retentions after Time of Completion .
- Maintaining the proper stock considering the level of service and the lead time.
- Approval of subcontractors to be included on the JV’s Approval Sub-contractor’s lists
- Preparation / finalization of sub-contract agreements.
- Approval or rectification of subcontract variation orders.
- Approval of payment certificates for sub-contracts.
- Managing the suppliers’ relationship in terms of General Agreements, strategic alliances and resolving any commercial disputes.
- Review and approval on Techno-Commercial comparisons between different quotations.
- Further bargaining with suppliers before closing mega deals as necessary and required for the benefit of the organization.
- Approval of Bid Summaries.
- Managing the cycle of the submittals with all involved parties.
- Controlling and monitoring the budget and cost center of each activity.
- Preparing the necessary reports for the top management.
- Training the staff.
