➢ Manage all the operations of the Procurement and Contracting (P&C) unit which procures
and contracts a variety of commodities, services and maintenance and construction services,
these portfolios contain varied purchase orders and complex contracts characterized by high
funding levels of about around $20 million per year. And ensure all purchases comply with
Department of States regulations, FAR and DOSAR regulations.
➢ Coordinate with the contractor on all technical matters that may arise in the administration of
the contracts. Give procedural clarification as to the meaning of the specifications including
inspection, testing and acceptance procedures. Monitor and inspect the contractor’s progress
and performance to assure compliance with the contract terms and conditions. Verify
satisfactory delivery of contract items and approve invoices for payment. If progress
payments are approved under this contract, verify efficient and satisfactory performance of
work by the contractor and authorize progress payments.
➢ Prepare solicitations packages, contracts, modifications, agreements, Blanket Purchase
Agreements (BPAs). Review and monitor the contracts and all purchases to ensure proper
procedures are followed with P&C team and follow up wand work with the requesting offices
to ensure the delivery of services and items as per requesting offices requirements.
➢ Responsible for ensuring all contracts are renewed in a timely fashion and that all
procurements are conducted with full and open competition.
➢ Develop specifications and performance test requirements to facilitate procurement of
needed supplies and projects.
➢ Contracting - Conducts procurement planning, manages contracts, close out contracts and
serve as post Contracting officer, and maintain the P&C dashboard at the Embassy website.
➢ Develops the annual acquisition plan and monitoring the plan during the year.
➢ Update the Procurement and Contracting Policy.
➢ Finalizing procurement plans; recommends alternatives and preferable types of instruments;
provides comments/recommendations to ensure completeness and appropriateness of
statements of work/descriptions/technical specifications, justifications, source selection
criteria, conducts researches, analyses, and surveys. And coordinates contracting with the
State Department in Washington.
➢ Develops and manages real property requirements, negotiates leases (commercial and
residential), manages property utilization policies, coordinates property with others, accounts
for properties, and manages maintenance.
➢ Procurement & supply chain, including warehouse and inventory management - monitors
support services standards, identifies procurement support needs, prepares budgets,
manages procurement of supplies, manages procurement documents, determines
warehousing needs, procures and manages warehouse space, ensures warehouse security,
and manages freight handling.
