I have been confirmed as a member of the Saudi Center for Commercial Arbitration. The Center handles disputes particularly in Construction and Oil & Gas industries.
Since my retirement in April, I advice in the procurement of goods and services within Saudi Arabia and the GCC region. I also attend, as board member and speaker, at conferences and events in fields of contracts, purchasing and supply chain management in the Region.
1. Supervise bidding of construction contract.
2. Review scope of work before bidding.
3. Evaluate contractors' capabilities: financial, technical, safety, health & environment compliance.
4. Review bids technically and commercially and select the best offers.
5. Negotiate with the contractors to obtain the best overall deal, in compliance with Company policies and procedures.
6. Evaluate suppliers of capital equipment.
7. Ensure on-time order placement for long lead items.
8. Use MS Project software and track project progress.
- Monitor cost of procured materials and services, using intelligence gathering of global indices and cost to ownership analysis.
- Attend to claims and disputes with service contractors and suppliers.
- Look for cost saving opportunities, applying technology for paperless process of procurement.
- Work with suppliers for efficient enhancement and long-term strategic partnerships with reputable suppliers.
- Identify competitive advantages of suppliers, in terms of quality, price, delivery and lifecycle of the service or material.
- Coordinate with Maintenance, Technical and IT Departments to ensure service contract and service level agreements (SLA) are in compliance with Company policies, procuring for the best overall value.
- Monitor local laws and global regulations affecting global procurement and supply chain management.
- Work with the Material Control Group in order for the Warehouse to adopt logistics practices and operational activities that coordinate the flow of material from supplier to internal customer throughout the value stream.
- Develop KPI’s for supply chain performance, first, cost containment indicator such as warehousing cost, cost inbound and outbound activities and increasing asset turnover, while at the same time reduce the cap value of stocked materials.
I managed the Contracts Section, consisting of a team of 6. We procure services and materials through contracts, commencing with the planning stage through final contract completion, including pre-qualification of contractors, both local and international, competitive bidding, drafting and negotiation of terms & conditions and finalization. We coordinate with the Material Control Group to meet the Refinery's material, equipment and spare parts requirements. We ensure that contracts and blanket orders established are in accordance with Company's applicable policies and procedures. We ensure that the contracts are the best value, based on total cost for the life-cycle of the project. I encourage well-established contractors/vendors to establish strategic alliance with SAMREF. I manage training and recruiting of new personnel in contracts and purchasing sections. In particular issuance of contract requests, drafting of terms & conditions and scopes of work. We managed Refinery turnaround projects and also new expansion projects with international EPC offices.
Responsibilities and tasks:
• Interpret Samref’s Contract/BA Admin Policies & Procedures and ensure bids, contracts, BA’s etc., are administered effectively, and in accordance with the policies & procedures.
• Investigate potential new suppliers & recommend to management for additions/deletions of contractors to/from the Vendor list.
• Periodically perform re-qualification of Approved Contractors/Suppliers.
• Act on End User requests for Contracts/BA. Create requests for quotations/bids in SAP, send to selected bidders. Open received bids as member of Committee.
• Analyze & tabulate bids received with the End User (EU), and recommend the lowest evaluated bidder.
• Draft new Contracts and Blanket Agreements.
• Prepare Contract Documents for management approval/execution, and issue same to the successful contractor.
• Prepare Out-of-Kingdom Vendor Representative Contract Documents.
• Arrange meetings with contractors, prepare minutes, receive & respond to correspondence.
• Maintain Bids/Contracts filing system.
• Maintain Contractor Categorization database.
• Develop reports in SAP, MS Excel, etc, as required by Management.
• Co-ordinate with Suppliers and EU's regarding status of Contract.
• Assist EU's to develop and prepare Term Contract Agreements.
• Monitor & evaluate overall performance of each Contractor.
• Assist and advise End User Departments on Contracts/BA’s Administration.
• Co-ordinate and conduct Contractor/Supplier surveys.
• Co-ordinate & action the sale of declared surplus items, liaising between the approved auctioneer and all involved departments.
• Review all contracts/Blanket Agreements (BA) related documents, standard forms, procedures, etc., on an ongoing basis, and recommend possible improvements to Management for consideration.
Responsibilites included:
• Supervise work related to Administrative Services contracts (as the End User); preparation of bidder's recommendation/selection forms and contract change orders and related documentation in coordination with the Contracts Section.
• Perform revisions/additions/deletions to Admin Services Specifications and Scope of Work Manual. Participate in Contractor’s pre-qualification, evaluation.
• Supervise control/verification of invoices of housing units rent, utilities and other services (cars, hotels, etc.).
• Supervise preparation of Authorization For Expenditure (AFE's) and supporting documents/ attachments, monitor expenditures against same and prepare AFE completion forms.
• Supervise updating of leased and subleased housing unit lists and their rent as well as building values and contents for insurance purposes.
• Supervise preparation/monitoring of both expense and capital budgets, as well as document preparation.
• Supervise the operation and maintenance of the Company Recreation Centre.
• Prepare Purchase Orders and specifications for Administrative Services requirements, such as: Photocopiers, appliances, equipment, and other related services.
Responsibilities included:
• Overlook the operation and maintenance of passenger terminals.
• Overlook the maintenance of parking lots, roads arount the passenger and cargo terminals.
• Report any discrepancies in operation of passenger and cargo facilities to the maintenance contractor.
• Advise contractor maintenance respresentatives to issue work orders for repair of facilities and utilities as needed.
This is an online Construction Scheduling course through Coursera. I learned about Critical Path, use of activity on node and activity on arrow methods. Also, learned line of balance method to find total project duration. I had good grasp of software used in project scheduling, e.g. MS Project, Primavera P6, and other specialized packages. I learned about risk mitigation and new Lean Scheduling. I received a final score of 93% for the two months long course.
Two-years of full time enrolment. Courses included: Business Law, Managerial Accounting, Corporate Finance, Managerial Economics, Decision Math, Planning & Control Management, Personnel Management, Management Information Systems.
