Responsibilities:
Assist the Contract Administration Team.
Coordinates and supports evaluation of proposed variations and the consequences in case of
delays, changes, claims, etc.
Maintain updated trackers (Engineer Instruction, Request for Quotation and Value
Engineering).
Prepare variation order recommendation pack for review by the Contracts Manager.
Prepare assessment of the Contractor’s claims for variations to Engineer’s Instruction issued
to them for review by the Contracts Manager.
Contribute to the updating of reports for review by management, to support weekly and
monthly reporting to the Client.
Interface and partner with appropriate contacts and stakeholders to support the project and
contract administration functions.
Performs other responsibilities associated with this position as may be appropriate /
required
Project Description: Construction of Infrastructure Projects for the City of Jeddah, Saudi Arabia which includes roads, bridges, tunnels, storm water drainage network, irrigation system, pumping stations and Maintenance and Improvement of Storm Water Networks and Water Table Reduction Network in Jeddah.
Responsibilities:
• Responsible for review and approval of financial matters (interim payment certificates, variations and final payment certificates).
• Coordinate with Senior Construction Engineers regarding financial and contractual matters in their projects.
• Check revised and final bill of quantities submitted by the contractors.
• Prepare monthly status reports of assigned contracts and anticipated final contract value.
• Coordinate with Contracts Manager to ensure proper resolution of contracts issues.
• Prepare commercial correspondences for review/approval by the Department Manager.
• Report directly to the Department Manager.
• Attend new project kick-off meetings and on-going projects regular meetings.
• Acted as Lead Quantity Surveyor during project setting-up stage.
Main Achievement:
Worked as Quantity Surveyor in the project for almost four months alone while waiting for client approval and/or arrival of other five QS.
Project Description: The Expansion of Abu Dhabi International Airport (Contracts handled were ADIA Power Complex Construction, Interim Cargo Terminal Expansion in Abu Dhabi and Al Ain Airports, Interim Cargo Handling Facilities Maintenance and Spare Parts Service Contract, South Side Security Fence and Gates Upgrade, T1-T3 Business Park Grading, Roads and Infrastructure Construction, Consultancy Services for Interim Cargo Extension, East Midfield Perimeter Roads Design Contract, Ground Service Equipment and Airport Maintenance Facilities Design Contract.
Responsibilities:
• Reviewed, assessed and recommended amount for payment contractors and consultants interim payment certificates and final payment certificates.
• Ensured completeness and validity of contractual requirements.
• Verified and checked validity of advance payment and performance bonds of the contractors.
• Evaluated and analyzed variation orders, including analysis and approval of star rates for new items in the contracts.
• Ensured that Final Taking-Over Certificate was approved before processing final payment certificate.
• Prepared anticipated final contract value and cash flow of assigned contracts.
• Negotiated and agreed final account with contractors and consultants.
• Participated in commercial evaluations of new contracts and send queries/replies to bidders during tender stage.
• Attended new projects kick-off meetings and weekly commercial meetings of existing contracts.

Project Description: Jubail Chevron Phillips Petrochemical Plant Expansion
Responsibilities:
• Evaluated and approved subcontractor’s monthly progress billings based on actual progress.
• Verified claims for change orders.
• Re-measured estimated bills of quantities based on drawings issued for construction (IFC) and prepared adjustment to estimates.
• Updated final quantity estimates based on latest drawings.
• Negotiated and agreed subcontractor's final account.
Project Description: Intel semi-conductor plant construction, retrofitting, and expansion; United Parcel Service (UPS) Asia Hub new office and warehouse; Transition Optical Philippines, Inc. (TOPI) new office and factory; and a Philip Morris plant.
Responsibilities:
• Developed projects feasibility studies and then prepared budget cost estimates.
• Prepared estimates and bill of quantities based on schematic drawings, drawings issued for bid, and specifications.
• Prepared tender documents for issuance to bidders and provided responses to bidders’ queries.
• Evaluated submitted bids, compared them with estimates and made recommendations to the Commercial Manager.
• Evaluated, negotiated, and approved contractors’ claims for variation orders.
• Negotiated and approved contractors’ project final account.
Responsibilities: Provided quantity surveying services for construction of Intel’s semiconductor manufacturing and administration buildings and warehouse (CV1, CV2, and CV4). This involved:
• Re-measured estimated contract quantities based on drawings issued for construction (IFC).
• Checked and agreed final bill of quantities with the contractor.
• Evaluated, negotiated and approved contractor’s change orders cost proposals.
Prepared cost estimates, material take-offs, schedules and status reports for multiple projects; Supervised construction of residential houses, training center, school buildings, and roads.
• Prepared bill of quantities and cost estimates based on drawings issued for bid (IFB), and prepared cost estimates for lump sum projects based on preliminary drawings and issued for construction (IFC) drawings.
• Coordinated with project managers regarding change orders in their projects and prepared corresponding cost estimates.
• sent enquiries to subcontractors/suppliers for quotations during the tender stage and prepared price comparison and recommendation to the Estimating Manager..
Subcontracted the repair and/or construction of public school buildings and roads.
• Prepared roads plan and profile in the construction of Al Gassim feeder and farm roads.
• Re-measured estimated contract quantities based on drawings issued for construction and specifications.
• Prepared change order claims and monthly progress billings, and negotiated with owner’s representative project final account.
• Supervised architectural and civil works construction in the project.
• Evaluated and approved sub-contractors payments.
Prepared architectural and civil works bill of quantities and monitored daily work progress in the construction of Al Nahda Villa (consisting of 100 executive-type villas and a clubhouse).
More than 30 years of experience in civil engineering with a focus throughout his career on construction cost engineering. This has included activities such as quantity surveying, interim valuation, budget preparation, value engineering, anticipated final account and final account close-out. Projects in the Middle East and Philippines have included construction of:
• Infrastructure that included airports, roads and utilities, and schools;
• Industrial and commercial complexes, including multi-story buildings, to produce facilities that included semi-conductor manufacturing plants, training centers, and the United Parcel Service (UPS) Asia Hub new office and warehouse;
• Residential complexes in Kuwait and Saudi Arabia; and
• Petrochemical facilities, including the Jubail Chevron Phillips petrochemical plant.
Through these and many other projects, I have an in-depth knowledge of construction cost engineering requirements and guidelines, such as those in the Principle of Measurement (International) for Works of Construction and the FIDIC’s Conditions of Contract for Construction.
