Ras Al Khaimah Government Department of Finance (DOF) is in charge of managing financial operaƟons across 40+ government enƟƟes in the Emirate of Ras Al Khaimah. ReporƟng to the Director General of DOF, led and coached a team of 10+ financial controllers across 26 enƟƟes with core responsibility funcƟons highlighted below:

• Managing financial planning of lead revenue & central service enƟƟes including Department of Economic Development (DED), Human Resources Department (HRD), The ExecuƟve Council, Ofice of Strategic Studies and Protocol Department
• ConducƟng financial analysis, forecasts and reports to senior management, idenƟfying trends, risks, and opportuniƟes to facilitate informed decision-making. IdenƟfied as well cost reducƟon iniƟaƟves in coordinaƟon with procurement department with proven track records
• Monitoring budgetary variances and financial processes, implemenƟng correcƟve acƟons to maintain fiscal discipline
• Overseeing procurement processes and contract execuƟon within government organizaƟons
• Overseeing internal controls & development of compliance frameworks, ensuring adherence to government policies and regulatory requirements, including VAT compliance and knowledge transfer
• Leading day-to-day financial operaƟons across enƟƟes, including credit and collecƟon, payroll administraƟon, and cash management as well as financial planning and budgeƟng
• DirecƟng the collecƟon, analysis, and consolidaƟon of financial data, delivering precise financial reports to stakeholders
• Managing strategic relaƟonships with external auditors, banks, and financial partners, contribuƟng to departmental success
• AcƟng as a financial advisor to the management team, providing strategic recommendaƟons
• Managing working groups across select government entities to apply study outputs and achieve desired delivery result
• Developing and execuƟng financial strategies aligned with business objecƟves and regulatory compliance
Projects:
• Part of the group that managed: o Financial law o Unified chart of accounts o Treasury single accounts (TSA) o A member of the quality assurance for other groups o Procurement expenditure management between Govt & State-owned enterprises o BPC implementation
