Project : Riyadh Metro Project (Package 3) - Louis Berger, as the lead firm in a joint venture with Hill International, was awarded a contract by the Arriyadh Development Authority to provide program and construction management services for Package 3 of the Riyadh Metro project. Package 3 is an $8 billion project involving management of the design and construction of Line 4, Line 5 and Line 6, as well as 22 stations, in the new metro system. These three lines include:
• 67 kilometers of track
• 48 kilometers of elevated alignment
• 5.5 kilometers of mined tunnel
• Nearly 13 kilometers of bored tunnel
Line 4 will link to the King Khalid International Airport. Line 5 will run in a tunnel along King Abdulaziz Street, between King Abdulaziz Historical Centre and the Riyadh Airbase. Line 6 will run in a semicircle from King Abdullah Financial District, along Imam Mohamed Bin Saud University and end at Prince Saad Ibn Abdulrahman Al Awal Road.

• Conduct training sessions for staff and educate about the latest methods of security and safety
• Reduce work related accident incident lost days.
• Provides the necessary advice to the Site Supervisor on jobsite health and safety issues.
• Monitors compliance to the Company HSMS by conducting regular inspections and internal auditing of site activities.
• Monitor compliance with established site safety rules and make sure these are conspicuously followed.
• Conduct a daily tour of the working areas and log details of the observations on the Daily Observation Register. Unsafe conditions and unsafe acts are to be taken care of immediately. Raise near Miss / Incident Reports when highlighted.
• Assist the Construction Supervisor in undertaking risk assessments and identifying safe systems of work to be recorded in safe work method statements.
• Assist Construction Supervisors in delivering Pre-task briefings to the workforce on the control measures identified in risk assessments and the safe system of work to be adhered to.
• Assist the Construction Manager in the development of safety procedures for high-risk activities and assist in briefing of the workforce on their responsibilities under these procedures. Audit against these procedures regularly and report any non-compliance to the Site/Project Manager.
• Review contractor Health & Safety plans advise the Construction Supervisors and Construction Manager relative to the requirements of the Company.
• Ensuring compliance with legal requirements related to safety of personnel and equipment, environmental regulations and any other prevailing legal requirements related to HSE.
• Conducting HSE training for site personnel in relation to current and new HSE procedures. Maintain HSE documents and records.
• Follow client’s (LREDC) HSE requirements as well as Dorsch standards
• Implement international standards as well as local rules (QCS 2010, Qatar Labor Law, etc.) and client’s requirements.
• Have the authority to stop the work if it is deemed that an imminent danger situation/condition is present and the worker/personnel are directly exposed.
• Impart toolbox talks to all Dorsch site personnel.
• Prepare reports, coordinate and follow up all sorts of unsafe acts / conditions at work sites.
• Ensure full coordination on all HSE matters/methods/procedures are in place.
• Identify good HSE practices as well as to find the ways and means, for improvement.
• Ensure proper planning on how to constructively introduce the HSE aspects as subject of discussion for improvements of HSE in their work spots.
• Make the employees working under his supervision to be aware of all HSE procedures and emergency preparedness plans.
• Keep a close contact with the Contractor’s HSE personnel.
• Carry out regular site HSE inspections and maintain records.
• Prepare site HSE instructions and forward it to HSE Manager when safety violations are identified.
• Participate in investigation of accidents.
• Arrange/attend site HSE related meetings.
• Give support/data to HSE Manager in preparation of weekly and monthly HSE report.
• Set a high example among HSE personnel and other staffs at all times.
• Review contractor’s HSE plan, procedures, accident/incident reports, method statements, risk assessments and other relevant HSE documents
• Perform Hazard Identification and Risk assessment
• Conducts Safety Observation Tour (SOT), Site Inspections and Audits
• Carry out safety induction to all newly hired employees
• Ensures that the Permit to Work System of the company is being strictly implemented in accordance with the approved procedure
• Accurate and update documentations and maintain records
• Ensuring company’s guidelines are established and met by contractors
• Prepare and update the Site Safety plan
• Organize and conduct Safety training and awareness programs
• Conduct weekly safety meetings and daily toolbox talks
• Coordinate and communicate with client and consultants regarding Occupational Health and Safety concerns
• Participate and involve in accident investigation with site the team
• Report and communicate site issues according to the system.
• Conducts safety inspection, recognition and detection of unsafe acts, practices and unsafe conditions.

• Ensuring that all workers are complying with Safety Rules and Regulations in consonance with the applicable Safety standards and the requirements of Department of Labor and Employment - Bureau of Working Conditions.
• Assist with the monitoring and reporting on execution of the Safety Management System at the project/site level.
• Assist with the coordination of orientations and Safety training.
• Participate in any investigation relating to Safety issues.
• Verify that first-aid and emergency procedures are in place within a project.
• Assist with maintaining the Safety related records and documentation.
• Participate with the Safety Officer in area inspections on a regular basis.
• Report all hazards to the Safety Officer
• Inform personnel in the area of Safety issues.
• Through regular fieldwork, verify that all personnel are fully
conversant with the corporate and/or project Safety Management System, its procedures, and related Safety instructions.
• Distribute materials on Safety education, promotion, and awareness.
