Headed a team that reviewed the Agriculture and Food Security Programme (funded by AAU) to generate key lessons and recommendations for improved future programming. The focus was mainly on assessment of key programme successes and failures, examining issues of thematic integration and linkage of local actions to macro-level processes. The capacity of partners and staf to implement the programme was also assessed. My roles were: i) sensitise and train districts on the decentralisation policy; ii) prepare development planning manuals / guidelines for use in LGs; iii) guide districts during formulation of development plans, and iv) coordinate the preparation district resource endowment profiles. Major achievements: i) part of a team that successfully carried out sensitisation training through workshops in the District Local Governments on the policy of democratic decentralisation; ii) carried out a Capacity Needs Assessment in the District Planning Units which provided a basis for giving support to DPUs; iii) part of a team in the Ministry of Local Government that prepared planning manuals entitled Guides on Development Planning for Local Governments; and iv) co-ordinated a countrywide District Resource Endowment and Potentials Profiles Census (through UNDP funding) Reference person (contact details): Mr. Wagaba X.
