Internal communications and management of technical content associated with tender and contract documents for client’s Procurement & Contracts (P&C) departments in the United Arab Emirates and Qatar. Primary area of focus is on developing and refining technical work scopes to support P&C efforts in obtaining goods and services (via RFPs and tenders), as well as internal communications and training for user departments. Currently serving an active role in content strategy related to key management initiatives and stakeholder communications. Active duties included the following:
• Working with internal departments to understand and define scope requirements for individual procurement projects; articulating complex scope requirements in written form
• Ensuring that SOWs are accurate, align with other sections of tendering documents, and are in compliance with company’s own standard operating procedures

Working under contract for Qatargas (QG) - the world’s leading liquefied natural gas (LNG) provider - developing procedures and operations documentation associated with expansion of upstream assets at its Ras Laffan refinery complex, in compliance with QG Management System guidelines. Duties include the following:
• Modification and revalidation of existing procedures for assets at QG1, 2, 3, and 4, and associated LNG trains (including six megatrains), as well as the Laffan Refinery
• Drafting of new procedures to support the integration of “QG South” (formerly RasGas) operations procedures with “QG North”, in line with the successful 2018 merger of leading LNG producers
• Initiating and participating in review cycles, to include extensive editing of procedural documents, including conferring with company managers, department heads, engineers, and shift supervisors
• Maintaining procedure libraries and templates for documents associated with operational assets
• Making recommendations on editorial style and preferred nomenclature
• Acting as member of Content Development Team on numerous procedures

Technical communications subject matter expert supporting Nuclear Navy/Surface Navy product development (engineering design, manufacture, and test). Regularly participated in work product reviews pertaining to engineering documentation and deliverables. Worked to ensure editorial excellence, on-time delivery, and compliance with SOPs. Senior communications officer and writer-editor working in the Chemicals Ventures Management Division, responsible for internal and external communications, public relations, and departmental communications policy related to Saudi Aramco’s downstream petrochemicals joint ventures. Activities include the following:
• Performing critical writing and editorial functions related to the coordination of press releases, media productions, and other internal/external communications for the Sadara Chemical Company (Sadara) joint venture with Dow Chemical and the Petro Rabigh joint venture (Phase II expansion) with Sumitomo
• Writing support and content development for executive-level communications initiatives, including speechwriting and talking points for the Office of the CEO

Proposal writing and editing in the late stages of a bid by Atlanta, GA-based client ACS Government Healthcare Solutions and its subcontracting partners for a contract with Pennsylvania Pharmaceutical Assistance Contract for the Elderly (PA PACE) Program. Worked with organization SMEs and proposal management in providing critical support during Red Team and final folder reviews prior to final proposal deadline.

Subcontract technical-writing assignment for the State of South Dakota’s Medicaid Management Information System. Contract involved in-depth technical writing, copyediting, proofreading, and formatting duties in the preparation of user manuals, tutorials, templates, component specification documents, and other pertinent documentation associated with the IT architecture of the state’s MEDX system. Documents coordinated among writing team through file-sharing software.

Content editing and document preparation for environmental specialist reports related to larger Environmental Impact Statements prepared for the USDA Forest Service.

Provided writing and editorial services in content development, quality assurance editing, version control, and modernization functions associated with chapter revisions of the “DoD Financial Management Regulation”. As writer and editor for DoD Accounting and Finance policy directorates, interfaced regularly with action officers, team leads, staff writers, and subject matter experts to enforce Standard Operating Procedures while ensuring proper grammar, formatting, and Federal Government style. Evaluated contributions from action officers and staff writers via Six Sigma-inspired “scorecards.” Created and maintained weekly performance and activity-tracking spreadsheets.

As a full-time proposal writer, provided consultative support to senior Volt management on executive business development projects and proposal development, including white papers, case studies, industry research, workflow modeling, RFP/RFI analysis, and presentations to key clients regarding Volt’s global IT capabilities and Web-based solutions. Additionally responsible for identifying and developing fresh business communications strategies for each specific RFP opportunity. Full-time Proofreader/Editor to the Executive and Legislative branches of the Federal Government. Performed proofreading, document preparation, and publishing activities for both houses of the U.S. Congress. Duties included daily publishing of the Federal Register, Congressional Record, and other high-priority congressional bills, acts, amendments, articles, and resolutions. Ultimately assigned full-time to the U.S. Senate, in the Senate Office of Legislative Counsel.

Coordinated bulk mailings and faxes in the presentation of merger-and-acquisition opportunities within the international software marketplace. Managed a database of over 60, 000 client contacts in addition to services provided to active clients.

Served as primary quality assurance editor in the production of media transcripts from national TV and radio broadcasts. Regular clientele included ABC News, CNN, and NPR.
