Doha- Qatar
Construction of Duhail Intersection, Al Gharrafa Street, and Al Waab street (P007-
P1)
Doha expressway is one of the major infrastructure programs in Qatar and in the world. P007-P1
project involves design and construction of Duhail interchange that includes two bridges,
underpass, and upgrading the existing Dual carriageway on Al Gharraf-Al Khafji street to a
highway and reconstruction all accesses and intersections and providing service roads to allow
free flow on the high-speed road and smooth and safe access from the local roads.
My role is to manage a traffic management section in the following:
➢ Managing a traffic management team handling all traffic management duties
that includes the following:
• Reviewing, approving, and providing technical inputs to various Traffic
Management Plans.
• Reviewing and approving all traffic analysis and traffic impact studies
that have been prepared by a third party before submitting to PWA and
Ministry of Interior Traffic Department.
• Responsible for all coordination with MOI Security Systems
Department (SSD) regarding installation of speed radars, red light
cameras and any other traffic security systems throughout the project.
• A point of contact for all coordination with 2022 Supreme Committee
regarding the traffic management arrangements during events in
Khalifa Stadium, Al Gharrafa, and Al Sadd stadium.
• A point of contact for all coordination with Qatar Rail regarding Road
Opening Permits and TDPs for working near Metro stations.
• Preparing a monthly, weekly, and daily reports for all traffic
management activities.
• Attending regular meeting with PWA, Ministry of Interior, and other
stakeholders to discuss and facilitate Traffic management and
stakeholder related issues
• Managing all steps of road safety auditing during construction and the
stage 4 that is required for handing over the project.
Highway Projects Department, Doha - Qatar
Worked with PWA Highway Projects Department (KBR) as a Road Safety Audit and Traffic
Management Specialist. The responsibilities included:
• Reviewing all design stages of road safety audits
• Reviewing and participating in all stage 4 construction road safety audits
• Reviewing and participating in all beneficial use road safety audits
• Responsible for reviewing and providing technical input for all road users safety
and mobilities such as pedestrian and cyclists movements and roadside traffic
safety systems.
• Reviewing and approving HPD traffic diversion plans (TDPs)
• Conducting pre-completion road safety audits
Qatar Local Roads and Drainage Program, Doha - Qatar.
Parsons Brinckerhoff was selected by Ashghal to provide program management consultant
(PMC) services for what is expected to be more than 200 local road and drainage infrastructure
projects to be implemented throughout the country over a period of five to seven years. Five
general engineering consultants (GECs) have been selected to design, tender and supervise
construction of the projects under Parsons Brinckerhoff’s supervision. The role covers traffic
management solutions and conflict management/interface resolution for various infrastructure
activities
My duties include but not limited to:
Reviewing all traffic reports for Concept, Preliminary, and detailed design
stages that includes the following
➢ Models’ updates utilizing Visum, Vissim, Synchro, Sidra, etc.
➢ Traffic Analysis Report (TAR) and output of Concept design stage
➢ Attending weekly meeting with Land Transport Planning Department
(LTPD) at Ministry of Transport to discuss models update and reports
mentioned above.
➢ Reviewing maintenance of Traffic (MOT) reports for all design stages
➢ Highway Signage for preliminary and detailed design stages
➢ All Road Safety Audit reports from stage one to pre-opening stage4
Leading the traffic management team
➢ Review, approve, and provide technical inputs to various Traffic Management
Plans for the five zones of LR&DP
➢ Review and comment on design reports prepared by General Engineering
Consultant (GECs).
➢ Develop and update the LRDP Work Zone Traffic Management Procedure that
provides the guidelines for approval process as well as requirements during
implementation of traffic management plans.
➢ Prepare a monthly report for all traffic management activities for the whole
LRDP program.
➢ Review and comment on Public Works Authority (PWA) new manuals such as
Work Zone Traffic Management Guide (WZTMG) and Road Safety Audit
Manual.
➢ Attend weekly meeting with PWA and Ministry of Interior to discuss various
Traffic Management issues including TDP approvals.
➢ Member of Work Zone Traffic Management Guide Reference Group that meet
regularly to review the WZTMG prior to the release of the Revised WZTMG
➢ Prepare and give presentation/Training to the PMC and GEC construction
teams about the Traffic Management requirements.
➢ Coordinate with Road Corridor Management Office (RCMO) regarding Traffic
Diversion Plans (TDPs) approvals and other Traffic Management issues
➢ Attend construction meetings with all GECs to discuss and resolve traffic
issues.
➢ Conduct regular joint site visits with Ministry of Interior and PWA to inspect the
different traffic operations within LR&DP
Responsible for LRDP Road Safety Audits
➢ Reviewing all of LRDP RSA brief reports for the four stages of road safety audit
before giving the approval to conduct the RSAs
➢ Reviewing all of LRDP RSA reports for the four stages of road safety audit
along with the designer’s responses in the decision tracing forms.
➢ Organizing and chairing LRDP RSAs de-brief meeting with PWA, GEC, and
road safety auditors.
➢ Reviewing the final RSA reports received from the GEC before transmitting to
PWA
➢ Attending the day and night site visits for the pre-opening stage 4 RSAs
Participating in LRDP Value Engineering Management for all road projects that
takes place during design and construction phases.
The concept of Value Engineering has been adopted and applied to all LRDP projects
since 2012 to ensure that the optimum value of the product (Road pavement, Traffic signs
and devices, ITS, Street lighting, etc.) is achieved in terms of function and cost. My roles
since October 2012 included the following:
➢ Working with the different GECs, Designers, Contractors, and Stakeholders to
initiate Value Engineering during design as well as construction by introducing
creative ideas that produce high performance, sustainable, and less cost
product.
➢ Carrying out studies and performance analysis in a regular basis for all LRDP
existing and newly constructed roads to ensure that they are well functioning in
terms of capacity and safe and smooth mobility.
➢ Attending a weekly meeting with MOTC Land Transportation Planning
Department (LTPD) to discuss the requirements, procedures, to be followed to
obtain approvals for LRDP roads design reports and traffic model updates as per
Qatar Strategic Master Plan.
➢ Working closely with PWA Operations and Maintenance engineers/Specialists
during development of PWA manuals, procedures, and action plans such as
Work Zone Traffic Management Guide, Qatar Highway Design Manual, Traffic
Management Procedure, Guidelines on the use of truck mounted attenuators,
and PWA Traffic Directional Action Plan.

Maintenance, Rehabilitation and Additional Works for Emirate of Abu
Dhabi Strategic Roads Zone 3, Western Region, Abu Dhabi - UAE
This project belongs to the Department of Transport in Abu Dhabi (DOT), it covers different
aspects of maintenance, rehabilitation for the whole Western Region from the City of Abu Dhabi
to the boundaries of Saudi Arabia. The main consultant in that project was Mouchel Middle East,
and the two main Contractors were Al Jaber and Ghantoot. My duties in that project were:
➢ Assist in traffic impact studies and City Master plans
➢ Review and approve the traffic management plans submitted by the contractor
and liaise with the stakeholders including DoT and Abu Dhabi Traffic Police.
➢ Assisting DoT to carry out Road Safety Audits for existing network to identify
the defects and suggest the improvements accordingly.
➢ Review traffic studies reports for different parts in western region.
➢ Carrying out the necessary Traffic Impact Studies for new junction
improvement schemes, network additions, and capacity analysis for various
road improvement schemes.
➢ Highway operational analysis and various transportation related engineering
projects
➢ Traffic safety and black spots analysis
➢ Road Safety Auditor for different RSA stages.
➢ Performing crash investigation, evaluation and measures to avoid future
➢ accidents
➢ Working with Operation and Maintenance Departments of Abu Dhabi
Municipality and Abu Dhabi Department of Transport in maintenance planning
and execution for all roads in the western region of Abu Dhabi to ensure that
all roads are efficient throughout their lifecycle.
Design and Supervision of Road Safety Improvement for Emirate of
Abu Dhabi
This project was awarded to AECOM by the Department of Transport in Abu Dhabi to do the
design and supervision of road safety improvement for Abu Dhabi that included Pedestrian Action
Plan which aimed to improve the pedestrian safety and mobility in the Emirate of Abu Dhabi by
providing pedestrian bridges, mid-block crossings, and pedestrian fencing. Also, safety
improvement for drivers and other road users in all of the strategic roads was part of that project
such as protection of roadside hazards, speed management, camels under passes and electronic
gates, and trucks rest areas. My duties included:
➢ Design and supervision of pedestrian foot bridges, pedestrian fencing, mid-
block pedestrian crossings
➢ Design of road safety elements for different routes in Abu Dhabi
➢ Reviewing and providing technical inputs to the proposal of truck and HGV
Driver Rest Areas
➢ Preparation of regular reports for the clients (mainly, the Department of
Transport DOT, in Abu Dhabi) as well as work orders, site visits reports, and
work progress reports
➢ Preparation and technical evaluation of various forms of Tendering (including
Design and Build)
➢ Attending weekly progress meetings with the client (DOT)
➢ Preparation of power point presentations to the client in relation to different
highway design issues in Abu Dhabi
➢ Conducting different stages of Road Safety Audits reports on AECOM’s
projects.
Dubai Metro Project, Dubai UAE, Completion date 11/11/2011
The Dubai Metro is the first urban train network in the Arabian Peninsula with 11 stations
operational on the Red Line Engineering Consultancy. Atkins provided full multidisciplinary design
and management of the civil works on Dubai Metro The first two lines of the Dubai Metro (Red
and Green) have 70 kilometers (43 mi) of lines, and 47 stations including nine underground
stations. My duties in this project as a Senior Traffic Engineer with the client (RTA) included but
not limited to the following:
➢ Work zone traffic management to provide safe and effective work area and to
warn, control, protect and guide vehicular and pedestrian traffic
➢ Reviewing and approving all of traffic diversion plans for the red and green
lines.
➢ Road Signs, Control Devises & Pavement Marking Design using Dubai Manual of Uniform
Traffic Control Devices (MUTCD)
➢ Roadwork activity planning, including phasing of work.
➢ Contract management, including approvals and authorizations
➢ Conducting all stages of work zone road safety auditing.
➢ Review and comment on the metro stations access management studies.
➢ Reviewing the design and implement ion of the Dubai Safety and Mobility Plan
throughout the metro stations.
➢ Carrying out traffic safety assessment and black spots near the proposed
metro stations.
➢ Road Safety Auditor for different RSA stages.

Improvements of Al Khail Road
The project is part of RTA’s (Roads & Transport Authority) Strategic Plan up to 2015. The is one
of the major projects undertaken by RTA and its significance is represented by its status as an
extension of the business bay crossing through which RTA is seeking to open up a road corridor
supporting Shaikh Zayed Rd and Emirates Rd, which accommodate a considerable amount of
traffic. The project which included four phases covers widening Al Khail road from four lanes to
six lanes and construction of a new flyovers to replace the existing junctions throughout Al Khail
Road. I was RTA traffic safety manager for that project which included four stages.
My responsibilities include but not limited to the following:
➢ Managing a team of three traffic assistant engineers and two inspectors
responsible for all traffic operations.
➢ Various studies include roadside design, traffic impact studies, access
management, crash analysis, and speed management
➢ Conducting all stages of road safety auditing as a team leader.
➢ Conduct weekly site visits as well as joint site visits with the consultants, traffic
police, and issuing performance reports accordingly.
➢ Conduct regular meetings with the consultants and stakeholders to discuss the
progress of work and all issues related to traffic safety.
Virginia's Capital Beltway/ I-495 HOT Lanes
HNTB was lead designer responsible for all engineering efforts during concept, preliminary and
final design stages for the development of high occupancy toll lanes along a 14-mile section of
Northern Virginia’s Capital Beltway, one of the most congested stretches of roadway in the
country. HNTB is developing innovative congestion management techniques and design
concepts that will allow this roadway to adapt to future demand by not only providing HOT lanes
access, but also encouraging carpooling and transit use. My work with HNTB transportation
planning team included:
➢ Conduct traffic surveys: volumes, trip generation and trip distribution for different land uses
in Virginia for proposed HOT lanes on I-495 Capital Beltway.
➢ Parking Analysis Studies
➢ Conduct Sign Inventory, traffic counts, and Signal Timing for various roads Washington.
➢ Assist in traffic impact studies and city Master plans
➢ Review traffic studied reports
➢ Assist in Highway capacity analysis and corridor studies
➢ Traffic Signal Justification Studies/ Traffic Signal Design
➢ Signal Timing and Coordination Plans
