My name is Jack Kranz, AECOM Program Construction Manager (retired) of the West Bank and Gaza Architectural and Engineering Services Program for USAID. This is a general letter of reference for Engineer Hakam al Nazer who worked under my direction for over one year as my Construction Management Team Coordinator (CMTC). Initially Hakam was hired as a GEO-MIS technician, a role that he was clearly overqualified for, as soon as I took over as PCM I tapped him as an assistant and as his skills and qualities became more and more obvious his role took on greater and greater responsibilities, to the point where he became the defacto CMTC and an indispensable member of our Construction Management Team. Engineer Nazer’s role required extensive expertise in multiple, engineering, management and administrative disciplines that were vital to the success of eleven (11) road, water and vertical structure projects throughout the West Bank and Gaza. His support helped ensure that that all program and project teams and departments had the direction, information and resources needed to meet and exceed the expectations of AECOM and our client USAID. I cannot over estimate how important Hakam was to the success of our program.
