RESPONSIBILITIES :
•Ensure all PTW System requirements.
•Promote effective housekeeping practices and maintain waste segregation/classification on site
•Conduct Tool Box Talk before start of work
•Follow up to ensure that supervisors and workers comply with site HSE rules, Procedures and Monitoring same to ensure full implementation according to the instructions by superiors.
•Monitor site implementation of workers use of PPE.
•Ensure toolbox talks, safety alerts and HSE lessons learned from incident investigations are effectively communicated to workers craft by the workers supervision and management.
•Ensure that permit to work and authorization to work procedures are followed by workers and supervisors.
•Coordinates with site HSE coordinator on HSE Supervision of road crossings construction activities ensuring safety of site workers.
•Participates in emergency drills e.g. fire drills.
•If possible eliminate the hazard and put all the control measures as in approved TRA.
•Monitor and assign safety controls for lifting operations including presence of banks men, flags men, riggers,
•Assist to enforce the application of Risk Assessment recommendations of various activities ensuring full compliance and awareness by site workers and supervisors.
•Assist in accident investigations. Conduct follow up on 'near miss' reports, unsafe acts and unsafe equipment.
•Daily safety patrol, site inspection, site auditing to ensure compliance with safe working procedures and responding to external safety audits.
•Implementation of safety policies and procedures
•Participates in HAZID, task risk assessment meetings pertaining to safe execution of projects
•Provides sound HSE advice to JP, engineers, supervisors and foremen at all times
•Participates in client's walk-through and ensures that all observations are closed by responsible personnel within the target date
•Coordinate with HSE representatives from clients and contractors
•Carries out routine inspection on power tools, vehicles and all work equipment.
•Monitor the safety performance of all on-site workers to ensure that all workers on the site work safely
•Schedules and prepares safety officers for client interviews
•Conducting safety induction and training programs for visitors and new recruits.
•Ensuring strict compliance with Permit-to-Work for all works in which PTW is required.
•Conducting routine visual inspection on vehicles, plants, equipment/ machinery, tools and fire-fighting facilities
•Training site supervisor/foreman on proper way to delivery toolbox talks to workers, including preparing and conducting seminars for staffs.
•Monitoring of hazardous and critical activities
•Investigate and complete the process for close out of all incident/accident investigation reports and prepare/submit lessons learned to the HSE Manager and presented at top management meetings
•Assist with developing HSE plans that comply with company policies and procedures as well as client requirements
•Support the HSE manager and team with planning, coordinating and implementing of effective HSE policies, guidelines and procedures to ensure that the department objectives are met
•Ensuring that materials are well stored in Safe place, while separating inflammable substance from combustible materials to prevent the risk of fire outbreak
•Assist in the development, implementation and maintenance of Safety and Loss Prevention Program including Safe Work Practices/Safe Job Procedures and the Site Emergency Response Plan
•Ensuring proper stacking of materials to avoid collapse or damages and injuries to the workers.
•Assisting the QHSE Department in conducting scheduled environmental compliance & safety audits and inspections of site and facilities
•Attending HSE meetings at Management level
•Participating in risk assessment and HSE plan design
•Reported all unsafe acts and unsafe conditions
•Delivered toolbox talks
•Conducted emergency evacuation drills
