• Manage technical and financial proposals submission for the “Public Private Partnership” tenders.
• Coordinate between all the stakeholders (Authority, Consultants, Contractors, Operators, Financial and Legal Advisors ……etc.) to ensure high quality and compliant submissions.
• Clearly define the scope of work and services offered to the Authority and identify any clarifications or exceptions to the Authority’s requirements.
• Shortlist, evaluate and appoint various stakeholders such as Consultants, Contractors, Operators, Facility managements …. etc.
• Study market conditions and provide the required input to the financial and legal advisors.
• Negotiate with relevant stakeholders and provide competitive financial submissions.
• Assigned as the Bid Manager for the following PPP tenders:
- FIFA 2022 Staff Accommodation
- Qatar Schools PPP Programme - Package 01
- The Public Private Partnership for the West Bay and Doha Central Car Parking
- Qatar Schools PPP Programme - Package 02
- Truck and Heavy Equipment Parking at Doha Industrial Area
• Study and evaluate RFQ, RFPs and tenders,
• Lead the preparation and the production of Pre-qualification documents, Expression of Interests, Technical and Financial Proposals,
• Work with the Business Unit Manager and Account Manager to prepare a proposal plan that meets the objectives of the proposal budget and timeline,
• Prepare initial assessment of the technical, financial, schedule or any other unusual risks associated with a proposal,
• Clearly define the Scope of Work and Services offered to the Customer and identify any clarifications or exceptions to the Customer’s inquiry,
• Lead the updating and maintaining of proposals, EOI, Leads, Clients databases,
• Establishing and maintaining an Approved Vendors list and a contracts database, and
• Prepare business plans and strategies,
• Identify new business and partnership opportunities,
• Manage effective relationships with Clients and other Consultants,
• Formulate and execute regional and local strategies to meet the company’s targeted revenues,
• Build market position by locating, developing, defining, negotiating, and closing business relationships,
• Conduct market research studies and developing regular market updates by following up on prospects and future opportunities,
• Prepare/ Review the Contractual Documents including Consultancy Agreements, Sub-Consultancy Agreements, Non-Disclosure/Confidentiality Agreements, Work Orders to Sub-Consultants, LPOs, Reports, Tender,
• Preparation of Contract’s amendments, variations in accordance with approved company policy,
• Execution and distribution of contract documents to Sub-Contractors and User Departments,
• Gathering information regarding the status of ongoing contracts and issue periodical reports, and
• Supervise the Quality control and quality assurance policies and procedures.
