Position: Corporate Quality and HSE Manager with multitask general Management roles in the Middle East (such as QHSEM, Operations and Project Manager with prime responsibility of QHSE functions).
Job Overview:
Provide advice and support to the Company MD and Operation Director on QHSES and other operational matters and ensured compliance with the requirements set forth in Quality & HSE guidelines, QHSES procedures, client contractually related clauses and applicable national and international standards, codes and regulations in both on shore & offshore operations. Management level liaison with clients. Oversight and strategic management for operations and projects QHSES such as personnel management, developing standards, analyzing information, reporting results and promoting process improvement.

QHSE: Expertise Competency in Quality & HSE Management system and QA/QC functions built on well Experience. Familiarity with QHSE tools, concepts and methodologies in HSE & Quality Management.

Performance management: - set targets, develop processes and systems to monitor and measure goals for the organization and projects

Oversee QHSES resource planning (operations and projects for on & offshore operations) including personnel assignment, processes and ensure resources are available within function to support operational and project requirements.

Establish, monitor & control departmental forecasting including budget, manpower planning and CAPEX in proportion to the level of activity.
Oversight on implementation of operations and project QHSES requirements, provide guidance to leads assigned as required.
Subject matter expert & maintains oversight on incident investigations, root cause analysis, lessons learned and reporting requirements.
Participate and provide inputs as required to forums such as project kick off, project review meeting, readiness review and risk reviews etc.
Provide oversight on technical and commercial deliverables during tendering stage
Participate in QHSE audits and management reviews to determine suitability, adequacy and effectiveness of the Management System.
Resolving escalated issues arising from operations and requiring coordination with other functions.
Develop, maintain and implement quality, safety, security procedures and protocols in liaison with QHSE std.
Driving radiation protection advisor role wherever need based on that country legal and other requirements.
Other duties connected with the function of scope of contract/project, as directed.
Employed at RASGAS as an Site Safety Engineer for the Short term shut down Project on the world's largest Gas Manufacturing plant and directly Report into RASGAS Site HSE Manager through Petroserv ltd. Duties were Modernization and upgrade / refurbishment of existing facilities tied into live operational plants and replacement of all pipelines and valves, Ensuring sub contractors are carrying out their activities in full compliance of their own and Meet all legal requirements, Internal/External audits on compliance and day to day reporting to on progress, Daily HSE site visits with client/management, Regular site audits by Client and corrective actions implemented and closed.
Working as an Safety Engineer in Madras Refinery Expansion project through Gannon Dunkerley Ltd. Duties were managed Field HSE issues and legal compliance on a daily basis, Liaison with live plant Management on permits and test packages for completion of work in a very high risk environment, Daily morning Tool Box Talks and site visits/inspections Supportive to construction team, HSE team support, management site walk, reports and close out, logistics, ER and escape plans maintained, Sub contractors management to site and client standards, Incident investigations, internal/external audits, managed the site Safety Officers, . Coordinating all HSE related functions and sub contractors involved, Extension of existing process plants, manifold stations and overhead line Power station, Kick off meetings, successfully established and managed systems of work for the HSSE Project Management team and was appraised by the Senior Engineering Manager for outstanding effort and commitment
