• Successfully established the Operational Excellence (OE) program with all its milestone functions (OE customization, gap analysis, action plans, and OE assessment) in 17+ Project Management admin area departments.

• Supervised to the admin area level the facilitation of the Saudi Aramco enterprise risk management (eRM) program for over 20 PM AA departments. Work involved reviewing and analyzing proposed risk registers and events by departments risk administrators and champions, tracking status of risk treatment plans for PM departments, and assignment and training of departments’ assigned risk administrators.

Chief Cost Engineer (Proposals)
• Responsible for preparing staffing plans and cost models for assessing the unit rates per positions and the overall costs for both LSTK, and Cost Reimbursable proposals related to Hydrocarbons, Infrastructure & Environment, Chemical, and Mines & Minerals Sectors.
• Prepared commercial cost sell rates, and estimated costs for over 30 PMC and PM bid proposals with values ranging from USD $2.0M to USD $70.0M in all of the aforementioned sectors.
2. MA’ADEN PHOSPHATE PROJECT (Green Field Proj) July 2007 - June 2013
Chief Cost Engineer
• Successfully managed and supervised a cost engineering team disbursed in 7 different areas to develop, and monitor the overall project’s $5.0B Budget for over 5 years with a minimal deviation that did not exceed 6%.
• Responsible for preparing/monitoring the monthly Cost Control of the entire project utilizing a Prediction Plus cost control database software; including assessment of the expenditures against the total budget, and the monthly earned value.
• Supervised the development and update of the overall cash flow plan/forecast of the main LSTK Chemical plant contracts.
• Managed the project Trend program; including preparing trends, arranging negotiation meetings with the client, follow ups, and incorporating approved trends to the forecast costs.
• Developed and managed successfully the safety man-hours reporting program on periodical basis for all EPC phases.
• Prepared final Close-out reports for both the Cost Control, lessons Learned, and the project’s Safety Mhrs.
A. Principal Cost Engineer:
• Supervisor of the Construction Support Group - Project Controls Section. Monitor/approve all project controls section submittals and supervise/direct the project controls staff.
• Review/Monitor the cash flow (CF) plans, and annual budgets for all RC Active construction contracts.
B. Contract Administrator:
• Responsible for setting up kick-off post award meetings, process performance security for contractors, preparing change order documents, follow up claims, prepare termination for default documents, prepare certificates of initial, and final acceptances, and follow up with close-out procedures with contractors.
A. Cost:
• Prepared, monitored, and maintained several annual budgets, detailed staffing plans, and manpower distributions by funds.
• Developed a cash flow tracking system for annual budget plans, actual and forecast man-hours and costs.
• Improved the performance of the available cost estimating model by adding further cash flow tasks, and advanced excel spreadsheet formulas.
B. Planning/Scheduling:
• Developed the Master Schedule Update for Jubail Industrial City’s active and forecast projects.
• Supervised and evaluated the contract master detail schedule for a Berth Construction at Jubail Port, and assured compliance with the schedule requirements stipulated in the signed contracts. Evaluated schedule logic, resource loading, cash flow distribution, critical path activities, manpower histograms, and evaluated the contractor’s progress tracking program used for assessing weekly/monthly progress.
Ethane Recovery at Berri Gas Plant Project (Brown Field Project)
A- Scheduling Analyst in Saudi Aramco’s Project Management Team (PMT):
• Reviewed, evaluated, and monitored contractors/subcontractors engineering, procurement & construction schedules, and progress tracking systems utilizing Primavera for Windows 3.0.
• Participated in evaluating contractor claims, and change orders.
B. PMT Site Superintendent:
• Supervised site civil works including foundations installations, backfilling works, and structural steel works.
• Developed/maintained EPCM, and EPC schedules utilizing Primavera for Windows 2.0 for civil projects including 570 m3/hr desalination unit, seawater cooling pipeline systems, seawater pump house upgrade, and 380 kV electric substation.
• Developed EPC integrated progress tracking system to be used by the supervised contractors.
• Supervised and monitored the development of the Contractors’ master schedules, and progress tracking systems for a 570 m3/hr desalination unit, seawater cooling pipeline systems, and seawater pump house upgrade EPC projects.
• Prepared schedule manual procedures for the project.
Saudi Chevron Petrochemical Project (Green Field Project)
• Developed and monitored EPC schedules using Primavera for Windows 1.1 network.
• Established a progress tracking system for assessing periodical engineering progress for all the project engineering disciplines, and procurement.
• Successfully enhanced the progress tracking and periodical reporting systems on several petrochemical and nuclear projects by developing and monitoring EPC resource loaded detailed schedules and earn value systems utilizing Primavera software.
