Lead multi-disciplinary internal teams of engineers for Planning & Scheduling, Cost & Budgeting, Risk Management, Change Control, and Document Management. Our role encompasses the entire project life cycle across 5 Stage Gates within the Investment Control Plan (ICP), from pre-concept studies thru design to procurement and construction phases. Hence, we develop Program-wide policies and procedures for Project Execution and Supervision on all Capital Expenditure infrastructural and building projects. The annual development portfolio budget exceeds US$ 5 Billion. Accordingly, we participate in all procurement activities for contractors as well as design and supervision consultants. Key functions include:
• Establish procedures for all aspects of Projects Planning & Controls, covering scheduling, Risk, Monitoring/Controlling, reporting and implementing Earned Value Management for progress analysis of consultants’ and contractors.
• Direct integrated teams providing guidance and support for planned and ongoing projects ensuring work is conducted efficiently, complying with the strategic plans, policies and procedures.
• Coordinating and liaising with the other internal stakeholders on various aspects related to progress management.
• Generate a myriad of performance reports with KPIs on weekly, bi-weekly, monthly and quarterly bases.
• Introduce continuous improvement and adopt innovative project controls techniques, utilizing evolving technologies.
• Develop and perform comprehensive Project Health Checks and Compliance Assessments.
WSP Transport & Infrastructure, Programme & Project Management .
Implement Program Controls to WSP consulting activities on major Capital Expenditure projects. Experience include Consultancy Services to Jeddah Municipality for Construction Supervision (CMS) and O&M projects. Further, Helal worked on PMO Consultancy for the Makkah Public Transportation Program (budget ~US $ 800 million). Responsibilities Included:
• Closely coordinate with the department leads and project managers to ensure successful project execution via effective controls in planning, scheduling, cost and risk management.
• Establish and operate and Program Controls Department for the client, with strategic and tactical organizational development to align all departments.
• Implement PMIS systems with reporting Dashboards comprised of MS Power BI using data from Primavera P6; Aconex Document Management, Aconex Connected Cost; and Risk.
• Supervise contractor’s development of project Master Plans, baselines, and detailed schedule. Integrating deliverables with engineering, procurement and construction.
• Participate in Business Development efforts, review proposals and prepare Project Controls and PMIS content according to client’s requirements.
• Coach and mentor Saudi engineers to develop their PM knowledge and skills.
Aramco and Jacobs formed a JV to provide Professional Program and Construction Management (PMCM) services for social infrastructure throughout the Kingdom. This includes housing, schools, hospitals, rail, highways, aviation, entertainment and 'smart' cities with associated infrastructure.
The JV was appointed as PIF’s Client Representative to provide strategic portfolio, program and project management services as well as consulting for Mega government, private, and sovereign wealth funds with current projects and to deliver new initiatives generated by Vision 2030 plans..
Major ongoing initiatives included the completion of the King Abdullah Financial District (KAFD), in Riyadh - 73 buildings budgeted at $10 billion
Joined the start-up core team and was actively involved in .
• Establishing policies and procedures, enterprise project portfolio management systems based on integrated Primavera P6 Enterprise and Unifier.
• Developing multi-tier Program Master Schedules for each initiative and provide executive and detailed progress reports for all stakeholders, respectively.
• Ensuring responsibility and accountability among program managers for individual projects; identify risks and controls them appropriately with mitigation and contingency plans.
• Ensuring adherence to PIF’s contractual procedures and processes by supporting management of scope, schedule, budget, risks, change, and stakeholders.
• Building project controls teams for all initiatives to support world-class mega programs from concept to delivery.
Provides MODON leadership with extensive weekly reports, in-depth analyses, and timely forecasts to help deliver over $4 billion capital projects across 35 industrial cities in Saudi Arabia within the next 5 years.
This encompasses creation and execution of MODON’s PMO standards and tools, and updating the Project Performance Portal; lead the Program Controls Functions via a team of managers, proactively guiding projects delivery. The team assures that MODON PMs are held responsible and accountable for their individual projects, while risks are being identified and managed appropriately with mitigation and contingency plans. They also assure adherence to MODON’s contractual procedures and processes by supporting their management of scope, schedule, budget, risks, change, and stakeholders.
Further, I design and deliver customized Exam Preparation Courses for Project Management Professional Certification (PMP), and provides on-the-job training to client’s engineers and project managers.
Worked for Road & Highway Division of Parsons Transportation Group (PTG). Provided construction support and guidance for multiple projects valued over US$ 600 m. Major projects included Abu Dhabi Airport and Abu Dhabi - Ghwaifat Highway. Work involved project reporting functions, contract reviews, progress monitoring, risk assessments, and Project Health Checks.
Prior, worked at PTG’s Rail and Transit Division for Engineering and Management Consultancy Services on the transportation planning, feasibility studies, and Preliminary design phases of the Dubai’s Metro Red line extension (Route 2020) and upgrade existing systems. The project consists of 15 Km rail connection (include 3.2 km tunnel) with 7 new stations (1 Iconic, 4 elevated, and 2 underground). This project was awarded to Alstom- consortium Expolink for €2.6 billion in June 2016.
Worked in close coordination with the CEO/COO and project managers to ensure effective delivery of Project Controls functions in planning, scheduling, cost control and risk management for successful project execution. Developed and maintained excellent Client relationships and worked closely with Project Management Teams.

Power Plant: Ras Al Khair, EPC project for 2, 400 MW Combined Cycle and Open Cycle. Clients SWCC and Maaden. Siemens supplied Turbines, Generators and HRSGs.
Large-Scale Developments: Public housing complexes with full infrastructure, university campus facilities, a hospital, and public clinics Kingdom-wide.
Landmark High-Rise Mega Projects: over 1 million m2 BUA valued over US$ 1.5 Billion with in KSA and UAE: Information Technology and Communications Complex (ITCC), Tamkeen Tower (Riyadh); Ta’meer Towers (Al-Reem Island, Abu Dhabi), Tower in Dubai.

Directed teams of project controls engineers in guiding, monitoring and reporting on SABIC Capital Projects portfolio in KSA, USA, UK, and APAC \[worth over US$ 40 Billion\]. Represented the Project Planning and Controls Department at senior management meetings to discuss progress, conflicts, delays, budget issues and associated problems.
Project Controls Manager at Saudi Kayan Petrochemical Complex \[US$ 12+ billion\], a grass-root facility with nine plants constructed under EPC/EPCM contracts by international firms including Fluor, KBR, Samsung and Dailem.
Conducted planning, steered functional audits, directed health checks, and validated performance measurement.
Strategic Consulting Services: including project planning and business development. Identified, analyzed and developed investment and sensitivity analysis models for business opportunities worth over US$ 4 billion. Provided PM training, project controls systems and services to select clients.
Involved in projects throughout MENA region with leading international consultants covering Tabuk Economic City, Riyadh business parks, UAE hotels, and various infrastructure and mixed-use Real Estate Developments.
Program Management: Developed and implemented PMO Methods, Policies and Procedures for “Qanawat”. Planned and supervised the startup of over 1600 telecom services distribution outlets for mobily Telecom.
General Manager, Raqmia subsidiary, In charge of developing PM solutions, consulting and training. Managed consultants on bidding and executing projects for Ministry of Interior and Ministry of Municipalities and Rural Affairs.
Management: Established and operated a derivative company specialized to provide PM services and solutions offering EPMS software, training, technical support and consulting based on Primavera Solutions, HMS TimeControl, and MC2 Construction Estimating Software.
Sole Primavera Systems Reseller in KSA: Managed the Operations and profitably served over 150 major clients in multiple sectors. Represented the company in annual user conferences and marketing events in the US, Europe and KSA. Received multiple sales and service awards.
MIS / PM Solutions: Provided project planning, scheduling, budget analysis and systems. Developed computerized “what if” sensitivity models integrating all investment variables and resulting financial impact.
Business Development: Led and participated in 36 investment feasibility studies \[worth US$ 3 billion\] in healthcare, hospitality and commercial real estate. Organized design competitions with international firms and jury members.
Sole Primavera Systems Reseller in KSA: Acquired and operated the business. Provided sales, software training and professional services to over 100 major clients in multiple sectors. Represented the company in annual user conferences and marketing events in the US, Europe and KSA. Received multiple sales and services awards.
Arabian BEMCO \[Industrial & Power Projects\], Monitoring and controlling various projects across KSA. Assisted the Director of Business Development on tendering proposals and presentations of Power Plants (PP9, Jizan).
Planning & Cost Control Section Head: Madinah Second Ring Road project. A 27 km urban expressway, 12 lanes with full infrastructure and 15 interchanges (bridges and underpasses). Haram Car Park Project (Madinah),
