• Develop, implement and manage the Quality Assurance and Quality Control requirements, procedures and contract for piping and related facility construction projects.
• Verification that all QC requirements of the Contract and the relevant Employer's/ Superintending Officer's instructions are being followed.
• Ensure that the QC Plan documentation, testing and inspection records are properly maintained.
• Monitor and define quality problem areas and propose corrective actions to the Project Management Team.
• Monitor and define Health, Safety and Environmental problem areas and take corrective actions in coordination with the Project Management Team.

• Conduct periodic internal quality audits for piping, mechanical, instruments etc to verify adequacy of the implementation of the quality management system under the leadership of the quality manager who plans allocation of tasks to the team.
• Participate in implementing and monitoring adherence to quality assurance policies and suggest improvements needed for continuous development of the quality management system.
• Reviewing and approving NDT reports, Witnessing and Monitoring pre-heating and post- weld head treatment, RT, PT, MT, PMI and UT activities at project site as per specification requirement.
• Prepare the plans, procedures, and manuals required to develop a comprehensive QA/QC program
• Provide QA/QC input to Bid strategy, Bid documents, Bid evaluation and contract awards.
• Quantify and source manpower and equipment required implementing the company QA/QC program.
• Monitor the work progress and verify compliance with program requirements.
• Arrange for, assign, schedule, and provide functional direction to all company civil, welding, structural, painting, dimensional, and mechanical inspectors, including all third party inspectors.
• Maintain a formal procedure for tracking and resolution of all non-compliance issues.
• Support best practices, industry standards and learning activates as needed.
• Review, approve and audit contractor QA/QC organization, procedures and work processes.
• Approve all contractor, vendor, and manufacture inspection and QA/QC personnel to assure they are qualified.
• To direct and supervise all on-stream and shutdown inspection activities for stationary equipment, piping systems, pressure relieving device and structures.
• To assess deterioration mechanisms, corrosion rates and investigation of failures in order to establish inspection frequencies and /or corrective action to prevent recurrences.
• Monitoring welding/ NDT equipments are calibrated periodically in project site by contractor.
• To authorize the line-up of piping and equipment to the plant, provided by the data from engineering sections.
• Knowledge of Code and Standard such as (API -1104) DIN 2635-ASME-B31.3-ASME B31.9-ASME-IX- ASME-V-ASME-B16.5(-API 570-API 577-API 574-API 578-API 571)
• Responsible for technical review and acceptance of contractor material selections, welding procedures and NDT program.
• Keen on close communication with Internal and External Stakeholders to assure meeting Project Requirements and Expectations.
• Responsible for Execution of Ductile Iron Pipe lines, Welding, Repair and Fabrication.
• Fully Conversant with (UL 142) fabrication of above- ground storage tanks
• To co-ordinate and manage multi-discipline concurrent Engineering, Procurement, Installation and Construction (EPIC) contracts.
• To administer and Control the Company QA/QC Program and activities including all Transition activities from (ISO 9001-2000).

• Communicates directly with the operations department to coordinate HOT TAPPING work in process areas while it is on stream and under pressure.
• Experienced in Turnaround Inspection and repairs of all types of Static equipments (Furnaces, Reformers, Reactors, and Converters, Waste heat boiler and power boiler etc and its internals.
• Manage, direct and organize maintenance activities including construction, maintenance, repair and inspection of facilities, and associated equipment.
• Assist in the development and implementation of department goals, objectives, policies and procedures.
• In depth knowledge of most of static equipments maintenance, types and operation (ex: heat exchangers, Valves, Pressure Vessels like towers, Vessels, Heaters & Reactors).
• Prepare the Maintenance Division budget, assist in budget implementation, and participate in the forecast of additional funds needed for staffing, equipment, material and supplies.
• Direct, oversee and participate in the development of the maintenance division of work plan; assign work activities, projects and programs; monitor work-flow, review and evaluate work products, method and procedures.
• Good experience in handling end to end project management functions of large Upstream and Downstream EPC projects from bid stage to execution and handover stage.
• Conversant with Project Planning, Project design, costing.
• Experience in construction site, man- power and equipment deployment requirement and fabrication of piping, structure, vessels etc. NDT and quality control system& heavy lifts.
• Functional management and coordination of all project Manager and project engineers.
• Develop lump sum/ EPC capabilities within organization. Coordination of all Project Execution plans.
• Work closely with the Engineering Management Team and ensure overall organizational goals are met.
• Determine, plan and provide Project Management resources to all scopes of work.
• Implementation of the Project Risk Ranking tool.
• Supervise all contractual aspects of the project from international competition, negotiation and award of contract to an international EPC.
• Familiar with international Standards for design, engineering, construction and operation of Multidiscipline projects e.g. API, ASTM, BS, DIN etc.
• Ensure that maintenance technicians are adequately trained, equipped and motivated so that the maintenance program can be accomplished in a safe, timely and cost-effective manner.
